NOTICE OF SPECIAL MEETING

To the Members of the Co~non Council of the City of Eugene, Oregon. ~

NOTICE IS HEREBY GIVEN that on this 16th day of March, 1942, the Mayor of Eugene ",w'
hereby calls a meeting to be held at 7:30 o'clock in the Council Chambers of JC
the City of Eugene for the following purposes:
For the purpose of entering into a contract with Eugene School District #4 for
the lease of the old Aviation Field.

The meeting was called to order by Mayor Large, and all councilmen
were present with the exception of Pennington.
May6r ~arge explained that the meeting had been called for the purpose
of entering into a contract with School District #4 for the renting of the old
Aviation Field. A contract had been prepared by the City Attorney as suggested
1 ~ in the Special Meeting held March 13th.

The Mayor requested the Recorder to read the contract at this time.
After the reading of the contract, a motion was made by Bond and seconded by
Brownson that the Mayor and Recorder be authorized to enter into this contract
with the School District #4. This motion WaS carried unanimously. Councilman
Bond explained that it was the desire of the Council to do everything possible
to ass'ist the School Board to make a success of this undertaking and he thought
the matter regarding the Soukup building should be settled at this time.
Councilman Bond stated that the City contract with Joe Harrell would not allow
that building to be removed it it had been constructed ~y Mr. Harrell and that
Soukup had not received permission to erect the building from Mr. Harrell.
A motion ~as made by Bond and seconded by Barette that Mr. Soukup not be allowed
to remove this building from the grounds. Themotion was carried.

The matter of the overlapping of the Contract with the School Board
and the contract with Joe HarTell for the old Aviation Field was discussed and
the following resolution was read regarding the matter. On motion made and
seconded, the resolution was adopted.
RESOLUTION

BE IT RESOLVED by the Common Council of the City of Eugene, that the contract
between the City of Eugene and Joseph Harrell and Mamie Belle Zumwalt, is
hereby declared forfeited, terminated and held for naught, and the Mayor and
the 'City Recorder be and they are hereby authorized and directed to sign and
deliver the contract for the old AirpoTt submitted to the Council, as soon as
3.... the amendments proposed and ac~epted by the Council have been incorporated therein
At this time. Mayor Large requested Councilman Bond to notify the
School Board that the Council had authorized the signing of the contract as
prepared and a recess was taken. About a half hour later the School Board
appeared at the Council Chambers and JUdge Harris explained that the delay was
occasioned by the fact that the School Board did not have opportunity to go
over the contract as prepared by the City Attorney. Judge Harris explained that
there were some minor changes that the School Board would like to have made
and read the contract through pointing out as he went along, the. changes that
the School Board wished to have made. Mr. Tugman was present and stated that it
was possible that the Old Aviation Field might be abandoned as an airport when the
new MU4~cipal Aviation Field was completed and that he thought the School Board
should be given an opportunity to purchase the Old Aviation Field. Attorney
Calkins pointed out that he did not think the Council would have authority to
dispose of the Field except at the direction of the voters. Mrs. Van Loan was
present and pointed out that the Eugene Vocational School during the school year.
1940-1941 had received from the Government for National Defense the sU$$ of
$120,546.36 and for salaries for regular instructors the sum of $132,634.19
making a total for the eighteen months of $273,917.63.

A motion was made and seconded that the Council rescind its former actio
authorizing the signing of the contract as orginally drawn and this motion was
carried. A motion was then made that the Mayor and Reco:r;:der:cbe instructed to sign
the new contract with the changes to be made as o~Llined by Judge Harris, the
Mayor to be the judge as to the wording of the new contract. On vote this motion
was unanimously carried.
Chairman Dodds put the question to the School Board as to the signing of
the new contract as suggested and the vote of the School Board was unanimous for
the Signing of the contract. On motion the council adjourned 30hn Fields'
