May 11, 1942 I The Minutes of the regular meeting held Monday evening, May 11, 1942 at 7:30 P.M. All councilmen were present with the exception of Stewart, Pennington, and Brownson. ~ (~ :;,:l The meeting was called to order by Mayor Large and Mayor Large asked Robert Lemon if hehad anything to say to the Council. Mr., Lemon reported that he would have a full report of the audit for the Council at the next meeting. He stat.ed that the delay was caused by a lack of man power and some difficulty in tying up opening balances. ne said that he would like very much to have a meeti~g of the Council on May 22 at 7:30 P.M. and Mr. Lemon said that this would be satisfactory to him. 1 1 Mr. C. B. Johnson was present and inquired what .had ever become of 'the petition regarding the condition of Second Street at Monroe which had been filed on February 24th. This matter had been referred to the Street Department with power to act and Engineer Clubb stated that an ordinance passed at the last Council meeting would allow them to make proper repairs for this location and stated that the Street Dep8rtment would give it their early attention. This was where the Vial ters-Bushong Lumber Company had been haUling sawdust and blocking the drainage.. 2 Mr. Howard Merriam was present and recorwnended the formation of a Eugene Defense Council under the leadership of Mayor Large. He said the Defense Council now operating was for Lane County and that a good mahy in the Defense Council were Eugene men and it was his recommendation that a Eugene Defense Council should be organized. Mayor Large said this recommendation would be considered at a later da tee :3 The Judiciary Commi~tee ha~o report. Councilman Farrington reporting for the Finance Committee stated that the bills had be.en audited by two members of the Finance Committee and recommended tha t they be allowed. Councilman Farrington reported a Mrs. Rippel had previously asked for a $90.00 refund on a piece of property which they had purchased, that the refund had been denied, by the Council. He stated that Mrs. Rippel had been to see him again but that he had told her he could not see his way clear to make any other recommendation. He said that after the war it was possible something_might be worked out regard- ing the $90.00 that they had paid on the lot. Councilman Barette stated that he did not think that anything further should be done at this time and Councilman Bond said he thought the matter should ride as it is at this time. No further 5 action was taken. I Councilman Barette reporting for the Street Department said that Mrs. Mildred C. Young's request for the work on the Amazon at Fifteenth and Olive would be taken care of as soon as the Street Equipment was availaple and weather would 6 permit. There was considerable discussion regarding property owners raking grass and clippings from lawns, bottles, and beer cans into the street and alleys. Councilman Barette pointed out that it was impossible to handle this kind of material in the sweeper and that the streets should not be littered up in this way. The press was asked to give notice to the people that unless this _condition was 7 remedied, arrests would be made. Councilman Bond reporting for the Fire and V~8ter Committee in the absence of Mr. Stewart stated that one of the companies from whom the City had purchased fire hose could supply another 250 feet at once if the City was interested. It seemed that there was no money available to make this purchase and the matter was 8 dropped. 1 The Parks Committee had no report. Councilman Pennington inquired what had ever become of the sewer on Faarmount Boulevard back of the Babb andSnellstrom properties. The Recorder reported that the two letters that the Council had instructed be sent had been sent out and also that the County Health Board had sent notices at the same time. Councilman Pennington said that he had had further compalints and that this was a bad situation and he thought iwnediate action should be taken. Mayor Large and Mr. Clubb both stated that the parties had contacted them but that nothing further had been done. Councilman Farrington made a motion that the City Recorder notify the Health Department that the City would back them up in any procedure they might start. This motion w~s seconded by Barette. There was some discussion regarding the Sewer ordinance and Councilman Farrington and Barette agreed to 9 withdraw the motion until Attorney Calkins could Let Borne further information. I ~ ~ 625 I Councilman Bond reporting for the Police Committee stated that he had a request from Oscar Bussell, Senior Defense VIarden for the Southwest district which comprised of the territory West of Willamette and South of Thirteenth. He stated that this division had an office at the Eugene High School ana requested that the City provide for installing two extensions for telephones in this office and pay for the extensions each month. He said the installation charge would be $1.50 and the extensions one dollar each per month. Mr. Bond made a motion which was seconded by Barette that the City provide these two phone extensions. Councilman Hawn said he thought the Council should consider what they were moving into and thought they should deal directly with Commander Merriam as there would be prob~bly four or eight other sections making the same request. Councilman Barette said that hOOad attended the meeting at the High School and they had a fine set-up and considerable First Aid equipment. Councilman Bond said he would like the matter to go through atthis time on account of the Air Raid Practice to be held on May 18th. Mr. Merriam was present and said that he thought the procedure suggested by Mr. Hawn was the proper thing. ~ouncilman Bond and Council,:lan Barette withdrew their motion and the matter was 1 eft for Mr. Merriam to make recommendation to the Council. -. '-'I\.IJ!. ~: 01' I 10 I At this time Attorney Calkins said that he had looked up the situation regarding the Sewer connections and that an ordinance passed in 1915 provided that property within 160 feet of the Sewer would be required to connect to the Sewer but that parties further avvay than that had been allowed to install cess pools. It was pointed out that the property in question about Fairmount Boulevard was more than lpO feet from the sewer. It was sugGested that the City might extend this sewer up to the property ip question and assess the cost to the property. After some discussion, this seelned to be the best plan to follow and the improve- men ordinance for the construction of the sewer passed its first, second, and third reading by unanimous consent of the council by title under suspension of the rules and was placed for final passage. '1'he ayes and nays."were called; councilmen voting aye: Bond, Farrington, Koppe, Barette, Hawn, and Pennington; nay,none; absent, Brownson, and Stewart. The Ordinance was declared passed and numbered 8742'. Also an ordinance approving the plans and specification~ of the City Engineer for the construction passed its first, secund, and third readings by unanimous consent of the council by title under suspension of the rules and was placed for final passage. The ayes and nays were called; councilmen voting aye: Bond, Farrington, Koppe, Barette, Iiawn, and Pennington; nay, none; absent, Brownson and Stewart. The 11 Ord~nance was declared passed and numbered 8743. Mr. Pennington inquired regarding the Stop Sign at Broadway and Pearl which had been up at a previous council meeting. Engineer Clubb reported that he had contacted the State Highway Department and they were figuring that they might put in signals at that intersectioh. He requested a little more time in order for the 12 Highway Commission to complete a check of the traffic at that intersection. I A letter from P. J. Bartle was read asking for permission to purchase Lot 8, Block 4, Shelton Addition and to be allowed to build a Shop in which to make brooms; this shop to be operated by the blind people. It was explained that this district was in the Single Family Residence District and that the matter would have to come before the Planning Cownission. Mr. Bartle was in a hurry to get this situation settled and a motion was rtiade, seconded, and carried that the Council 13 direct the Planning Commission to hold a hearing. (See Resolution, Page 627.) A letter from C. P. Sylvester regarding Lots 1, 2, and 3 on Madison Street between First and Second Street was read. This letter was in regard to the lot lines for the different properties and requested that the City make some changes. It was pointed out that this was the property owner's affair and not the City's 14 and the letter was ordered placed on file. Mayor Large said that there was some controver'sy regarding an alley running East and West between Fifth and Sixth and Lincoln and Lawrence. He stated that this alley had been used for twenty or twenty-ffive years but had never been dedicated to the City. It appeared that a ~r. Harrington was interested in getting this alley opened up so that it could be further improved. Councilman Pennington inquired why the City should do anything about it at all and Mr. Clubb reported . that the City had a sewer in the alley. He said this was in the Packard Addition and all other blocks in that Addition had been platted with a sewer but that this block was left without a sewer. After some discussion, this matter was referred 15 to the Judiciary Committee to report back at the next Council meeting. A curb cut for Arthur Martin, 459 East loth Avenue was presented, and the 16 request was granted. The reports for the Police Dept., Police Matron, Engineer and Building 17 Departments, and the .Fire Department \overe read and ordered placed on file. ,I Councilman Bond reporting for the Police Committee stated that warran&s prepared for traffic violations had all been served where the parties were living inside of the City limits. He stated there were some othel's on file in the Police Department and that, the officers were endeavoring to contact the cars whenever they could find them inside the City limits. At this time, Councilman 18 Brownson appeared at the meeting. ~ 626 - -- -" ---- .~ '-- ~ - . -. -, - - - -, A letter from W. G. Crase, Patrolman in the Police Department, was read reporting that he had been called for active duty with the Army and request~ng a leave of absence for the duration of the war. On motion made by Pennington and seconded by Brownson, and carried, this request was granted. . 19 I ;.'-:-.. '.~~. A letter from Homer Middlesworth who had been employed in the Fire Depart- ment for several years was read. This letter was dated May 1st and stated he had be n called to active duty in the U. S. Signal Corp and was now in San Mateo, California and asked for a leave of absence for the duration of the war. There was some discussion regarding Mr. Middlesworth's request and it appeared that this was an entirely different case from that of Mr. Crase. A motion was made by Councilman Havm aI}.d seconded by Councilman Bond tha t the request @e not granted. The motion was carried. ~ ~,'" i~ 20 At this time, Mayor Large explained there was a vacancy in the Police Department and that he wished to appoint Donald H. Clark to take the place of Mr. Crase. A motion was made, seconded, and carried that this appointment be confirmed and Mr. Clark be deputized as a Police Officer. I 21 A bill to the City of Eugene from Altstock, Fay & Co. for a portion of what was considered a Casualty Station in the sum of ~,115.21 was read. This bill was okayed by Dr. C. D. Thompson. Councilman Bond stated he did not like that way of doing anc thought the Station should be bought as a unit an~ not in parts. After some discussion regarding the purchase of this easualty Station, the Recorder was instructed to take the matter up with Mr. Shurrmker and if everything was satisfactory, to have Mr. Shwnaker okay the bill and a report be made back at the 22 next Council Meeting. A bill from \~. VI. McDonald property on account of a defective explained that the situatmon would Judiciary Corunittee to report back in the sum of $200.00 for damages to pis drain was presented to the Council.- Mr. Clubb remedied and this bill was referred to the at the next Council meeting. 23 The Water Board had requested that George Vi. Fish be deputized as a watch- man for the Viater Board to take the pIa ce of Hugh Black. On motion made an d s econde and carried this request was granted on condition that Chief Bergman give his 24 endorsement. I Mayor Large stated that Councilman Stewart had made a report regarding the room on the upper floor of the City hall where the basket weaving was being carried on. He said there WaS an extremely long smoke stack which went through a wooden partition and was probably a fi~e hazard. A motion was made, seconded, and carried that Fire Chief Nusbaum make an inspection and that he do whatever 25 he thoug~ best to correct-the situation. Councilman Hawn asked if any reports had been made by the Fire Department on previous inspections where too heavy fuses were being used and where rubbish had been reported. The Recorder reported that there had been notldng reported regarding this situation and the Chief of the Fire Department and the Electrical 26 Inspector were instructed to bring in reports regarding this situation. RESOLUTION ---------- BE IT RESOLVED BY THE COI~~ON COUNCIL of the City of EULene, that in all instances vvhere ..requisitions are sought for the purchase of supplies or material for the City of Eugene in excess of $10.00, the applicant shall secure uponfue proposed requisition the endorsement of the Chairman of the Com~ittee in that department of the City, which endorsement shall be given. only where funds are available for the purpose in the particular department. A motion was made by Councilman Hawn and seconded by Bond that this resolution be 27 adopted was carried. I The Recorder read a request from the Oregon Fire Chief's Association and State Fire Marshall's Office that the Fire Chief attend the convention at Beker, Oregon on May 18th and 19th. Councilman Hawn stated that this was the date for the Air Raid Practice and that he thought it was important, tha t the Fire Chief should be 'on hand at that time. Councilman Pennington stated that he thought the Fire Chief should be at the convention at Baker, that he would get much more information by attending the convention. He said he had attended the convention last year at Bend and that they were very instructive. Mr. Merriam was present and stated that he thought the activities would be carried on in such a way that there would be no liability of fires and that it was recommended that the' Fire Reserves be used for this work at night and only one or two of the regular firement go along. He said the activities would be in different localities at a different time and it would be good practice for the reserves. After some discussion, a motion was made, seconded, and carried that the matter be left up to Chief Naspaum as to what he thought best about staying at home or going to the convention. The Council recon~ended that the older fire equipment be used for this practice work 28 and the better equipment kept at the fire barn. A letter from the Eugene Youth Council signed by Earl E.Boushey, President was read. This letter recommended that the Council should make an exchange with the County of different properties so that the City could acquire a location inside of the ~ilrgrounds for a swimming pool. It was requested in the letter that" this exchange be made at this time so that preparations could be made for work as soon as the war was over. O. O. f.j Cemetary and they would like to have the assistance of the' Street Department. There was som~ c.tiscussion regarding this and it was stated that the Street Department had about ~ll the work that they could handle and there was no action taken. On motion, the Council adjourned.
