All Councilmen were present with the exception of Stewart. Judge Hurd was present and asked to put out barrels on s orne of the street corner-s for old rubbish, such as shoes, rubber heels, and other articles. Judge Hurd explained that the barrels would be marked what they were to be used for. This permission was granted. Judge Hurd also explained that they had been working on the location of the new Ferry Street Bridge and had two different lines that had been decided on; both VJould come into the North end of High Street. He said either line was acceptable to the State Highway Cownission and he would like to have some of the City officials go over the ground with him and decide on which line the City would prefer. Mayor Large appointed the members of the Street Corr~ittee and City Engineer Blubb to meet with'me County officials and go over the ground. 1 Mr. J. H. Walker', representing the Eastern Lane County Fire Patrol, asked permis- sion to erect a new antenna 220 feet long for the new radio which they were installing. He explained that they were installing a new high frequency radio and it was necessary to have a horizontal antenna. tie stated that they wished to connect it to the end of the Crabtree building but this would cross a power line and that he understood there was an ordinance against this. A motion was made, seconded, and carried that the Eastern Lane County Fire Patrol be allowed to erect this antenna if they could get the approval of the Eu[ene Water Board. 2 3 Rev. George T.Dickinson addressed the Council and asked for permission to renew the permit for the temporary building located at 13th and Oak Sts. He explained that they had agreed to dispose of the building by June 1 but the would like per'mission to extend the permit to September 1. He explained tha t their carpenters were out of town working at the Corvallis cantonment and it was almost impossible to get help at this time. He stated further that if they would dismantle it now I it would have to be stored until September 1 but on September 1 it could be dis~ mantled and shipped at of town'<to another location. On motion made and seconded, permission was granted to leave the building until September 1. A letter from the Fairhurst Lumber Company, asking to use the upstairs of the building at 291 West Tenth Street for an office, was read. Mr. Fairhurst was present and stated that he was living downstairs and that they wished to have their office upstairs. He stated that they would have no stock of any kind on the premises and that most of their business was conduc~ed by telephone. A motion made by Bond and seconded by Hawn that this request be granted, was carried. I 4 The Judiciary Committee had no report. Councilman Farrington of the Finance Comrnittee stated that about six months previous, permission had been granted by the Council for Mr. E. G. Brown to trade the City a 13.33 strip of ground on the West side of Tyler Street between 8th and 9th for a lot located at the Northwest corner of 9th and Tyler Streets. He explained that the t~ade had never been completed and that since that time the City had constructed a sidewalk costing $48.60 on the property which was owned by the City. He said that Ufr. Brovvn now would like to complet-e the trade and that Mr. Brown would pay for the cost of the sidewalk in payments of $5.00 a month. A motion was made by Farrington and seconded by Bond that this trade be made. The motion was carried. 5 The Street Department had no report. Counciliuan Bond, reporting for the Fire and Water Committee, stated there was a twelve-inch main on Fifth Street between Willanlette and Pearl and also a four-inch main on the same street; that when the new twelve-inch main was laid the City had not installed fire hydrants and that now there was a break in the four-inch main and the Water Board would have to discontinue use of this'four-inch main so it I was necessary to have hydrants installed on the twelve~inch main. He stated the ':1 City had no valves on hand that would be suitable for this change over and asked for permission to order twonnew valves at $73.08 each and two new Corey hydrants I at $96.87 each. Mr. Bond explained that it would be some time before the hydrants I would be received and that the funds to pay for these valves and hydrants were to I come out of the 1942-1943 budget allowance. I, Mr. Hawn reporting ror the Parks stated that he had just been informed that Mr. Lamb was in the hospital but that he had not had an opportunity to see ~im. Davis asking that the Cormnander's Council be permitted to hold a Memorial Day parade on Saturday, May 30th, was granted. 'I'he:c:resignation of Alonzo VI. Knotts was read and on motion made and 'Seconded, it was accepted. O"J \", ck' 9 10 Attorney Calkins explained, that Mrs. R. V. Quick at 1679 Lincoln Street had talked to him regarding an accident she claimed she had by stepping in a hole in a parking strip where a Stteet Sign had been pulled out and that Mrs. Qu&ck claimed to have strained or ruptured a ligament in her ankle. This matter was referred to the Judiciary Cornrni ttee and the Oi ty Attorney for investigation. The Recorder re~orted that the Civil Aeronautics Administration wished to renew their lease for Remote Control Quarters and Storeroom, also the Beacon Site and the site for the antenna pole at the Old Aviation Field; this new lease to be from July 1, 1942 to June 30, 1943. Mayor Large explained that it was quite likely that they would not use this for the full year 8S it would probably be moved to the new airport. On motion made and seconded, the Mayor and Recorder were instructed to enter into a lease as requested. 11 12 Mayor Large explained that he had just had a telephone call from J. E. Slattery, District Forester of the 0 & C Land Grant, requesting the use of the part of the lot just East of the City Street Department Building at 101 West 5th Street. He stated that this was for the use of' their Fire patrol work and would only want it for the SUInhler months and 'that they would want to put a temporary building for their tools and some other equipinent. He said he did not know just the size of the building but that it would be small. 13 Councilman Barette stated that he had had this lot cleaned up and that it was in good shape now and that there was a possibility of their getting some rental out of it. Mayor Large explained that the 0 & C Land Grant people wohld not want to pay any rent but that they were a Government concern and owmng to the fact that it was to be used for fire fighting equipment he thought permission should be granted. There was some discussion by the Council about allowing a temporary building to be put on the lot. A motion was made by Councilman Brownson and seconded by Councilman Hawn that this permission be granted for the summer months only and under the direc- tion of City Engineer Blubb. RES 0 L UTI 0 N WHEREAS, heretofore, the City of Eugene at the instance of School Distri'ct No. 4 caused the sterilization of the grounds at Frances Willard by burning by its street 6epartment at a total cost of $76.68, and, vVHEREAS, 'a bill has been forwarded to School District No. 4 and there has been received a letter from the School District in WIlich it is cla imed that they are merely middle-men and not liable and making another computation of what was done amounting to $46,68 excluding any pay for the use of the city equipment, and tendering a check of $46.68. 14 IT IS THEREForE RESOLVED by the Common Council of the City of Eugene that the offer of $46.68 by the School Board in full settlement of invoice for sterilization of the ~urface of Frances Willard grounds in August, 1941 be refused and the recorder be directed to transmit a copy of this resolution &ogether with a demand by the Cit to School District No.4 for the full sum of $76.86 in conformity with the invoice and to return the offered check of $46.68. 15 A letter :from C. M. Bryan, City Recorder, dated May 25th was read. Mr. Bryan stated that he was attaching a signed and witnessed statement of acceptance of nomination for the position of City Recorder and requested that this statement be placed on file in the office of the City Recorder, and be attached to and become part of nominatins petitions that are to be circulated later. The letter was ordered placed on file. 16 The Recorder reported that the report of the Eugene \Vater Board for the year ending Dec. 31, 1941 had been received and thisrreport was ordered placed on file. Councilman Barette reported at this tline that the roof on the City Barn at 101 w. 5th St. was in very bad condition and leaked like a sieve. On Inotion made and seconded and carried, the Recorder was instructed to advertise for bids for the re-roofing of this building to be opened at the Council meeting held June 8th.
