The minutes of the regular meeting held Monday evening, June 8, 1942 at 7:30 P. M. All councilmen present with the exception of Stewart and Brownson. ~ ,....l-."':.. ~,.. .", .,... :........ ......... The Judiciary Committee had no report. 1 Chairman Farrington of the Finance Committee reported an offer by Ed Howell for Lot 10, Block 1, Mark Fleming's Addition for $250.00--$50.00 cash and a balance of ~lO.OO or more a month plus 6% interest. Chairman Farrington said it was the Finance Committee's recow~endation that a counter-offer of $330.00 be made. On motion made, seconded, and carried this recon@endation was adopted. 2 'llhe bills for the month of May. were presented and on Roll Call all councilmen present, wi th the exception of Brovinson and Stev~art. 3 Chairman Baret.te reporting for the Street Department said he had nothing special to report only that J. L. Good and Everett Alford had quit and that he would like to recommend that A. Pearce, and Roy Trout be appointed to fil.l these vacancies. Mayor; Large made the appointment of these two men and recommended that they be placed on the monthly payroll. On. motion by Farrington, seconded by Hawn, this appointment was confirmed b~ the Council. The Fire and Water Committee had no report. The Health Committee had no report. 4 Chairman Hawn reporting for the Parks Committee said he had nothing only that Mr. Lamb was home from the hospital but not able to go to work. The Sewer Committee and Police Committee had no report. 5 The reports for the Engineer Department, Sewage Disposal, Library, Electrical Inspection, Fire Department, and Police Department were read and ordered placed on file. 6 At this time, Mayor Large stated that he had a complaint from Carroll Groshong about the condition of the street in front of his house at 1642 Riverview Street and stated that Mr. Groshong yvas asking that the City make repairs. Engineer Clubb reported that they were expecting to get at this as soon as weather would permit. 7 At this time, George Hall addressed the Council regarding the proposed ware- house to be constructed on his property on the South :3ide of the Southern Pacific teanl track just West of the Pacific Van & Storage warehouse. Mr. Hall explained that there was a 13 foot alley leading North off of Fifth Street to the alley running East and West in the block. This alley runs along the East side of the Lot owned by the City of Eugene. He stated that this 13 foot alley was not wide enough to accomodate the heavy trucks that would wish to use the alley for the new warehouse and asked that the alley be widened ten feet by taking this ten feet off of the East side of the lot owned by the City. Mr. Hall presented a diagram showing the location of the property. 'llhis matter was I'eferred to the Street COll@ittee to report back at the next Council meeting. A letter from Josephine Quick, 1679 l,incoJn Street \"Jas read. This letter was. in regard to an accident which Mrs. ~uick claimed she sustained by stepping into a hole in the parking at the above address. This hole having been caused, she claimed, by the relLoval of a stop street sign. Mrs. Quick was asking for damages in the sum of $300.00. Also attached to the letter was a statement from Dr. Emerson Abbott of the Eugene Hospital & Clinic. Councilman Koppe, chairman of the Judiciary Committee, said that all three members of the committee had looked at the site at 1679 Lincoln ~;treet and that it was the recoIDnlendation of the Judiciary Committee that the City allow Mrs. Quick the sum of ~p75. 00 in full settlement of her claim. On motion by Bond and seconded by Barette .the recommendat ion of the Judiciary' Commi ttee was adopted. The Recorder reported that a check had been received from the River Road Water District in the Suni of ~476.06 to apply on the first six months budget at 1942. 8 9 A request from VerI Thayer for per;mission to construct a garage on his property at 809 West Third Street was read. Also a letter from George Barley, 280 ~onroe Street stating that it was satisfactory with him for !v~r. Thayer to construct the garage any place on the lot that the Building Inspector might direct. Mr. Clubb explained that this was a narrow lot and that Mr. Thayer was reQuesting that he be allowed to construct the garage v.ithin five feet of Monroe Street. A diagram attached to the letter showed that the garage would come within two feet of Monroe Street. Mr. Clubb explained that on account of the closeness to Monroe Street the car at all times would either have to be inside the garage or out i.n Monroe Street, otherwise it w_,uld block the sidewalk. After some dis- ...4 632 ~ ----~ ~-- cussion by the Council, the matter was referred to the City Engineer and the Street Committee to report back at the next Council meeting. ~~ A letter signed by Attorney Louis Hoffman regarding repairs to a [ewer at the ~ S. A. Peters property at 2267 Olive Street was read. A bill from the Chase Plumbing (~:l Company in the amount of $21.75 was attached and the letter requested that Mr. Peters be reimbursed the amount of this bill. This matter was referred to the Sewer Committee to report back at the next meeting. I A letter from the Southern Pacific Company signed by kr. ~. L. Jennings in regard to logging and pole trucks being required to stop at all railroad corssings ~as 12 read. This matter was referred to the Judiciary COnlnlittee and the City Attorney to report back at the next Council meeting. I A letter from the State Fire Marshall regarding the recent convention at Baker was 13 read and ordered placed on file. Councilman Bond at this time stated that he had had a complaint from property owners at the N. Vi. corners of 7th and Blair St. about damage to a tree in the parking being caused by pole trucks Inaking the turn at that intersection. He said 14 that the police had investigated that matter and found out who had caused the damage and that they were going to straighten up the tree and paint it and if necessary later on would put in a new tree to take its place. He said that after that the vvalk at the corner had been damaged by some truck and that the Police Department was checking on that matter and he thought that they VJould be able to make a report in a Gay or two. A letter on Treasury Department letterhead signed by the Oregon ~ar Saving Staff, U. S. National Bank Bldg., Portland, was read. This Vias in re~ard to Payroll deductions for War Savings stamps and bonds and.asking for 100% cooperation for an overage deduction of not less than 10% of the employee's payroll. Mayor Large 15 suggested that he thought more of the City Employee's should be buying bonds through payroll deductions and suggested that it might be wise for the heads of. the departments to take this matter up vvi th the various employees. Councilman Hawn explained that he thought it probably would be wise for the City Employees to cooperate further in this effort as if it was not a success there w~uld probably be a 10% compulsory deduction from their payroll for War Fonds or it was possible this 10% reduction might be a tax and not for bonds. After some discussion by the Council a motion by Farrington and seconded by Bond was made and carried that the heads of the departments contact the various employees with regard to making payroll deductions for War Bonds. A request from the Eugene Wa tel' Board that .B. M. Sutherland and. Victor A. Rutherford 16 be deputized as watchmen 1'01' the Reservoirs was requested. A motion was made, seconded, and carried that this request be granted on condition that these names be ok'd by the Chief of Police. I At.this time, Mayor Large appointed Fred M. O'Sullivan and P. M. Sargent as employees.of the Fire Department. He stated that Mr. O'Sullivan had been working since Ilf.ay 17th and Sargent since May 23rd. He said this appointment l/:as necessary 17 for 1IIJr. 0' Sullivan to fill the place vacated by Middlesworth, and Sargent to take the place of lvjr. Knotts. On motion made and seconded,. and carried these appoint- ments were confirmed and the names ordered palced on the monthly payroll. At this time, the bills presented for the Casualty Station were brought up. There was one bill from Alstock, Fay & Company in the amount of $115.21 and another in the amount of $52.00 from the same firm and also a bill of $51.46 from the Puritan Drug Company. These bills have been incurred by Dr. Thompson and amounted to 18 $218.67. Councilman Hawn stated that Mr. Hichens had told him that the total amount of this Casualty Station?, inclusing a case to carry them in v,ould probably be in the neighborhood of from 1260.00 to $275.00. There was some discussion r;egarding the payment of these bills and Councilman Bond and Hawn both stated they thought the bills should be OK'd by Mr. Shumaker. A motion was made by Mr. Hawn and seconded by Barette that these bills be allowed after they have been ok'd by Mr. Shwnaker and the other bills to complete the Station be paid not to exceed the sum of $275.00 total and this money to come out of the $2,000.00 amount that had been placed in the 1942-1943 budget for the O.C.D. On Roll Call all councilmen present voting aye, absent Stewart and Brownson. I On recommendation of chairman Farrington of the Finance Committee the Recorder 19 was instructed to pay the taxes on Lot 5, B~.6ck 5, Croners Addition for which the county had received an offer and had served notice on the City by sending a registered letter. I" A request from Russell Brothers Circus signed by J. C. Rhodes asking for permission to show at the Fairgrounds July the first, inside of the racetrack. The request stated that there would be two performances, one in the afternoon and one in the evening. The Recorder explained that they had stated that there w~ld be about 32 20 trucks mostly with trailers and they understood the license would be $100.00 and they would have to put up a deposit to guarantee the cleaning of the grounds. After some discussion by the Council a motion was made, seconded, and carried that permission be granted the circus to hold the tvVQ performances on July first. O"'J. ~: .:,i.j: At this time, bids for re-roofing the City Street Department Building at 101 West 5th Street were opened. Bid by the Acme Roofing Company in the Sunl of $1,044.00 and an alternate bid in the ~um of $892.00. Ray Jacobs in the Sunl of $992.85. 21 Bahling Roofing Company in the Slinl of $1,092.50 and an alternate bid of $916.50 with an additional charge of $45.00. On motion by Bond and seconded by Hawn this matter was referred to the Street Committee and City Engineer to report back at the next Council meeting. A resolution from the Planning Commission regarding chan~e in classification of 22 Lot 8, Block 4, Shelton Addition was read, instructing that a hearing be held by the Council on June 22nd. An ordinance amending Ordinance #8413 had its first reading and was laid over. 23 This Ordinance is in regard to changing the classification of Lot 8, Block 4, Shelton Addition. An Ordinance amending Section 6 (1-2) light industrial of Ordinance 8413. This Ordinance had to do with the changing of districts in which a crematory should be allowed to operate. The City Attorney explained that at the present time the 24 crematory was only allowed to operate in a~"heavy industrial district. This Ordinance was read the first time and passed to its second and third readings by unanimous consent of the council by title under suspension of the rules and was placed for final passage. The ayes'and nays were called; councilmen voting aye: Bond, Pennington, Farrington, Koppe, Hawn, and Barette; nay, none; absent, Stewart, and Brownson. The Ordinance Vias declared passed and nunlbered 8745. 25 Mayor Large at this time reported that he had disposed of the hay on the new Municipal Airport, for $50.00. ____ __~ ______.__ Mayor Large explained that the War Department wished to use all of the..,Armory Building for the Civic Center and that they wanted the lease from the state to the City changed. On motion made by Farrington and ~econded by Bond, and carried, ~he Mayor was authorized to enter into a new.lease wlth the State~r the Armory BUlld- ing. .. (6'~~- ~L___ _ _ I. 26 RES 0 L UTI 0 N VffiEREAS, heretofore confusion has. arisen as to the City's policy with respect to time allowed employees for vacations, sick leaves, and other absences; THEREFORE BE IT RESOLVED by the Common Council of the City of Eugene that, beginning July first, 1942, all City employees will be allowed two weeks vacation with pay, after each full year's continuous service, ahd no other or further allowance shall be made for any purpose. On motion by Farrington and seconded by Hawn, this re~olution was adopted. Mayor Large appointed the following .committee to draw up an Ordinance regarding payroll reports to be luade to the Recorder by the various City Departments and other recommendations that they mi[ht have along this line: Louise Koppe, Austin Farrington, and Sam Bond. At this time, Mr's. Q,uick addres sed the Council in regard to her claim of ~~300. 00 which had been read to the council earlier in the meeting. She explained that she had already been out of employment for a considerable length of time and was not 28 yet able to go back to work and stressed the point that she felt that she was entitled to all she had asked for and more than the $75.00 that the Judiciary Committee had recommended that she get. No further action in this matter was taken by the Council. .,,>., 27 , Council Farrington asked Engineer Clubb regarding' the condition of the railroad crossing at Monroe Street. Mr. Clubb stated that nothing further, only the temporary repairs that they had made just after out previous letter. Mr. Clubb explained that several of the other~ railroad crossings were also in bad condition. Previously the Recorder had been asked to send a letter to the Southern Pacific requesting that this crossing be repaired and at this time the Council authorized the Recorder to send another letter to the Southern Pacific regardin~_ the condi tion of this crossing at Monroe Street and also of other crossings in the City. Mr. A. IJ. Gilbert was present and said that he had been accused of cutting the curb at 1870 Fairmount Boulevard without first securing a perlnit. He said that he had asked for permission to do this work but that the permit had not been [ranted by the Council and that he had gone ahead and done the vvork as he had a crew there doing other cement work. There was some Qiscussion between Mr. Gilbert and Mr. Clubb regarding this and other vvork which IICr. Gilbert referred to. Mr. Gilbert said that he really had not handled this curb cut situation himself but that it had been done by the boys while he 'cas sick. Councilman Hawn stated that if he ~ 634 was going to have the boys look after the work he would have to instruct them that it was necessary to strictly obey the ordinances. After SOllie discussion, it was' the recommendation of the Council that a complaint by the Engineer be made out ~ and that Mr. Gilbert should at least be fined the minimum amount as indi~ated ~, ~j in the ordinance. I ~ Mayor LaI'ge reported that he had a letter from Councilman Stewart tha t he had had . 31 his operation and would be home soon. Mayor Large at this time invited the members of the Council to look at the new office which had been fitted up for the Mayor. On motion, the council adjourned.
