"~I ........i The Recorder reported that Councilmen Hawn, Pennington and Koppe, re-elected ! at the November election, as well as the new Councilman, lv'Jr. Davis, from the 4th ward, had already taken the oath of office. Also that Mr. C. M. Bryan, who had 1 been re-elected as Recorder at the November elections, had filed his oath of office and A. E. Hulegaard, who had been re-elected also had filed his oath of office, and that Kayor Large had given the oath of office to John Fields as Recorde Pro Tem., for period of time that C. M. Bryan is in the Armed service. I Mayor Large opened the meeting by stating that he wished to extend greetings : to the freshman member, Councilman W. L. Davis, and hoped that he would enjoy ! himself in his associations with the Council. One of the main things to cnntend : with were the reouests for funds for different things when there were not sufficient : funds to go around. Mayor Large stated that a few years ago the Council had 2 : indulged in the free spending of money and it had accumulated a heavy debt but : the last several years it had been the policy of the Council to clean up this debt i as far as possible and that it had been reduced considerably. I Mayor Large stated at this time he was not making many changes in the Council . committees he was appointing; that he wished to appoint Councilman Pennington ; chairman of the Police. Committee and Councilman Davis as chairman of the Sewer Committee, and that Mr. Davis ,would take the place of Mr. Bond on the Fire and iVJater Co~~ittee and the Health Oommittee. He stated that he was appointing Mr. !A. R. Tiffany as a member of the Library Board for another four-year term, and . that the members of the Electrical Board, Plumbing Boarg, Board of Appeals, Sign ; Board of Appeals, and the Boxing Oommission whose terms expire annually would be 3 ireappointed the same as for the past year, and that all Oity employees be reappointe I for the year 1943 and that their names be ordered placed on the monthly payroll. iCouncilman Stewart moved that these appointments be confirmed, and there was no ,immediate second to Councilman Stewart's motion. Oouncilman Brownson stated that ;he wished to hold up the permanent appointment of Dr. Helterline as Milk Inspector 'and only make it a temporary appointment, and that with this exception he moved that the appointments be confirmed. Councilman Stewart said that he was willing to withdraw his motiun in favor of the motion made by Oouncilman Brownson. This i motion was seconded bS' Koppe and unanimously carried. He stated that since the first of the year he had removed the booths from his place of business known as Dean's Place and that he had been able to get rid of about ten undesirable ladies who had been freq~enting the place and that he hoped it would be possible to weed out the few others as soon as they could be identified. He said in regard to the selling of beer to a minor as had been reported by Mr. Dietz, Juvenile Officer, that he did not ~<~now that beer had been sold to thisparty, and that he hoped the Council would see fit to renew his license for this year. Mr. Albert Dietz, Juvenile Officer, addressed the Council at this time and said that he did not care to hsve the name of the minor who had bought and drank beer in Dean's Place published, but he would state for the benefit of the Council that , the boy was Darnell 13ennett, 17 years old, who is now in the Navy, ",nd that he had stated he bought this beer from one of the girls in the place. Mr. Dietz also stated that Christmas day there was quite a wild crowdat Mr. Dragoo's place and 4 I some fist fights occurred on the sidewalk in front of the place. He also stated that he and Mr. Ramig, State Liquor Inspector, had explained to Mr. Dragoo what the penalty WbS in regard to selling beer to minors. Councilman Hawn stated he had the impression at this time that Mr. Dragoo had cleaned up the place and thought ! lie was trying to comPif with the law and would be able to have better regulations I in the future and that he would move that the license be recommended for renewal for the year 1943. This motion was seconded by Farrington and carried. The matter of the renewal of the license for Nev;man's Grotto was brought up at this time and Councilman :Pennington stated, that there had been no s,uspension by the State Liquor Commission during the year 1942 on account of the sale of beer but that the suspension made by the State Liquor Board was on account of a game violation and the ,jgame was found in the icebox at Newman's place. Councilman Pennington said he wished to move that the license be rec:Jmmended for renev,al for the year 194 The motion was seconded by Koppe and carried. Councilman Stevvart stated that Mr. Dow was a i new man and that he felt that the request for the transfer should be referred Ii to the Police Conunittee to re;,ort back at the next meeting. Councilman Brownson f stated that Mr. Dow had talked to him, that Mr. Dow had operated a truck line for II about ten years and was well known here. Chief Bergman was a sked if he knew any II reason why this license should not be transferred to Mr. Dow and he ste ted he I did not. A motion was made by Pennington and seconded by Hawn that this transfer ! be granted and the motion was carried, Counci.lman Stewart voting no. The Eugene I Hotel had presented a request for a Service License to be used at the Eugene Hotel. 61""li. Mr. McClain, manager of the Eugene Hotel, was present and stated that a group of , officers in the Armed Service had quarters in the Eugene Hotel and they had made '1'.1 a request for this service license. Mr. IV;cClain explained that under the present conditions they could not mix drinks and that the officers had to bring their l own liquor in ant take it out again after the meal; the only thing the hotel could ~ do was furnish the mixers on the tables. He stated that this Service Club License III,: would permit the liquor to be brought in by the officers, labled, and stored at the hotel and that the hotel could mix the drinks for the officers. He stated ! this licenses probably would be used only about once a week. It ~as explained I that this license was similar to the other service clubs now operating in Eugene. The Finance Committee recolD.11j.ended,' that the offer of G. R. A motion was made and seconded that the Council adopt the recommendation of the Finance Committee, and on roll call all members present voted aye. C'odlove 10.00 Councilman Farrington stcited that on October lOth Miss Ann Brenner, a former ! employee in the City Recorder's office had asked for pay for a vacation period in the year 1941 which had been due her but which she had not taken prior to her resignation in 1fuy, 1941. He stated that employees in the Recorder"s office always 8 had their two weeks vacation each ye~r, but that no extra money was paid out, the other employees absorbing the work at that time. He stated thst the Council had I already gone on record against paying cash for vacations and thst he wished to move that tfuis request be not granted. This motion was seconded by Barette and carried. Councilman Barette, reporting for the Street Committee, stated that Engineer Clubb had made an investigation of the City alley connecting with Mill Race Drive and found that it needed gravel, but that it was impossible at this time to secure 9 gravel and that this improvement would have to be put off for the present., He said it was likely that later they might be able to do something in regard to this situation. I The Fire and Water Committee and Health Committee had no reports. Councilman Hawn, reporting for the Park Committee, stated that a few trees had been washed down in the recent flood but no big damage had been done. The Folice and Sewer Committees had no report. Mayor Large stated he hed a request from the C. A. A. asking that the Council ! take official action to discontinue the old airport. He stated that the weather 10: bureau and the radio had been installed at the new airport and that the boundary lights had already beenidisconnected at the old airport. A motion was made by : Farrington and seconded by Brownson and carried that service at the old airport be I disconnected. . Mayor Large stated that Harvey Hancock and :Paul Morris had been in Eugene , Sunday and that they were planning on service by the United Airlines at an early ! date. Mayor Large explained that the radb beam was now located on the east side : of the river and that the United Airlines could not give regular service at the ll! airport until this beam had been changed over to the new airport and thEt an order i to change this beam had already been issued and that as soon as this work was. ; completed United Airlines would be able to furnish regular service for Eugene, but ; that at the present time the only stops that could be made would be when the weathe was favorable, and that IvIr. Hancock had stated that they would try'_to_$tart this : kind of service by 1!'ebruary 10th or 15th. - The semi-annual report of Dr. Helterline dated January 8th, was read at this ,time. Councilman Hawn stated that he had read the different articles in the paper ! regarding the dairymen's request for an increase in price for milk; that he had ,talked to some of the dairymen and that he thought a committee should be appointed 'to confer with Dr. Helterline and make an investigation regarding the milk sit- 12Juation. It was stated that the price of milk at this time was ndregulated by the [Milk Control Board, but that it was under the control of the O.P.A. Councilman IKoppe stated that he thought there probably had been investigation enough and that :he thought a resolution should be passed by the Council requesting an adjustment Iby the O~P~A. Councilman Farrington stated he thought the Council should go on !record regarding this matter and a motion was made, seconded, and carried that the ICity Attorney be authorized to wire the O.P.A. and follow this wire with a letter : requesting that every consideration be given the dairymen's request from this (community; also that a copy of the letter be sent to Oregon's senators and represent- iatives. I I ~, ;\ Councilman Stewart made reference to Ord,inance No. 385 regarding the quantity 18 I! of explosives that can be stored inside the City limits. After some discussion i,; the matter was referred to the Fire and Viater Committee to make an investigation \:~ , and report back at the ne xt meeting. Ii! At this time Mayor Large asked the Chief of Police who was shutting of ! electricity for heat during the Council meetings. He said it ~as off at the previo s 19 !' meeting and was off at the present time. Engineer Clubb stated that he knew that I' there haeL been some trouble during the day in regard to a fuse or something and ii he kemv the current had been off once before during the day. !l The Mayor requested th~t the Recorder read a letter from L. F. Stockman, which i'l was dated December 22, 1942, and was in regard to the Sewage Disposal plant. .!vIayor ;: Large asked ~ngineer Clubb to make a statement regarding ths letter. Mr. Clubb stat d ~ that owing to the state institutions in and around Salem that in 1941 the state fllegislature had passed an act granting the Ci ty of Salem the sum of $50,000.00 I,' toward construction of the sewage disposal plant and that Nfl'. Stockman had stated 20) that on account of the University located in Eugene, that their share toward the ~ construction of the Eugene Sewage Disposal Plant should be about $21,000.00, and als !; the Eugene Cannery's share should be a bout $18,000.00. Mayor Large s ta t ed tha t some ~ action should be taken at this session of the Legislature in regard to passing a ~ bill for the University's contribution to the Sewage Disposal Plant. This matter I': was referred to the Sewer Committee, the Judiciary Committee, and the City Attorney il to take immediate action. I II,,! Mr. Barette at this time asked regarding the accumulation of bicycles on the ..l~ sidewalk on Willamette Street between 11th and 5th Streets. He said there was an , ordinance on the books against t~is practice and also that there was an ordinance "requiring that a yearly license fee be paid for bicycles but that many of these 21) bicycles on the street did not have licenses and he stated he would like to know II who was looking after this situation. Councilman Hawn stated he would like to renew 1his request that one parking meter in each block be taken out and the space devoted I'.' to a place to park bicycles. , He said, that owing to war regulations that probably !I there might be demmand for parking space for bicycles from the older people, not !just the children. Councilman Brownson asked if the Fire Department had been finding time to continue the practice drills that had been started some time back, or if , they had been dropped. He stated that these things might have been going on but 131 that he had seen no reference to it and that he had seen no practice drills. I! Councilman Stewart stated that he was not able to say just how regularly these Ii, practice drills were being carried on, but that he knew the department had been ~ coaching the new members in regard to the work. The recommendation of the Engineer was adopted by the Council. :1 'I 1'1 15,: I i , I " " The resignation of Paul Heise as patrolman on the Police Force was read and ordered pla ced on file. The Recorder read a letter from Joseph T. H. Cullender asking for reinstate- ment to the Police Force at the same salary and the same standing in the Civil Service as when he had left t<le department October 1st. The Recorder also read Mr. Cullender's letter of resignation dated September 14, 1942. Councilman Brownso said he had attended one or two committee meetings and that as he saw the picture he did not believe this request should be granted, and that he was making a motion that :Mr. Cullender's request for reinstatement be not granted. 'There was no second to the motion. Mayor Large ex.plained that 1\(,1'. Cullender would have to make an application to the Civil Service Commission for reinstatement. Mr. Brownson wanted to know if his reinstatement was ordered by the Civil Service Commission if there was any way for the Council not to make the appointment. Attorney Calkins stated that the Police Committee would have a right to confer with the Civil Service Commission regarding the recommendation but that if the Civil Service Commission recommended the appointment and if there were no other eligibles OLl the list that he believed the Council would be compelled to reinstate Iv~r. Cullender. However, if there was a reserve list of three that could be referred to the Mayor for appointment, he would not have to appoint MI'. Cullender. The matter was referred to the Police Committee for a report at the next Council meeting. The Recorder reported that Engineer Clubb stated that the water pump had been removed from the well at the old airport and also that two flood lights had been taken down at 8th and Park Streets.
