All councilmen were present with the exception of Councilman Brownson.~ I ~ Dave Evans addressed the Council asking for reconsideration of the beer license " I; for the Star Club at 663 Willamette Street. He stated that there had been two : brothers, Fred E. and Charles F. VJelch, operating the place and that Fred. E. Welch 11 would be eliminated and the place run by Qharles F. Welch and that he had secured II. a new location at 855 Olive Street. He stated that he believed under the reorgan- ,I ization and new location, 'that Mr. Vielch was entitled to reconsideration by the Council. He said the new location was only a small place and that there would be " no booths or seats at tlle counter, and he felt sure Mr. V[elch would be able to run '! the pIa ce in an orderly way. Ivir. Evans stated that if Mr. Welch was not granted I: this license he would lose his business and would not be able to get a license any ; other 'place in the state. He stated that if the Council wished to refer the matter ,1 to a commi tte'e that it would be agreeable to them to have the matter laid over ! until the next meeting, but he sta ted that if the Council had its mind made up 1 i not to make the recommendation they would just as soon know the fact now before the ;: matter was taken up further with the State Liquor Commission. Mayor Large asked Ii Councilman Pennington, chairman of the Police Committee, if he was ready to make I: a report at this time. ~{r. Pennington replied that as a committee they had not met ,! but that he had talked with Mr. Evans and explained to him that this license had :1 been turned down twice before and that he thought the matter should be brought befor Ii the council as a whole. Councilman Farrington stated that Mr. Evans had put up \; a very good plea considering the premises he had to work on. He said that I'ITr. !Welch had received warnings in regard to his place but that he had not heeded them '; and tha t he did not believe the change of location would improve the si tua tion. I: Councilman Hawn said there were always two sides to a case and he suggested that '! the Co~ncil might grant a temporary license and in that way allow Mr. Welch to start ! up the business and sellout and in that way salvage some of his loss and also be ;, in a position to get a license some other place. Councilman Pennington asked Attorney Calkins if it would be possible to grant a temporary license. ~tr. Calkins 'i explained that the Council action was only a recommendation to the State Liquor ',Commission and that they would not grant a temporary license. He said the only ; thing along that line that the Council could do would be to ask the State Liquor i, Commission to revoke the license later if the' place was not properly run. CouncilQ i! man Barette stated he was of the same opinion as Mr. Farrington ; that Mr. ';'Jelch I: had run a disreputable place, not a beerparlor but a beer joint, and that he was lnot in favor of reconsidering this matter. Councilman Farrington said this matter l~keeps popping up and that he would like to have it settled at this time and would ': make a motion that the request of Mr. V'elch be not re commended to the State liquor I"~ Commission. This motion was seconded by Barette and carried, Councilman Hawn voting i' no~, I! I' '1'he Judiciary Committee had no report. !: Ii The Finance COIrlli'1i ttee reported they had three offers for the house and lot l!lOcated at the Southeast corner of 18th and Hilyard, known as Lot 12, Block 10, !Driverton Addition. Norman F. Schneider made an offer of $1200.00 with ~240.00 ' 2 ~cash and the balance at $20.00 per month. A counter offer was made on a price of l$1200.00 with a cash payment of ~350.00 and the balance at $20.00 per month plus !! 6% interest, the counter offer to be offered for Mr. Schneider's acceptance, but in ~case he did not wish to take the property, 'the same counter offer would be open to ~the other two bidders. 'I Ii Councilman Barette, reporting for the Street Department, said that the recent Ii storm had been disasterous and had caused an unusual amount of work. He stated that 1I',!some extra men hFJd been hired and every available man was working and part of them lnight and day trying to get the streets cleared up. He stated there was an unusual ~amount of large trees broken down, and it would require a:lot of extra work and time ~to anywhere near clear up the streets. He said they would do very well if they made ~a dent in the situation in sixty days and that he was aSking that $1,000.00 out of ~the meregency fund be allowed t~e Street Department for hiring extra help. He stated l:that tlley could get along with $500.00 at the present time but would undoubtedly !have to have another $500.00 later on, and that he was making a motion that the Jllstreet Department be allowed $500.00 out of the emergency fund at this time with l:jthe understanding that another $500.00 could be allowed later on. Councilman Hawn "stated that there was some surplus money in the Park Department and tha t a great ljdeal of the broken trees w~re in the parking strips, tie vvould like to amend Mr. !IBarette's motion to allow $200.00 out of the Park Department funds toward the Street l,jDepartment. After some discussion there was no second to ei ther Mr. Barette' s or 'p'!r. Hawn's motion, and Councilman Stewart moved that the Street Department be I:allowed $300.00 out of the emergency and $200.00 out of the Park Department funds ~to go toward Cleaning up the streets. This motion was seconded by Farrington and I',.earried. Attorney Calkins i:vas asked if the State Highway Commission was responsible i,for the condition of 6th and 7th Streets and East Broadway where tl1e highway goes lthrou@l town. Attorney Calkins looked this matter up in the statutes and found that tl,.the State Highway Commission was responsible only for that part of the street from [curb to curb and that the balance of the street would have to be taken care 'of b k y 4 ~ !,: .... Councilman Davis asked what Engineer Clubb's recommendation was in regard I to this work, and Mr. Clubb stated that last year the Street Department had spent I ~.~I about .six ~eeks picking up the limbs and hauling them away after the Park Departmen~ "m had spent $500.00 for trimming. Councilman Barette also stated the Street Department ~~3i also was required to do a great deal of work for other departments, expecially the I ~~I Police Department~ He stated that one job alone for the Police Department just thir last week had cost $35.00 for parts besides the time necessary to complete the repair work by the Street Department. The question was asked why the Police Matronfs car should be allowed to run without anti-freeze and whose business it was to look after that matter. Mayor Large stated that it was surely negligence on someones part in allowing the conditions to exist. 1 Councilman Stewart, reporting for the Fire and Water Committee, stated that Saturday night he had a request from Manager Dickenson of the Fenney store 'that the snow and ice on the roof of the Penney building appeared to be coming loose and that they thought it was dangerous if it should come down on the sidewalk and asked 4 that the Fire Department turn a hose on the roof to see if the ice could not be taken off. IV~r. Stewar t said this ma t tel' hCl d been referred to him and that he had instructed the Fire Department to undertake this work. Councilman Pennington said he was by there the next morning and that this had not been a success, but the Council stated they thought Mr. Stewart had done the right thing in allowing the Fire Department to undertake the work. The Health Department had no report. Councilman Hawn, reporting for the Parks Department, stated that he also had a request from a party living near Floral Avenue in Hendricks Park to be allowed to go into Hendricks Park to cut wood from fallen trees. He said he told the party tha t he had no au thori ty to grant that request, and tha t he told the party he would 5 take it up with the Council. He stated that last year this wood had been cut by various erganizations and given to the needy and that he did not believe it was wise to allow individuals to go in the park and cut this wood for their own use as later in the year some organizations might wish to procure the wood for the needy the same as they did last year. It seemed to be the opinion of the Council that Mr. Hawn's idea regarding this wood should be carried out. Councilman Davis, reporting for the Sewer Committee regarding the matter of an , appropriation from the legislature for the Sewage Disposal plant on account of its 6: use by the University stated that the Judiciary Committee and the Sewer Committee i had met with the City Attorney on two different occasions and had decided to drop the matter. I Councilman Pennington, reporting for the Police Committee, stated the corunitte had considered the matter of parking space for bicycles and were reoommending that bicycle racks be installed at the following locations where automobiles are now allowed to park; one spot on the sout side of Tenth, west of Willamette, close to , the McDonald Theatre; another on the east side of Willamette on the sout side of Tenth, close to the bowling alley; one near the Miner Building; one on the south side of West Broadway, just east of the alley by the Fenney Building; one on 8th 7 Street near the State Theatre; one on the north side of 7th Street west of Willamet e : to accomodate the Heilig Theatre, and possibl, one east of Willamette on 7th Street. i He stated that these spaces would be about 20 feet long and that this work could I probably be accoKplished by taking out only about three parking met~rs. Mr. ; Pennington stated it was possible that the racks would be furnished by bicycle dealJ : ers in return for their advertising on the racks. He said it was the committee's ,. recommendation that the City Engineer make an exact survey of the locations mention d : and the information be given to Attorney Calkins to bring in ~n ordinance for the I next Council meeting. This recommendation was ordered by the Council. Councilnlan Pennington said he also wished to discuss with the Council the ; matter of bicycle licenses for the year 1943. He stated that so far nothing had : been done in regard to this matter. He stated that the bicycle ordinanc~ provfed i for a yearly license and that he believed this work should be carried out at least ; for another year. He said there were two solutions to the situation; that the : bicycle owners be required to furnish their name, address, and serial nwnber of thei :!bicycle to the Police Department and secure the license from the Police Department 8 : and nut it on their bicycle themselves, or, if the Council thought the Police Depart ishould put the license on the bicycles, and at the same time make an inspection of 1 the bicycle to see that it had the proper equipment~as to lights, etc. He said . that if this procedure was followed it would be necessary to hire extra help j,n !the Police Department durinG the installation of these licenses, and he would like I to have an expression from t"le Council in regard to changing the fee for the license 'from 25~ to 50~. He stated that the Recorder had already contacted the Irwin- ;Hodson Company in Portland and that they had replied that they could furnish the [necessary plates, wires, and seals. Councilman Hawn stated that he was against raising the fee as the 25~ charge had raise sufficient funds last year and he though[ the price should not be changed. Councilman Stewart said he was of the same opinion !regarding the price as Mr. Hawn. It was suggested that a penalty for not securing the license by a certain date should be used. Councilman Pennington moved :that the Recorder be instructed to order 4,000 plates for the year 1943 and that addition 1 suitable help be employed in the Police Department for at least 30 days and that this extra hel~) be paid out of the bicycle license fund. Attorney Calkias was ;1 asked to determine whether tIle ordinance prov-ided that a penalty could be charged li.i for not securing the bicycle license at a certain time, and whether the City had ,I a right to force the ou t of town owners to secure a license. Councilman Pennington 'i said he would wi thdraw his motion 1JI,ihile thii s information was be ing secured by I Attorney Calkins so that the Council could procede with other business. , I i I ., ,''''''';'1 : )2' C") ~ The Recorder at this time read a letter from the Civil Service Commission 9 i' stating that the request for reinstatement to the Police Department of 1tlr. 1'[ J. T. H. Cullender had been considered by the Commission and the t the request had ,,: been denied by the Commission. Trlis letter was ordered placed on file. ~ The Recorder also presented a request from J. L. Cook for a rooming house at 10 I: 636 Willamette Street. This request was approved by Chief Bergman and it was 'I explained tha t this was the old Belvedere Hotel.
