All Councilmen were present with the exception of Councilman Brownson. ~ II ~ Mr. Harold Moell stated that in February his house had been robbed of 48 pieces I! of silver, a ko~ak in. a leather case, and some other. things. He said he had referre l~ the matter to tne Pollce Department and that about flve weeks later they had II notified him tha t they had found out the things had been hid nea I' a church in Eugene Ii! and that after further investigation they found that the articles had been left in I': the rear of the Baptist C};lUTch and that later developments showed these articles ~ had been left in the garbage Cans and later had been taken to the City dump. He ~ siad they contacted an employee at the City dump and was told the things had been !i brought out by the' Eugene Garbage Company. On later inquiries the employee was not I' so sure about the ma tter an,d that on each inquiry his replies seemed to be more !,: vague in regard to what came out and that he could not tell what had become of the 1 i: articles. Mr. lVIoell stated it seemed to him that an ordinance should be passed by i: the Council requiring that the tenders at the dump ground should beport to the City II when anything of this kihd was delivered at the dump. Councilman Pennington stated ~ that the State Police had taken chcrge of this matter after the robbery and they I~' had got a confession out of a couple of young boys stating that they had hidden ~ this stuff back of the Baptlst Church and that the State Police had traced the Ii articles to the City dwnp and he said on each inquiry by the State Police the matter I: seemed to be more and more vague, and that they had been unable to find out what I had become of the articles, and that he felt that the matter should be referred to i some committee to make an investigation. Councilman Davis and Councilman Stewart :: also said they fel t an investigation should be made. After some discussion regardin' !I.: the ma tter by the Council the Mayor refer-r'ed the matter to the Judiciary Committee i and the City Attorney to contact the dump tender and see if it would be possible to ~ find out what had become of the articles. Ii Mr. Koppe, reporting for the Judiciary Committee, stated that the committee had !: been unable to find out any details regarding the accident of Alice F. Stewart, 2 ~: 3144 N.E. 39th Street, Portland, Oregon. Miss Stewart requested damages in the Sw]l I: of $87.50 in her letter addressed to the Mayor and Council, dated Februarh 25th. ! Councilman Koppe said it was the recommendation of the committee that the letter be i: tabled and on motion made, seconded, and carried, it was so ordered. :'; I: The Finance Committee recommended that the offer of R. D. Busey, $600.00 on 3 I; terms for the east i of Lot 7, Block 4, .liVest Sixth Street Addition, be accepted, Iii and the recornmenda tion of the Finance Committee was adopt ed. /: The Finance Committee recommended that the offer of Ed Howell, $425.00 for \Lot 1, Block 3, Chambers Addition be rejected, and a counter offer of $450.00 made. 4 !i On motion made, seconded, and carried the recommendation of the Finance Committee !I was adopted. Ii 51i for I:, the ,I r The offer of E. A. Moye, $500.00 for the south ~ of Lot 6, all of Lot 7, 6 fiand the north! of Lot 8, Block 11, Fairmount Addition, was rejected by the Council ~and a counter offer of $700.00 made. l'! Councilman Farrington at this time stated there had been an amount of ~~400.00 II placed in the 1942-1943 budget for the use of the Huma.q.e Society and that it was 7 ,: the recommendation of the Finance Committee that this $400.00 should be paid to the I~ Hwnane Society at this time to tide them over until after July 1st. A motion was m !1 by Councilman Farrington and seconded by Stewart that this paymen t be made and on ~roll call all members present voted aye. II ,I ~ Councilman Farrington stated that the Finance Committee had a meeting with the It City Treasurer, City Engineer, and the City Recorder and went over the funds that II might be possible to invest in Vvar Bond ~ and there were amounts that might be in- I: vested as follows: Parking Meter Fund, $15,000.00, Paving Intersection, $5,500.00, iAthletic Field, $6?,000.00, Sidewalk Revolving Fund, $1,500.00, Swimming Pool, $7,000 8 ijmaking a total of $35,000.00. He said it was the Finance Committee's recommendation ,that the City purchase Series !IF" bonds of a maturity value of $47,000.00, which Iwould cost the City just a little less. than $35,000.00. Councilman Hawn explained I! at some length the merits of the different war bonds fbI',. sale and said tha t these il Series !IF" bonds could be purchased at 74\t on the dollar and it seemed these were th Ii bet ter bonds for the Ci ty' s use. A motion was made by Counc ilman Farrington and li seconded by Councilman Hawn thGt the City invest in these Series !IF" bonds, not to ~ex~eed $35,000.00 in cash. On vote this motion was carried. ~ Councilman Barette, reporting for the Street Committee, said that he had in- !i vestigated the request for a raise of wages of lVIr. Wood and Mr. Bale in the Street IIDepartment which had been referred from the previous Council meeting. Mayor Large stated at ~I",f..i this time tha t Mr. Brownson had called him and tha t Mr. Brovvnson' s statement coinc id d Iwith the report that Mr. Barette had just made. Councilma~l Stewart inquired of ,Mr. Barette if these men should quit on account of not getting a raise if he thought [they could be replaced. Mr. Barette stated of course he could not tell whether ~ they could be, replaced or not. Councilman Davis said he would like to inq uire !as to just who these men were working under and Mr. ,."Barette said they were under ]the immediate supervision of Mr. Clubb and Mr. Davis said in that case he would ilike to hear from the Cit~ Engineer. Mr. Clubb explained that ~r. Wood would be 9 Icoming up for a raise to ~126.67 in another month and that Mr. Bale had been !with the Engineering Department for a considerable time, then was on traffic ipainting and later put on the Street Department, and that he thought these two' :men should be entitled to a raise to $126.67 as of the first of April. Mr. Clubb ;explained that it was not necessary to worry about the salary of Mr. Bond as he :was sure he was quitting anyway as he had a job offered him that would pay about ,twice his present salary. Mr. Clubb also explained that these Street Department :men were already broken in as to how to handle the equipment and if they-put new imen out on theequipment they could do Inore damage to the equipment in a short time [than a full months salary would cost. Councilman Davis said he thought Mr. Clubb !was right about this and he thought these two men should have a raise. Councilman iStewart stated he thought the Ci ty was taking the wrong attitude and tha t just be- 'cause these employees had their homes and were located here he did not think we :should try to keep them on the payroll at starvation wages. After some further 'rdiscussion by the Council a motion was made by Councilman Stewart and seconded by Farrington and carried that both Mr. Wood and Mr. Bale be raised to $126.67 ;as of April 1st. On vote this motion was carried and it was so ordered. I , Councilman Stewart, reporting for the Fire and Water Comrnittee, stated that [there was an opportunity at this time to buy pre-war fire hose at the same price as paid a yearagoj that this hose was double-jacketed, wax treated and of the same 10 !quality as that bought a year ago. He stated that if this hose was not bought at !this time the City probably would not have an opportunity to buy anything only isingle jacket hose, as there was none of the other being manafactured, and that ithe Committee was aSking that the Fire Department be allowed to buy 1,000 feet of ,this hose without waiting to call for bids. A motion was made by Stewart and secondd ',by Davis tha t the City purchase through the Eugene Hardware Company 1,000 feet of this hose at $1.05 per foot. On vote this motion was carried. I The Health Co~nittee and the Park ComrJlittee had no report. Councilman Davis, reporting for the Sewer Committee, said a letter had been :received from Mr. and Mrs. Akin offering $100.00 for what is known as the Heckathorn 11 house of the North Polk Street sewer propertYj that Mr. and Mrs. Akin wished to move 'this house off the City property. He said it was the Sewer Committee's recommendati n ,:that this offer be not accepted and that he was making a motion to that effect. Thill :motion WdS seconded by Koppe and carried. Councilman IIawn, reporting for the Police Co@nittee, said that a Mr. B.D. England was asking for the transfer of a beer license from P. W. Bucknum, 89 West 8th, to 'him. Councilman Hawn read a letter from the Chief of Police stating that he had 12 made an investigation of Mr. England and that he had said he could see no reason why this transfer should not be granted. On motion made, seconded, and carried this transfer was approved. Councilman Hawn said that he had a request from the.Bluebird Packing Co. for a parking space in front of their place of business on Oak Street, but that he had not 13 'had time to inves tiga te thi sand tha t he would 1 ike to have the matter referred for ;further investigation. Mayor Large referred this to the Police Comrrrittee to report ,at the next Council meeting. : Councilman Hawn also read a request from Corporal Bomar requesting that a iparking space be assigned for use of the Arrrw rn front of the Medical Station back 01 l~ ithe Us. S. National Bank on Park Street. Councilman Hawn explained that this was :not for the use of individuailis of the Army but for the Army ambulances. A motion .!was made by HE..wn, seconded by Davis, and carried that a parking space a t this place be marked for use of the Medical Station. I ' ! Councilman Hawn also read a request from the Magazine Exchange at 128 E. 11th, 15 lfoI' a bicycle rack, and Attorney Calkins was instructed to bring in an amendment to itDe bicycle ordinance at thi next Council meeting. I At this time Mayor Large said he wished to appoint t~ the Citizens' Budget ,Committee to prepare the budget for the fiscal year beginning July 1, 1943 and endin 16 ;June 30, 1944. The committee as appiliinted by the Mayor VJas as follows: O.K. BlI1rrell iJoe Hollingsworth, Carl Washburn, Herbert ~iltshire, Ralph kartin, James A. Storer, :Fred Knox, l".a tt Wilhelm. A mot ion was made by Farringt on, seconded by Bare tte, and Icarried that this committee be confirmend by the Council. \ , ~ - --'r--'-- -- - --- - , ! Larry Watson addressed the Council regarding the proposed changes of curb ',I and driveways at what is known as the Drive In liarket and the Dutch Girl Dairy. 11.,i He said at the previous meet~ng the Council had agr~ed on two 20-foot cuts for this i property and that he was asklng that these cuts be lncreased to 24 feet. He 'i',',! explained that if these were 24 feet wide it would provide much better opportunitie I to get in and outl Councilman Farrington stated he believed the request was reason i able and was making a Illotion that the request be granted. This motion -was seconded ~ by Hawn. Mr. Tillman was present at the Council meeting and stated that he did '1:1 not understand why these people should be allovved drive-in priveleges. He said 17;1 the "arrangement as it had been was a hazard and a nuisance and he did not believe I) the situation as proposed would be much better, and that he thought the street curb : should be re-established in front of this property unless they wished to make an II opening for the drive-in lot south of the present buildings and drive on out at the ~! alley without coming back on VJillamette Street. Mr. Tillman Explained he thought Ii the arrangement Mr. Torrey, at the Electric Cleaners, had was much better and he !i did not think that it was causing any trouble. Mr. Torrey was present and stated Ii he believed by putting a curb at the inside of the sidewalk line as proposed would il remedy the matter materially and he would like to see it tried out. Councilman 'I' Farrington stated he did not think Mr. 'Tillman's arguments were too strong and he I believed the presxnt arrangement vvould be an improvement. The original question Ii was called for and on vote was carried. "The Board of Appeals has received a request from J. R. Gray at 1859 ' Franklin Boulevard asking to be allowed to use concrete block piers instead of a continuous concrete foundation under a proposed addition to his present place of business and apartment. He is making this request lifoI' the duration" as he expects to build a residence on the rear of the property in the futUre. The Board recommends that the request be deniee." Mr. Gray was present and explained that the limit of $200.00 for improvements would not allow him to make the improvement he felt were needed and at the same time place a continuous concrete foundation and he was asking the Council for perm"ssion to use concrete piers until such time as had been allo~ed to make a permanent foundation. Engineer Clubb explained that the building code provided that a buildi of this type should have a continuous concrete foundation and the Board of Appeals had felt that it was almost impossible to get these temporary permits completed afterwards and for that reason they were denying the request. Councilman Farringto stated that he did not like to over ride the Board of Appeals' recommendation and he feltMr. Gray's position was no different than 100,000 others in the United State and that Mr. Gray must have known for some time of the limitation. Councilman Hawn stated that he did not like to over-ride the Board of Appeals' recommendation either, but he felt Mr. Gray had a legitimate request. He stated if Mr. Gray could sign a contract that he would complete this foundation just after tlle 12 months period had expired that he would be willing to grant the request. Mr. Gray said he would be willing to sign such a contract. A motion was made by Councilman Hawn adn seconded by Stewart that if Mr. Gray would sign the contract as drawn by City Attorney Calkins that hs request for concrete blick piers should be granted~ On vote this motion was carried. The library report was presented and ordered placed on file. A letter of pppreciation from Mr. C. A. LeVan, retired Street Foreman of the City of Eugene, was read and ordered placed on file. The following employes, were ordered placed on the payroll: Police Department, Clell Pryor, Marion Redfearn; Fire Department, David Boggs, Kermit Wilson; Park Department, Henry Hooning; Comfort Station, Bert Weyer.
