'......... x.; The minutes of the regular meeting of t~e Common Counciili, held Monday evening at 7:30 P.M. All members of the Council were present with the exception of Council- man Pennington. Mr. C. B. Johnson addressed the Council concerning the sawdust at the old wood yard on the north side of Second Avenue;, between Adams and Jackson. City Engineer Clubb stated that the City had cle8nedup the'gutters' at different times but that 1 the sawdust always was pushed back into the giltters and that the accumulation of the sawdustinust be two or three feet dElp, and had been afire once or twice, the smoke from which was very annoying. After some discussion the matter was referred to the Polioe Committee to investigate who was at fault. Judge Hurd was present and addressed the Council concerning the curfew.situat:bn, He read a typewritten confession from Lee Earn Chapman, and Junior Wise, dated May 22nd. These two boys Mr. Hur~ stat~d, wereonly:10 and 11 years old. Probably the worst trouble they had been into was when they entered a.warehouse and slit about 400 sacks. filled with different kinds of veatch seed and Judge Hurd was aSking that the City pass a new curfew ordinance ,'which could be used in an attempt, 2 to solve a part of the juvenile situation. Councilm8noHawn stated there was no , doubt but what there was an increaSing amount of., juvenile delinquency, and that he t was very much in favor of giving the extra ,amount toward. the juvenile fund which : had been requested. He said he felt the City would.profit by making this extra contribution in order to help out .Mr. Dietzts.work.. 'He said the Poiliice Department , was short on men and suggested that some changes might be made in the force working ; from four until midnight in order to help out with this work. After some discussion t the matter was referred to the Police Committee.' ' . I An offer of $100.00 for the metes and bounds tract on the north side of 18th , Avenue East' beginning 97.8 feet ~Nest of Mill Street' and running west 60 ~.4 feet and 5 i north 98 feet, submitted by Thelmer J. "':.. ~ , An offer submitted QY Dav1d F. Fillbach of $300.00 cash for part 'of Lots 4 & 5, 6 I Huddleston's Addition was rej~cted by the Council'and.a counter offer of $400.00 : was made. ' An offer submitted by Otto O. Olson of $200.00 cash for ,the east 85 feet of 7 Lots, Block 30, Gross Addition was rejected by the Council and a counter offer of :$250. 00 made. The offer of F. C. Walters, $275.00 cash for Lot, 6, Block 4, Crone~'s 8 Addition and memes and bounds tract adjacent on the west was accepted by the Council. Councilman Barette stated the Street Department had been working on the roads in Hendricks Pakk and Mr. Barette also referred to the fact that the curb at the 9 iDrive-In Market had not been replaced. Mr. Clubb, City Engineer, stated that Mr. 'Jorgenson had talked to him and stated he had not been able so far to get to. this : work but had it on his list. ! ! Councilman Stewart asked that the Fire Department be allowed to purchase a fog 10'nozzle at $40.00, salvage covers to cost about $42.95, and two bucket force pumps with hose to cost $44.95. He stated the funds were in the Fire Department budget, · and on motion made, seconded, and carried, this request was granted. The Health Department had no report. Councilman Barette stated he had been talking to Fred Lamb, and Mr. Lamb re- 11 ported that there would have to be some improvements made to the toilets in Hendricks Park. I The Sewer Committee hadno Tepo~t. Councilman Hawn, reporting for the Police Committee, stated he had a request from Della M. Heide, superintendent of the new nursery school at 11th and Pearl Streets. He said he was making a motion that they be allowed the one I: yellow strip by making the regular request through the .City Engineer's Department ;: a+td paying the r~gular fee. Leipzig of Saint Mary's Catholic Church. The letter stated that they were interested in securing a couple of ~A buildings in back pf the butte that are about to be abandoned. He stated they wished to move these buildings to the lot at 11th between L,incoln arid Charnelton, one to be "used as a vocational buileing and the other as a play shed. He stated they would be discarded following the war. The question of whether they would meet the requirements of the building code for the fire zone was brought up and Mr. Clubb stated that 'they were hardly of the construction required for that district, ,but that they were only one 61;-; story buildings and tha t if they were properly plac.ed on the lot as to distance they might be ailo\41ed. A motion was made by Farrington and 'seconded by Barette that the Saint Mary's Catholic Church be allowed to have these building if and when th~y were abandoned by the NYA and if they could be made to conform wi th the building restricti::ms in that zone. On vote this motion was carried. A.letter 'from the Eugene'Council of Girl Scout~, requesting-that a board walk be built on 20th Street between Hilyard and Patterson to accomodate the girls who wisl1.ed. to g~t to the scout house at 20th and Patterson, claiming that on rainy days the girls~could'.not get to the -house unless they had boots. Mr. Clubb stated that a wooden'. s:i;Clewalk could not be:al16wed in tha t neighborhood. Councilman Hawn stated he did ri6f~see how the City could agree to construct a sidewalk for this purpose unless some kind of a fuild was set up in the bUdget to take care of similar requests from different organizations. It was stated that 20th Street from Hilyard to the Scout house is gravelled and in good shape and the Recorder was instructed to write a letter to the organization stating the conditions and that the sidewalk could not be built. A letter from Fannie Marlatte, Secretary aSking that the City give every consideration Juvenile Officer for additional funds for the was taken at this time. of the Eugene Zonta. Lamb was read to the Council. A petition protesting the Council's recent action in allowing the wood yard on the south ,side of First Street between Adams and Jackson was read. This petition was signed by eight. property owners. Mr. Verne Williams was prese~t and stated there had been a wood yard previously in the lower part of this block but the recent action of the Council allowed the storing of wood just across First Street, and that this was a detriment to their property. . Councilmari Farrington stated perhaps the Council h'ad acted hastily in allowing this wood yard, but tha t he hardly knew how to go about correcting it., It was pointed out' that the Twih Oaks Company probably had leased the property and had been to some expense on this account. There was some discussion regarding the wood yard and it was pointed out that the permit was only granted'for one year. A motion was made by Councilman Farrington that the Council rescind its former action and that the Twin Oaks Builders Supply Company be instructed not to pile any more wood on this property. There was no second to Mr. Farrington's motion. The matter was referred to the Police Comlliittee to ask the Twin Oaks Builders Supply Company not to store any more wood on this lot until an investigation could be made. ' A letter from L.'K. Shumaker, Commander of O.C.D. District NO. 10 was read. The letter was asking 'pe~mJssion of theCbuncil to spenda.i:1.item of approximately $98.00 for printing, '$54.00 for Pplice,Reserve helmets, and $75.00 or $100.00> . to be used toward a 1'Wld being raised by "Dr. Fox for possible hospital evacuation; all this money to cqme out of the aniountthat had been setup in the budget for ~..'. O. C. D. work. Mr'. Shumaker suggested, tha ti,f there were not enough funds in the present budget that $100.00 of the 1943-1944 budget amount be earmarked for this hospital evacuation work. On motion made, seconded and carried, these requests were granted. -. .- A letter from J. W. McArthur, Superintendent Eugene Water Board, regaring , I a resolution passed by the Council concerning the proposed increase in rates for I 1943-1944 and sent to the Wat.er Board on May lOth, was read. Mr. McArthur stated i in this letter that the Board was requesting that three members of the Council II..! be appointed as '.a committee to meet"with three mezp.bers of' the Water Board in order I to clarify this subject. Councilman Brownson and Koppe stated they thought this !I was Ii fair request and felt that the committee should be appointed.' Councilman I: Stewart stated he thought the Water Board should come to the Council rather than Ii a committee being appointed to confer with them. Councilman Farrington stated he did not believe that the members of the Council could meet the Water Board committee on even terms as members of the Council were probably not sufficiently informed to confer with engineers. It was pointed out that the Water Board was asking only that the committee meet members of the water Board and there would be no engineers present. The question was called for and on roll call councilmen voting aye were: Koppe, Farrington, Brownson, Sarette, Hawn, and Davis; councilmen voting no: Stewart; absent: Pennington. The committee appointed by 'Mayor Large were A. U. Farrington, A. L. Hawn, and Ira O. Stewart. The Recorder reported that a request had been reoeived from. F. K., Davis aSking for permission for the Veteran's Organization to have a parade at 3:00 P.M May 30th, the parade to start from 5th and Willamette, south on Willamette to 11th, East on 11th to High, north on High to the Baptist'Churoh where services would be held. Mr. Davis had said Colonel Waller would be in charge of the parade. On'motion made, seoonded, and oarried, this request was granted.", "' ,.' I !-..l. .~~; f""', .~,. ~ The Recorder reported that mDre than sufficient funds to pay interest on all imporvement bonds had already .been credited to the Improvement Bond Interest Fund and asked permission that beginning June 1st, all interest collected as well as the prinmipal accounts be credited to the Improvement Bond Sinking. Fund. The following resolution regarding the suggestion was read and on motion made, seconded, and carried was,adopted. RES 0 L UTI 0 N .., - .- - .- - - - - - 20 WHEREAS, there has heretqfbre been carried on the books of the City'of Eugene a naccount known as the Improvement Bmnd Interest Fund, and there is at this time in said account sufficient funds to meet all interest on Improvement Bonds, WHEREAS, there are 'still funds to come in to the Improve- ment Bond Interest Fund, Therefore BE IT RESOLVED BY THE COMMON COUNCIL of the City of Eugene, that no further funds shall be placed in the Improvement Bond Interest Fund, but that all funds coming in from. intere$ on future payments shall be applied directly to the Improve- ment Bond Sinking Fund. I 21 A letter of resignation as a member of the Council was read from John W. I Penningtoh. Mr. Pennington explained that he'had taken a p,osition';with the United States Departmen t of Justice 'and . was now in Washington, D. C. and wolD;d be away from Eugene for some time. ,J(inotion was made. by Browllson and seconded by Koppe that the resignation be aocepted was c.arried. '~Councilman stewart stated he wished to recommend the appointment of Calvin Crumbaker as Councilman from Ward Two to take the place of Mr. Pennington.' He .stated Mr. Crumbaker was a resident of this ward, a heavy property owner, and head of the Business Administration Department at the U~iversity. M;~~9:r ~t~~ stated he b~lieved Mr. Crumbaker wolild be an asset to the Council and "one that the pouncll would be pleased to work wi th and that he was glad to appoint Mr. Crumbaker as Councilman fron Ward Two to take Mr. Pennington's place. A motion was made, seconded, and carried, that this appointment be confirmed. On motion the meeting adjourned. ~. I ~
