On a count of Mr. Crumbaker taking Mr. Pennington's place on the Ii Council, Mayor Large made some changes in the CowlCil committees, and made the Ii following recommendations: :! Barette Orren Brownson n 'i Mayor Large also explained that the three members of the Printing and Parks Committee : were also members of the Playground Commission and that Mr. Davis would take the II place of Mr. Pennington on the Playground Commission. A motion was made by Farring- Ii! ton and seconded by' Hawn and carried that the recommendation amde by the Mayor be I) confirmed. I,i Ii Mr. James A. Storer, reporesenting the Oregon Motor Stages ,a sked permission Ito put on an extra bus out of Springfield to ,the Eugene Cannery. He said he 2 I:wished to have this' bus leave Springfield about 6: 15 A.M. and come in on Franklin !i Boulevard to Broadway, Broadway to Ferry, and Ferry north to 8th, and return to Ii Springfield over the sarne route. A motion was made by Barette; ,seconded by Hawn~ liand carried that this request be granted. I: , r: A l,etter from the Medo-Land 'Creamery, regarding the milk situation in Eugene Gwas read at this time. The letter stated there was a shortage of milk in Eugene ~ I Ii and that a couple of good producers, one at Ada and one a t Cushman had been located, Ii and requested that this matter be turned over to Dr. Hel terline to see if arrange- I';ments could not be made for this milk to come to Eugene. At this time Councilman :!Brownson entered the Council Chambers. Dr. Helterline was present and stated tha,t ~: 15 dairies had sold out in the last year and the t these 16 dairies had been milking !1403 cows and he had understood there were three more figuring on quitting. He ' ,; stated eight new producers had been added in the last year but they were only ijl~lk- , 3 I~ ing 104 cows; that there was a shortage in the production of milk of about 600 Ifor 700 gallons. He stated it wa,s about a 240-mile trip to' these two new producers Ii on the coast and tha t he did not feel like making the trip down without some ' Iii arrangments being made for his extra expenses as it wauld take two or three days I!every month and there would be hotels and meals besides the extra gasoline, which ;iwould probably' amount to about $15.00. After some discussion regarding the I~ilk shortage it was reoommended that Dr. Helterline make a trip to the coast ;~to see what success he could have in securing extra milk for the Eugene market and ;!tha t the Council would take care of the $15.00 iextra expenses for thi strip, j',and Dr. Hel terline was to report back at the- next Council meeting. ' I , ,I Councilman Barette, reporting for the Street Department, said the Street ! t Department was doing the best it could with the limited men. He stated at .l2 " this time there was only heed for two men to operate the equipment and that Mr. Ferguson and Mr. Thorpe were now handling the equipment. Mr. Barette stated he had enjoyed the work on theStreet Department, but that he believed ttwas to the best interests of the City that he take work on the Park Committee instead of the I Street Committee. I Mr. Farrington reported that the bills had been O.K.'d by two members of the Finance Co~ittee, and a motion was made and seconded that the bills be paid. Ii II Councilman Barette, reporting for the Park Department, stated that the I..: building in the recreation center of Hendricks Park had been about demolished. i that even the doors had been taken off and burned and that the cement fire bo~es :: th~t had been placed there had been pried up and overturned. He stated he did not i: think this condition could be cured until arrangements were made for an employee t to live up there. Mr. Barette also stated that some tables had been destroyed, U and they would need some new planks to make repairs. He also stated arrangements 13:: had been made for fixing the roof on the Communi ty House back of ~kinner' s i: Butte for $10.00. Councilman Stewart stated it seemed as though ,the City would i have to expect some damages to materials in the parks as the same conditions \~ prevailea in the state parks fixed up by the CCC and he thought repairs should I: be made in Hendricks Park to put things in good condition. Councilman Hawn i.1 stated that owing to the shortage of gasoline .tha t the facilities in Hendricks ii Park would be needed more than ,ever, this summer and repairs should be made at an !,~ ,early date. Councilman Koppe suggested it might be well to put up some posters I: that pointed out that better care should be taken of park facilities. 'I il Councilman Davis~: reporting for the Sewer Committee, sta ted he had had requests ': to buy what is known as the Heckathorn house on the sewage disposal property on I Ii north Polk Street. He said it had been his understanding, the City did not care 14f to dispose of this property as they had eipected to use ~t for a caretaker later ;1 on. It was suggested that the house was worth in the ne~ghborhood of $1,000.00 to Iii $1,200.00, and that it might be well to dispose of the hous'e at that kind of a :i figure. The matter was referred to the Sewer Committee to report back to the I:! Council. j; Councilman Hawn, reporting for the Police Committee, stated there was a I il request fr,om. Ralph Edwin Matson for a transfer of a Package Store Class "A" Beer 1511 License from Elsie Erlandson at 395 West 11th, known as the Lawrence Street ;' Grocery. He stat.ed Mr.' Matson was a brother of the present Mayor of Marshfield and :' was a reliable party and he was making a motion that this tranfer be recommended. ~; This moti on was seconded by Koppe and on vote carried. !I I: Mr. Hawn also stated there was a request from Fred E. Welch for a tran~fer of I' a- Class "E" Retail Beer License from Earl Simmons at 42 West 8th Avenue. He ;: stated he was not prepared to make a recommendation regarding this application and l6l! unless the Council wished to settle the matter at this time he would like to see II it referred to the Police Committee. It was pointed out that this Mr. Welch was 11 one of the Welch's the. t had been refused a license at 47 East 7th Avenue earlier .; 'I' in the year. A motion was made ,by Stewart and seconded by Barette that this request 1 of Mr. Welch's be not recommended. On'vote the motion was carried. I! Ii Councilman Hawn stated he had had further requests from the nursery, school !l at 11th and Pearl regarding parking facilities. He stated it was just across 17 j: the street from the 1imi ted parking zone and he felt some arrangements should be I;; made for limited parking in front of this school. After some discussion the matter ii was referred to the Police Committee, to investigate and report back at the next ~ meeting. - .'- Ii Councilman Hawn said he had a request from the Oregonian Agency at 684 Olive Ii that a bicycle rack be placed in front of the ir place. He said this rack would 18,'i accomodate the delivery boys and keep their bicycles off the street. A motion I' i.I, was made by Hawn and seconded by Davis that a bicycle rack be pIa ced a t this ~ address. On vote the motion was carried. Police M~tron. A motion was made, seconded. and '~, 'I' carried that the Recorder advert~se for b~ds to be opened by the PoliceComm~ttee - 0; " on June 21st and recommendations to be made to the Council a t its next meeting. I ! I Councilman Hawn also reported that a few days. ago No. 3 prowl car had been 1 in an accident and that it had been pretty well established that the prowl car had i the right of way at the time of the accident. He said the prowl car was pretty , badly damaged and he had a tentative bid on a new car of $1,338.g8 to take the place of the prowl car; that the company would make an allowance of $438.98 on the prowl caras it ii, leaving a balance of $900~00 ~ith the federal tax~~~ 21 approximately $5?g2 to be deducted, which would make a net of about $842.98; that the estimated cost of the damage to the prowl car was $350.00 and this deducted from $842.98 would leave approximately $500.00 that a new car would cost the City; Ii that the prowl car had been run some 60,000 miles and Mr. Hawn said he was recommen<i- I ing that the City should buy the new car under these conditions. A motion was madd I by Brownson and seconded by Davis that the City buy the new car after theCity I Attorney had taken the necessary steps to secure damages on the old prowl car. On vote the motion was carried. Mr. A. V. Lewis, proprietor of the Ci~y,Center Auto Court, stated,that there was a request in the Building Inspector's'office from Mr. W. J. Couts to move a house from 69g East Broadway to 444 Ea.stBroadway, which is immediately,cwest of : Mr. Lewis's court. Mr. Lewis said he did not think this house should be,moved ! closer to town but that it should be taken farther away instead. Engineer Clubb 22 'j stated the request to move the house to the new location did not violate any of the City ordinances, but that he felt Mr. Couts should have an order from the \VPB to remodel this house before moving it. He said there were numerous telephone and i water board wires that would have to be taken down in order to allow this house I to be moved, and they were holding up the ~'permit until arrangements could be made. Mr. Lewis said he understo,od Mr. Couts was' going to make a six-apartment house out I of this building. Councllman Brownson stated he would like to know just what kind : of plans had been made for this remodeling and the matter was re:ferred to the Health Co~rrittee to report back at the next meeting. The Police, Police Matron, Engineer, and the Fire Department reports were I presented at this time and ordered placed on file., The Fire Department also filed. 15 inspection reports by the Fire Department and . the follow-up 6ilthese 23.\ inspections. Councilman Hawn wanted to know of the ,Recorder if these reports were kept in a separate file until follow-up reports had been made. The Eecorder explained they were all in one file in the Recorder's office as no reports were i ever made after the inspections were filed. The matter was referred to the Fire and! I Water Committee to meet with the Fire Chief and also to contact the City Attorney : and see if some penalties could not be made where recommended changes were not carried outl ,I 24:; Permission for a curb cut at 1122 Alder Street was granted to W. H. Hodes. I " , The Council ordered Mayor Large and the City Recorder to renew the lease with 25' the Oregon ,and California Revested Lands Administration at 5th and Olive Streets. ..... .., I A letter from R. A. Babb Hardware Company with a one hundred dollar' check 26 attached, asking fire protection for their war,ehouse at 2nd, and Garfield was read. It was pointed out there were only a few days left in June and a motion was made by Stewart and seconded by Brownson that the $100.00 be accepted as a deposit for fire protectio~ from now until July 1, 1944. : A letter from S.M. Calkins, City Attorney, with a check for $51.30 attached, 2? I was read. This check of $51.30 was the costs in the recent case of Stuchill vs. ! City of Eugene and Ray Hicks ,in a collision of the fire truck. A request from the Eugene Public Schools that Donald Moore and Clifford Horne 28 i be deputized as pOlice officers at the Roosevelt Junior High School and th~ Wilson Junior High Schooili, respectively, was read. A motion was made, seconded, and carried that the request be granted. ' The Recorder reported that C. A. Horton had filed the report for the 6-months I period ending June 30, 1943, and that copies of this audit report had already been I I in the Hands of the Finance Committee. A motion was made, seconded, and carried ! that the audit be accepted and the balance due Mr. Horton be paid him. A letter 29 I from Mr. Horton, dated June 14th, 1943 stated that he had checked the records of . . I the City books up to March 31, 1943 and found everything in order. There was some : discussion about the delay in the filing of the 6-months report and a recommendation , was made by the Council that Mr. Horton be paid for the first six months of 1942- 1943 instead of for the eight months, as requested. ... This was for I three visitsm the City jail. There was some discussion as to whether this kind ,I of work should- be performed by the Health Doctor or in case he was not available, I 301 that he should make arrangements fOD somebody to take care of this work. ~ , i; Councilman Brownson stated he did not feel that this kind of work was a duty of 0 -- II the Health Doctor -and a motion was made by Hawn and seconded by Brownson that the ~ 11 bill be paid, was carried. ::> ~I A resolution authorizing ,phe signing of a contract wi th the Bethel Water I District was read at this time. ' !I ",' R E S:,O 'LU T..I 0 N ',-, --" Ii WHEREAS, in its cur;e~t-bUdge~,-the-C~ty of Eugene has :1",' appropriated one, -thousand Dollars to be used in conjunctio, n, with : Lane County in support of a Juvenile Officer this being $500.00 11 more than was budgeted for the previous year, and i; WHEREAS, in the current budget the City of Eugene has app- 3411 ropriated $1,800.00 to aid"the County in the support of a Health Ii Departmen t being $800.00 in addition t the former budget of $ :! $1,000.00., and ' II ,WHEREAS, the City of Eugene has budgeted these contributions I:! in response to urgent juvenile and health needs arising largely I through the conntry being at Viar ,and for the purpose of bridging ~ over an acute crisis, and !i WHEREAS the City recognizes that the people of Eugene make I~ : their contribution directly as tax-payers to the County Budget il ' and should not be again called upon to contribute through the ~1 Ci ty Budget to items they have al ready paid taxes in support of, I Now Therefore, Ii!
