All members of the Council were present. ,~ !l Dr. Helterline reported on his recent trip to the coast and stated that he C' ~had contacted dairies that would furnish about 1,100 gallons of milk; that this I,I1 morning there were 350 gallons that came in. He said there would be a considerable I supply of milk on the coast until the first of the year and after the first there ii would be scarcely any until April again. He stated if the City could get this II supply from the coast until the first of the year there would be plenty of milk in ;, the Eugene area at that time. He stated that the State Milk Control Board would 1 I! have to change some of the quotas fro those operating on the coast but that he thought l: that could be arranged. He said the City would have to secure about 1/3 of its i, milk supply from the coast this summer as there was not enough being produced l~around Eugene; that the quality of the milk from that territory was very good, and i,was pasteurized. He said the morning milk would be kept in cold running water (land would be Shipped here in the night and pasteurized early the next morning. llDr. Helterline also stated it would be necessary for him to go over to the coast ji every two or three weeks until he had things properly arranged and after that once '; a month would be sufficient. I: !! The Judiciary Committee had no report. Ii The offer of $~OO. 00 for a tract of land just north of Highway 99 and west 2 j' of Grand Street, submitted by puncan Osler, was rejected by the Council and a i! counter offer of. $750;; 00 made. . . Ii The offer of $275.00 submitted by W. R. Petersen, for a tract of land 60.8 by 3 ,i 160 f'eet on the East side of Madison Street between the railroad right of way I,; and 2nd Street, was rejected, and a counter offer of $550.00 made. ~l W. P. Riggs submitted an offer of $700.00 for a piece of property on the East 4 I: side of Chambers between 8th and 11th Streets. This offer was rej ected and a Ii: counter offer of $850.00 made. Ii! Sam. Ashley requested permission to fence in the East half of a Ci ty owned lot llying just south of the lot at S.E. corner of 19th and Villard. He stated he 5 iWished to keep chickens on this property; that the fence would be made out of I,: chicken wire and be about 6 feet high. It was the recommendation of the Finance !: Commi ttee that this request be granted, and on motion made, seconded, and carried, !I this recommendation was adopted. jf III Councilman Davis, reporting for the Street Committee, stated that there was 6 .i a request for opening an alley between Potter and University and 21st and 22nd. I, This matter was re~erred to the Street Committee to report back. F I! Councilman Stewart, reporting for the Fire and Water Committee, stated that i,i the Committee had a meeting with Mr. Calkins and that each member of the committee ,:ihad been provided with a copy of the ordinance and there was an understanding as Uto how complaints could be handled if certain recommendations were not complied 7 1: wi ty. Councilman Stewart said Mr. Davis had con tacted Chief Nusbaum during the d~ ::and Mr. Davis said Mr. Nusbaum had told him they had checked on all of the inspecti :i reports for the months of January, February, March, and May and found that every- ~ thing was in order except for one place he was holding. The Recorder reported I! Mr. Nusbaum had placed his O.K. on the reports for the months mentioned above. ,I I! Councilman Brownson, reporting for the Health Committee, said he had contacted I; the owner of the house at 699 East Broadway, which had been reported would be 8 i) moved to 444 East Broadway. He stated the owner of the house said no plans had been ~Imade for moving it and he also stated he did not contemplate selling the house, but ,: intended to wreck it. III - _ ' I J Ii' Councilman Brownson also stated the privilege of individuals taking garbage Ii to the dump was being abused; that the ordinance provided only 50 pounds could be Ii taken out by an individual and Mr. Hughes had informed him that many people were Ii bringing quantities out in trailers up to 600 pounds, and it was quite an incon- I: venience to handle these loads. Also that there was considerable garbage being Ii! broungt out from the Glenwood District. He stated the University was taking allof ~ lithe refuse from the campus to the dump ground and there was no charge being made. I Ii was suggested Mr. Brownson should secure from Mr. Hughes the names of the various III individuals and firms making private deliveries in excess of the 50-pound limitation ; and a study be made of the situation to see if some further charge for this work I:...; could not be made. Mr. B~ownson also stated . there was no water at the dump ground and it was a fire hazard and that there should Ibe a well and a force pump. _ -'::;;:"'1 Councilman Barette, reporting for the Park Committee, stated there was quite I ~~ia crowd at the park back of the butte on Sunday and that the Community House was '~ lQ~.1 full; also that there were several private picnics, and a good many people. IHe stated there should be more toilet facilities over there and that he was asking that $150.00 out of the 1942-1943 budget be set aside for that purpose. A motion was made by Barette and seconded by Brownson that this amount be set aside for , that purpose. Councilman Crumbaker, reporting for the Sewer Committee, stated they had looked at the Heckathorn house on North Polk Street and that the house could be either boarded up, rented or put up for sale. He said if the house could be sold from 11 $1,000 to $1,200 that t~at would probably be the best solution and suggested that it might be rented for llO.oo or $15.00 a month. It was stat-ed there was a well and la ~ump at the back porc , but Councilman Davis said that the well was contaminated an not fit for drinking purposes and pointed out there was a water line going idown Polk Street and Councilman Stewart made a motion that water be piped to the Ihouse and that the house be rented f0D $15.00 a month and that the Recorder be I instructed to insert an advertisement in the paper stating the house was for rent. !This motion was seconded by ~avis and on vote carried. . Councilman Hawn, reporting for the Police Committee, said it was the committee' 12 recommendation that 30-minute parking signs be installed on 11th in front of the property occupied by the nursery at the corner of 11th and Pearl. This motion was seconded by Brownson and on vote carried. : Councilman Hawn stated it was rather doubtful as to what the City would get, iif anything, out of the police car that had been wrecked in a collision with Mr. Faubian. He stated that the Council had authorized the purchase of a new police car at the previous meeting, figuring there would be $350.00 received for the damages of this car and there would be a balance of $500.00 to pay on the new car, but that afterwards it had been found doubtful whether the City would secure any !thing from the damages; that the Police Committee, after consulting with several L3 .! of the Council members had asked the S'immons-Kendall Company to hold a car until I !confirmation could be made by the Council. He stated the Recorder had already secured a certificate to purchase this new car and asked for cinfirmation from the Council for this car to be purchased which would leave a balance of about $843.01 to be paid. On motion made, seconded, and carried this purchase was confirmed by : the Council. Councilman Hawn suggested that as long as Mr. Faubian had no insurance fand that he was inclined to make a legal battle out of the ques~ion the Mayor should japPoint some committee to consult with the City Attorney and see if some compromise 'could be worked out. This matter was referred to the Judiciary Committee and the City Attorney for consideration. Councilman Hawn also brought up the matter as to the status of Fred Haley, :who collects the money from the parking meters and handles parking meter repairs. !He stated he had thought Mr. Haley was working under the direction of the Chief .of POlice, but that Mr. Haley resented any suggestion that the Chief of Police might .make and he would like to have the matter cleared up. A motion was made by Davis L4 :and seconded by Hawn that Mr. Haley should be under the Police Committee nad should ,take orders from the Chief of Police regarding the meters. On vote this motion :was carried and the Recorder was inst~ucted to notify Mr. Haley by letter of this ~action and also furnish the Chief of Police and Mr. Hawn as Chairman of the Police :Committee a copy of the letter. I Mr. Hawn also madea motion that beginning July 1st, all requisitions for the' L5 'different departments should show exactly what piece of equipment the material in Ithe requisition was to be used for; that this was to apply to tires, batteries, all ~kinds of repairs, and labor. This motion was seconded by Davis and on vote carried. I i ! The Library and Sewer reports were read and ordered paaced on file. ,i A letter from J. W. McArthur, superintendent of the Eugene Water Board was read I I i: 'stating that a mimeographed copy of the Eugene Water Board's report for the year ending December 31, 1942 was attached. This was also ordered placed on file. A letter from the Board of Appeals was read. "The Boarp. of Appeals has received a request from Linus W. Lindley asking I I to be allowed to convert the residence'which he had lately purchased at 692 W. 5th Ave.- the southeast corner of the intersection at 5th and . Madison Sts.-into~three apartments. The Board recommends the request granted. L6 The Board has also received a request from L. R. Andrus asking to be allowed to erect an assembly shop on his premises at 1240 3rd Ave. W. The purpose of this shop is .for the assembling of saw filing equipment which is quite essentail in the saw mill business. Two members of the Board recommend that the request be granted and one member objects. I Nineteen applications to operated Rooming Houses were presented tq the Council ' .......... 18 ['I after having been O.K. 'd by the Chiefs of the Fire and Police Departments. The "" v,': i Council authorized the Recorder tci issue licenses for these application~. '.to.? I' ~! . , Ii A letter from Cordelia Evans, agent for the Coca-Cola Bottling Company i was read. She stated that the Coca-Cola Bottling Company had purchased certain Iii lots in Block 8, Fairmount ~ddition, this being between Walnut and Orchard Streets I and north from 15th to the Highway. Miss Evans stated this would be the future 19 II ~ome of the Coca-Cola Bottling Company, and they were asking permission to erect ! a sign approximately 12 c 25 on this property. A motion was made by Brownson 1: and seconded by Davis that this request be granted with the understanding that it r should be placed back far enough from the street line so as not to make a traffic 11 hazard. On vote this permission was granted. " . I,j A letter was read from Dr. Lindgren, Health Officer, 'regarding the paymeht ,; of th e City funds for the Heal t h D epartme nt . Dr. Lindgren was a skihg tha t this 20 !I money be paid to Lane County in quarterly or semi-annual installments, instead of 11 being paid monthly to mim. A motion was made by Brownson and seconded bi Hawn I: and carried tha t this sum of $1800 toward the Health Department and the 1000 for Ii the Juvenile Officer be paid directly to Lane County, t with the July bills and t Ii wi th the January bills. Only one bid was received and this from C. A. Horton in 27 II the sum of $60~. 00. This bid provided tha~ w~rk should be done on a mon~hly basis I ,land that the f1.nal report should be made w1.th1.n 60 days after the" close of the II fiscal year. A motion was made by Farrington, seconded by Davis and carried that I! this bid be accep~ed. ' :,I 1. Councilman Hawn suggested he thought all City equipment should be under the 28 I,supervision of on~.man and that he should be r~sponsible ~or the greasing and repai:~ lof City equipment and that a record for each p1.ece of equ1.pment should be kept.
