The minutes of the regular meeting of the Common Council held Monday evening 1lt...,..... ....... ~ at a:30 P.M. Councilmen present were: Farrington, Koppe, Barette, Hawn, and Crumbaker. Absent, Stewart, Brownson, and DaYis. mames A. Storer, manager of the Oregon Motor Stages, addressed the Council in regard to services after midnight for the S. P. shops. He said they were aSking for permission to deviate from the regular route and run a bus on Blair Boulevard from 5th Avenue to 8th Avenue, on 8th from Blair to Monroe, on Monroe from 8th , to 11 th, and on 11th from Monroe to Willamette. He stated they wished to park 1 i their bus on the south side of 11th at the in tersection of 1Nillamette for about : five minutes every thirty minutes from midnight until 6 A.M. in the morning. He , stated that the Southern Pacific had been providing transportation from and to the , 1 shops after the midnight run and this service was to take the place of the service I formerly furnished by the Southern Pac'ific. On motion made, seconded, and c'arr i ed I this request was granted. I The Judiciary Co~nittee had no report. I The Finance Committee recommended that the offer of Mrs. Wm.Emigh of $380.00 2 for the east 20 and 2/3 feet of Lot 3 and the west 24 and 1/3 feet of Lot 2, , Block 5, Gampbells First Addition be accepted and this reco~Eendation was adopted .~ by the Council. I The offer of $100.00 for the east 25 feet of the north 110 feet of Lot 13 I 3 Block 11, Driverton Addttion, submitted by J. F. Cramer, was accepted by the Council. Mr. Farrington, reporting for the Finance Committee, stated that the bills for the month of June had been O.K.'d by the members of the Finance Committee. A motion was made and seconded that these bills be allowed and on roll call councilmen voting aye: Farrington, Koppe, Hawn, Barette, and Crumbake r; those voting no: none; absent: Stewart, Brownson, and Davis. , I The Street Committee, Fire and Water Committee, andthe Health Committee had no I I !report. I .1 Councilman Barette, reporting for the Parks Committee said they had received I 4 : requests for trimming some trees at the intersections, particularly at the south ! west corner of 8th and High Streets, and that the Park Department would undertake I to take care of this matter. j I The Sewer Committee had no report. Councilman Hawn reporting for the Police Committee stated that he had a letter ! from the State Liquor Control Commissioh at Portland stating that the request of ; Mr. M. L. Dow, operating at Newman's Grotto, for a draft beer license, which is i retail class "B", had been denied. The Commission explained. that there were : sufficient other licenses of this kind in that locality, and further stated they dif : not think Mr. Dow was competent to handle the draft beer license. Councilman 5 I Hawn stated Tony mamig, the local man for the Commission had said he wuld be willing to write the Commission another letter recommending Mr. Dow be granted this licensel and Mr. Hawn stated he would like to hear an expression from the Council as to taking the matter up further with the Liquor Commission. Councilmen Farrington, Koppe, I and Barette all stated they did not think it advisable for the Council to make any other recommendations as they felt the State Liquor Commission was qualified to mak the final decision. Councilman Hawn said if that was the sentiment of the Council that would end the matter. : , Mayor Large stated he had some complaints regarding dogs running at large : i and that he had requested the parties to contact Mr. Claypool as head of the Humane , 6 I Society. Both Mr. Farrington and Mr. Hawn said they had received several'favorable : notices in regard to the work of the Humane Officer, and they thought the situation I was working out very well regarding the handling of the dogs. i 1 Mayor Large also stated he had a complaint from the Library in regard to the t I ? . boys parking their bicycles on the south side of the lawn along the wall of the I This matter was referred to the Police Committee. i Employment Agency. I I 1 J. M. Murray requested a curb cut at 146 E. 11th Avenue, this request having 8 1 been O.K.'d by the Engineer. This cut was allowed by the Council. 1 ! The reports of the Public Libra~y, Sewerage Charges, Engineer, Poli ce Matron, Police and Fire Departments were read and ordered placed on file. A resolution from the 'State Highway Commi:ssion establishing the grades for 11 Ii the proposed improvement of Hilyard Street from 8th to 9th was presented and adopted l'i by the Council. I' I" ,: A resolution from the State Highway Commission providing for the proper pOliCinr 12 I.: for the proposed improvement of Hilyard Street from 8th to 9th was presented and ;1 adopted by the Counc il. ::( Iii A resolution from the State Highway Commission providing that the City of Eugen 13 I:; agrees to maintain Hilyard Street from .8th to 9th after construction by the Highway i Department was presented and adopted by the Council. I, II An ordinance providing for the working of pr~soners on the streets or on i: other public works of the City of Eugene, where they have failed to pay their fines 14 J; after conviction was read the first time and passed to its second and third readings I., by unanimous consent of the council by ti tIe -under suspens ion of the rules and was ~jplaced for final passage. The ayes and nays were called; councilmen voting aye: !i Farrington, Koppe, Hawn, Crumbaker, and Barette. Those voting no: none; absent: [;Stewart, Brownson, and Davis. The ordinance was declared passed and numbered 8773. 1.1 ;, Councilman Farrington referred to the franchise of the Telephone Company 15 :t which is about to expire, and Mayor Large referred this matter to the Judiciary i: Committee and the City Attorney to prepare an ordinance and report back a t the [I next Council meeting. l; Councilman Koppe stated he had some complaints regarding a building at 3rd and \; Polk which was being erected as a saw filing plant. It was explained that this 16 Ii matter had been before the Board of Appeals and the Board's recommendation that I :/ this building be erected was adopted by the Council at its meeting June 28th. !!Councilman Koppe said if this matter had gone through the regular proceedings there I! was nothing further he could do about it. Iii ii Mayor Large stated some time ago theO. C.D. had presented an inventory of i'i various equipment they might furnish the City of Eugene but nothing had ever come i~ of it, but that during the last week he had received a modified inventory i: in which they were offering, among other things, two pumpers for the Fire Depart- ! ment, one a trailor and the other a front mount for a truck.. Mayor Large further ~: stated the O.C.D. would want a bond in the sum of $5,000.00 for the safe return 0 I:; this equipment if and whenit was asked for by the government. Councilman Hawn I: stated the cost of furnishing this kind af a bond would only be a minor affair in 17 !case we ever had use for these two pieces of equipment. Mr. Clubb stated the 'j Street Department did not have a truck tha t they could mount this p1j..mp equipment ~! on and lay the truck up for use only in case of fire. It was not qui te clear to ;:the members of the Council whether this equipment could be put on a truck and the Ii turck still used for regular street work. This letter had come to Mayor Large from I': the Salem office and as Chief Nusbaum: was to be in Salem on July 19th, it was .1 recommended by the Counc il tha t the Chief make what investigation he could con- 'I . tiCerning these two pumps and report back to the Counc11. ;~ On motion the meeting was adjourned.
