I' ...... ~~. 1. asked that he be excused for a few minutes. Mayor Large stated he wished to appoint Councilman Baker to the same comm- 1 I! ittees that Mr. Brownson had, which would be chainman of the Health Committee, '1 I' third member of the Street Committee, and third member of the Police Committee. r I Mayor Large also stated he wished to appoint Councilman Farrington, Koppe, Ii' 2 I, and Crumbaker as a committee to make a study of possible changes in the City ~ government, this committee having been recommended to be appointed at the last Council meeting. I' A letter from M. A. Reid, general mamager of the Oregon Motor Stages was I: !: read. Mr. Raid was aSking that the company be allowed to make skip-stop arrange- :3 I': ments on part of their bus runs. Mr. J. A. Storer, local manager of the bus lines " was present and stated that they wished to try this out on the Fairmount Loop, I: making every street a sto to 11th and Alder, and then stop at every other street r from there to the end of the run. Mr. Storer explained it was impossible to get ;[ , any new equipment at this time and repairs .were getting hard to get and that the ,: skip-stop plan would save much wear and tear on the equipment and would allow them II to make the round trip in 30 minutes. He also sta ted that later on they might wa It to use the Skip-stop plan on some other runs, and that proper signs would be ji placed Showing the corners where buses stopped. On motion made, seconded and I. carried this request was granted for the duration of the war only. ! i I' The Judiciary Committee had no report. I, fl I: The l"inance Committee recommended the, offer of $1,200000 cash for property 4 Ii at 296 Washington Street, submitted by Norman F. Schneider, be rejected and a I: counter offer of '3500 made. Recommendation adopted. h I I i: ~he offerof i400.00 for Lot 9, Block 1; Croner's Addition, submitted by 5 I B. H. Cox for some improve- " I;! , ments on Grand View Street, and also a letter from Ralph A. Kindler for improve- I. , 11 h ments on MacMillan Street, and Mr. Davis aSked that the Recorder write these !: people and state Mr. Clubb would make some improvements to the streets in the I! I, near future. ;1 I" Councilman Davis stated that 4th Street between Pearl and High would be :t 12 I: oiled sometime this fall. . 'i ,: Councilman Davis said it was the recommendation of the Street Committee that I: 13 .il the alley between 21st and 22nd and Alder and Kincaid be left as it is for the j' time being. . I' ~ ~> ,; Mr. Davis also reported that the Street-Department had the following equip- "I 'I ment that was not being used that they wishedto dispose of: one Barko Hammer, Ii 14 I; the old street flusher bought in 1931, and a Ford coupe bought in 1930. He said " he wished to make a motion that this matter-be referred to the Street Committee I" p with power to act. This motion was seconded by Barette and carried. I' t: " I. A mot~on was made by Farrington, seconded by Harette 11 ::~~;"! and carried that this request be granted. '., _, J .:--:., Mr. Davis, also stated the City had investigated the recent improvements of the .. ~~~. curbs in front of the Drive-In Market and the Dutch Girl Dairy. He stated the .- curb was about a foot inside of the sidewalk and was on private property; that 17 this curb was too long ,to make convenient turns, and that the property owners were going to cut about a three-foot strip in the middle of this curb to allow -ped- estrians to go and come. Also that iron posts would be put in this curb with a chain at the top so that pedestrians would not fall over the curb. He said these changes would all be made by owners of the property at no cost to the City. A motion was made, seconded, and carried, that these improvements be made. The Health and Sewer Committees had no report. Councilman Hawn, reporting for the Police Committee, stated there was a 18 request from Clarence C. Beeson for a transfer of a retail beer class "B" license and--apackage store class "Btt license to him from,B.D..England for the O'asis 'Tavern at 89 West 8th. Dhief of Police Bergman had filed a written report recommending the transfer of these licenses. On motion made, seconded, and carried, the transfer was recommended. Councilman Hawn, stated he had a request from the organization known as the Sheriff.' s Posse to hold a dance at the Fairgrounds on September 4th, and asked that 19 the usua'l charge of $5.00 be waived by the City. A motion was made by Hawnt seconded by Davis and carried that this request be granted. Councilman'Hawn also stated he had been contacted in the last two weeks re- garding the installation of slot me_chines, but at this time there was no,written request; he stated the party that had oontacted him was willing to pay a rental 20 of $25.00 per month for each machine and that the City of Eugene wouldaccomodate between 75 and 100 machines. Councilman Hawn said he was not particularly in , favor of the installation of these machines and was only bringing the matter u- : so that the Council could familiarize themselves on the subject in case there was . , ! a written request at the next meeting. I- i At this time Councilman Stewart returned to the Council Chambers. Mr. Stewart, \ I reporting for the Fire and Water Committee, stated the Fire Department had lost ; another man to the armed forces and' it was his recommendation that deferment should ; be asked for the members now on the Fire Department; that there were only 13 21 ' men at the present time including the chief. Councilman Farrington stated he was : in'favor-of>trying to get"deferment for these firemen ~nd Councilman Davis suggested this matter should be left in the hands of the Fire and Water Committee. He stated if an employee would notify the City as_ soon as he had received his first call letter he thought arrangements could be made for deferment. A motion was made by Farrington and seconded by Davis, and carried that the matter of deferment for all employees now on the Fire Department be left in the hands of the Fire Committee. , i Councilman Barette, reporting for the Park Committee, said he had several more : calls regarding low hanging tree limbs over the sidewalks, but that the Bark Dept. : did not have sufficient funds nor could not get sufficient help to remove these i limbs. He stated it was a bad situation but there-was nothing much that could : be done about it. Mr. R. L. Moore, letter carrier, was present and stated these I low hanging limbs were a nuisance to the mail carriers, especially later in the fall 22 : when it started to rain, as they were always snagging their umbrellas, and that . this condition slowed up their delivery work. He said the mail carriers would be glad to furnish the City a list of the places if anything could be done. It was : sugested that the Reoorder should write a letter to the property owne!s and the : tennants of the property and ask the'ir cooperation in removing the low' limbs. _' The ; Street Committee stated that if - the limbs were removed and placed in the parking , that they would see they were picked up. Mr. Moon state~ he would see that the ! mail carriers presented a list of the worst places within the next few day~. , A published notice had called for a hearing of the proposed franchise to the- Pacific Telephone and Telegraph ,Company at this date, anq Mayor Large_ said the : matter would be taken up at this'time. Mr. R. B. Bacon, District Manager, and i Mr. Ray F. Dunn, Local Manager, of the Pacifio Telephone and Telegraph Company . were present and Mayor Large asked if they had any statement to make. Mr. Bacon I- i stated they were present to protest against the passage of the ordinance as now t propssed. The_ ordinance having had' its' 'first. reading on July 26th, and proper . 'I notice of the hearing haVing been advertised in the Register GU!ird, the ordinance was now read the second time. Councilman Davis asked Mr. Bacon how many tele- : phones were in-the City in 1918 at the time the original franchise was granted. ~J ' Mr. Bacon stated he did not have that record but supposed there were around 4,000 and at the present time there were 8809; that a few of these were outside of the City limits and that he wpuld estimate about 8,000 insi'de of the city limits.' Councilman Davis asked Mr. Bacon how far installation of Eugene telephones extend- ed outside of the City limits and Mr. Bacon stated. that they went north as far 1 as Park Avenue which was about two miles. Mr. Davis stated the telephone ~ ' ,t company had had a very favorable franchise for the last 25 years and he' did not ~" ,. l' think the conditions in the new franchise were unreasonable. Councilman .Hawn said 't',;' - 11 he had discussed the matter at the previous meeting and stated why he was not;",;, Ii in favor of the 2% charge on gross revenue. I;I~ stated he thought the idea of. "-:~ !: a franchise for revenue was not a sound reaSOlallng and that the City of Eugene I; should not adopt it just because other neighboring cities might have done the I: same thing. He stated the telephone company was interested in giving th e best ~i possible service to the Subscribers and during the last storm the company had II hrought ,in outside help and had restored the use of the telephones promptly and i that he did not think it was right to penalize the company with this 2% gross tax. i,l Councilman Crumbaker stated he could not qui te agree with all of Mr. Hawnls :1 arguments but tha t perhaps there should be sollie modification of the 2% tax. A I: Motion was made by Hawn and seconded by Crumbaker that that part of the franchise !: specifying a 2%- charge on gross revenue be amended to read a charge of $1,000.00 ii per year. Councilman Farrington stated he did not think the 2% gross charge_ was J I unreasonable. Councilman Koppe stated, that hewas of the 9pinionthe City had /y Ii been missing something in the old franchise. Councilman. Davis stated that in ( I,: making the 2%' charge the City was onlY, ge:tting. some return for the use of the 23 ( streets and alleys by the telephone ,company. Council.man Davis asked Mr. Bacon I; regarding the net yearly earnings of the Eugene branch and_ Mr. Bacon stated Ii there had beensqmet~ing over $14,000.00 of a loss in the yeEir 1942, but admitted II tha t some of thi s' loss was occasioned. by the new wing to :the building 'and the It installation of considerable equ1pment. Mr. Bacon presented statements from a !; prepared report stating the. t the company' - was working under a tremendous tax load Iii and, that the local plant would propably, ~how a loss until oonditions would return 1'1 to normal. ~r. The, original question was ,called for and on vote was lost. Mayor - r Large explained that the rules could be suspended and the ordinance read the third I~" ,i time if the council so desired. Councilman Crumbaker stated he favored delay in , !i the passing of the ordinance. A motion was made by Crumbaker and seconded by ! ii Barette tha t further consideration of, the, franchise be, continued until the meeting J of the Council on Sept. 13th. The voice vote was doubtful and on roll call Ii councilm~~ voting aye were: Ba::ette, Stewart, Hawn, Crumbake;r, and Baker. Voting :: no: Farrl.ngton, Koppe, and Davl.s.Absent: none. n , I! The Recorder reported that the yearly report for the fiscal year 1942-1943 24 II had been completed and that copies of the report had been ,placed, in the hands of li"theCounc-il ,Mayor ,'and ,.the City Attorney . I: Ii The library report for July was read and ordered pl~ced on file. i: i: The following requests for curb cuts were received: Mrs~ A. F. Holmer, 25 11 at 1391 Emerald Street, and C. D. Fleetwood at 1560 adn 1572 Villard. The Engineer i.! recommended~that.',these cuts be granted, and on vote the recomrileridation of the !! Engineer was 'adopted. !i: I;' An application to operate aroomin@; house had been filed by Betty Eck. A 26 r:permit was granted, following proper inspection by the Chiefs of the Police and Ii Fire 'Departments. Ii 1; A letter from Edward L. Ryan offering to take one of the old NYA structures 27 II 'baCk of the Butte was read. He said the conside'ration for the house of his part' l' was the removal of the building and the cleaning up of the grounds. A motion 11 was made by Barette and seconded by -Stewart that the letter be placed on file. J, \., j: The- City Attorney had addressed a letter to the United Outdoor Advertising :i Company regarding past due rent on a certain City lot for the use of their sign Ii board. Recently a letter was received from the State. Finance Company, Salem, I: Oregon) stating that they were the largest creditors of the United Outdoor 28 1'1 Advertising Company, that they had not' been receiving any revenue from this sign I: for a year or a year and a half and they would like permission to leave the sign, 1'- 11',1,' at least for the present to see if some kind of arrangement could be made regard- , I ing the use of the sign. A motion was made, seconded, and carried that the i,: company be notified that they must-pay the rental due or dismantle the sign in ii thirty- day s. " , 'I A letter from H. C. Guthrie" an employee of the Eugene Fire Department, stating 2911" he had received his callnumber 151 to serve in the armed forces, and asking that /.1 he be granted a leave of absence for the duration of the war or until such time as he was released. On motion made, seconded, and carried, this request I -,~;t was granted. ^ ~ There were requests from James S. Willcox, Theodore D. Brown, Burton H. Davis, t~l and Ray Hicks, aSking to do outside work. A motion. was made by Hawn and seconded 31 by Davis that in the place of empmoyees 'making application to the Council as / ! specified in the resolution that these requests should be O.K.'d or denied by i the Mayor. On vote this motion was carried. I Councilman Hawn at this time brought up the matter of pay for'Mr. Fred Lamb, who had been injured while attending the bears. Mr. Hawn was asking that in case of 32 an injury to City employees that they be allowed tu use their sick leave and be I paid by the Cit"y forsick~leave time. It was pointed out that both the employee and I the, City had to state in the report to the State Industrial Accident Commission I whether or not the injured party would receive pay by the City. Attorney Calkins I was instructed to find out if the State Industrial Accident Commission would pay : the employee if the City was allowing him to use his sick leave, or make other : adjustments to his salary, and no further action was taken at this time.
