There was some discussion regarding the equipment on hand at the N. Y.A. 1!1 camp, back of the Butte. 'The camp is about to be abandonded and it was : thought best that the city s.ould endeavor to secure'at least part of the ,I ;: equipment. /A motion was made by Councilman Stewart, and seconded by Davis, Ii and carried that the Mayor should appoint a , commi ttee including himself; to " investigate the possibility of securing ~t least part of the six trucks in i: the hands of the N. Y. A., and whatever other equipment the ,.city might be able ,: to use. The f?llowing committee was named by Mayor Large: Councilmen Barette, I; Koppe, and .Dav~s. 'j Ii Mr. Irish of Irish & Swartz was present at the meeting. Application of 2 I! this firm for a transfer of the Package Store, 'class B beer license, at 960 ,; Charnelton Street, now in the name of Thelma P. Peckham, be transferred to :: the firm of Irish &. In fact, he said it was a disgrace to the city and should either be _~~ .11 cleaned up or closed up. He stated there had been a lot of trouble -wi th the roof 'I ~~I and there was notuse to do anything on the inside until,the roof had been taken- 141 care of. He said he had a written offer fr.om-the'Acme Roofing Company to repair I the roof at the figure between $75,00 and_$lOOI~lOO. He stated that he believed I after the roof was repaired, that repairs to the plastering and redecorqting the ! entire inside of the biulding would'not cost over $50.00. He said it Was a I recommendation of the Health Committee that this work be done. The motion 'was j made by Hawn, seconded by Davis, and 'carried-, that the r_epairs ss noted above I be made. ./ ! Parks ~nd Sewers Committees had no report. i Councilman Hawn reporting for the Police Committee, stated that he'had a '! request from Police Officer, Frank Moor.e, to do wor.i( for Martin Bros, .on the Neon , Signs at no time to be occupied more than :two hours in a twenty four hour period. I Councilman Hawn called attention to a resolution passed to the Council on August 9, 1943, as -they discharge their patriotic duty in furthering wa~ efforts and 15! then not to exceed four-hours in"any twenty four hour period.' After some discussion'by the Council, the request of Mr. Moore to do this Neon Sign work ! was denied, and it 'was the opinion of the Council that theresolutlon passed on August 9, 1943, regarding outside work by city employees should be strictly adherred to. I ' i Councilman Hawn also stated that he had a request from a Mr. Harris, present Manager of the Oregon Journal, that a loading zone be granted him in 16 front of No. 47 East 7th. On motion made, seconded, and carried, this request : wa's granted'. . Councilman Stewart referred to the bicyles parked on the sidewalk on the Broadway side of the Western Union Telegraph office. He stated that most of the time the boys did not even put their wheels in the rack on the sidewalk, but that 17 I they we're lying down and that this was. a menace to traffic, and he thought some siutable place should be provided for these bjcycles. After some discussion,' a motion. was made by Stewart, seconded by Crumbaker and carried that a regular I bicycle rack b~, installed in the first auto parking space immediately East of the 12 foot Safety Zone at the corner of Broadway and Willamette. l',. '.1:: Mayor Large stated that at this time the matter of the Ordinance granting , the Pacific Telephone and Telegraph Company a new franchise would be taken up. I Mr. Dunn, 'local Manager for the Pacific' Telephone and Telegraph Cpmpany, and Mr. Bacon, District. Manager for the,Pacific Telephone and Telegraph ~pmpany were present in the CounciiEoom. The Ordinance, having had its first full 18 reading on July 26, and its second full reading on August 23, had'its third reading at this time by title. A motion was made by Councilman Farrington, and seconded by Councilman Davis, that the Ordinance be passed as read. Councilman Hawn stated that he wished to go on record as oposing the passing of the Ordinance in that the considered the 2% gross ,unfair and an unreasonable charge. Councilman Crumbaker also stated that he had said before he did not think the 2% tax was the proper thing, but it appeared that no other solution had been 19 proposed. The question was called for and on roll call, Councilman voting "aye" were Farrington, Koppe, Barrette, Stewart, Davis, Crumbaker, Baker: voting "no", Hawn. . At this time'Councilman Barrette was excused from the meeting by Mayor Large. City Attorney Calkins pointed out'that the old franchise had expired on August 12, 1943, and that the change -mentioned in'the new Ordinance covering the 20 franchise should be retroative to August 12, 1943., A motion was made by'Crumbaker I and seconqedby Stewart ~hat the passing of the franchise Ordinance should be reconsidered, ,and on vote this motion was carried.' A motion was then made by Farrington and seconded by Davis that the Ordinance be amended so that the charge specified in the Ordinance should be effective from August ,12, 1943. On vote this amendment to the Ordinace was carried. ' The Ordinance 21 i as amended was now read the third time 'by title and on-:roll call, members voting I "aye" were Farrington, Koppe, Stewart, Davis Crumbaker, and Baker: voting "no", Hawn. Absent, Councilman Barrette. ,The Ordinance was, dec, lared passed and n umbered I 8775. - At this time referrence was made to the small number of enployees not in the I Fire Departme!l~" and Councilman Davis stated that he thought and effort should be made to have some of the Civilian "Defense Wardens on dutY,A-t the Fire Department. I Councilman Stewart stat~d that a suggestion had been made'that the present-members , work half overtj,me and receive additional wages at the regular rate for this . half overtime, ~nd that this arrangement would keep a reasonable I' crew on hand 'at all ti~~s. '.. . of the Board of Appeals that this request 'be granted. A motion was made, ~, . .. \: seconded, and carrled that the Board's request be adapted. Ii Reverend Francis Leipsig '.. requests premission to install a temporary metal ; flue at the St. Mary'S School. It was the Board of Appeal's recommendation 25 I, that the request be granted, on condition that the fuel to ,be used is oil ;: and that the flue stack be erected on the outside of the building. The council instructed the I' Recorder to pay Dr. Helterline out of the Emergency Fund $15.00 as expense 27 i: for a trip to the Coast. Approval by the Public Roads Administration for i: permission for the City to--- purchase 40 tons of asphalt cement had been secured, i, and a motion was made by Davis and seconded by Hawn that the Recorder advertise I: for bids for the purchase of this cement. I; '.1 I: A letter from the Associated Students of the University of Oregon asking !: for permission to place a banner across Willamette Street, in from of Miller's 28 i' Store, for several entertainments to be held ,. at McArthur Court during the current I II' year; was read. A motion was made, seconded,' and carried that the Associated Ii Students be allowed to' erect these banners for whatever attractions they might :; have during the season. " i I A request from the State Hiway Commission for a report as to Post War 29 $ctivities, was read at this time. This matter was turned over to Engineer Clubb ;to fill out the blanks they have furniShed. II ;' . Alice B. Forrester, a new employee of the 4-H Club, in the office in the 30 pourt House, had asked for a special place for her car to be parked all day close ~o the Court Hou~e. This request was denied. I' I A letter from the Eugene Recreation Commission signed by G. D. MacLarin, 31 asking that School District No. 4 be allowed to take over the Playground ' activities for the balance of this fiscal year, was read. On motion made, I seconded and carried the following resolution concerning this situation was i: adapted by the Council: t: II'! The City already owns a - 120 foot 'roadway from the Southeast corner of the Airport to the Pacific Hiway. 'I :: I Negotiations have been made with a view of securing the roadway from the Southeast :"" i corner of the Airport, West to the Administration Building. This had been offered < '~'II to the City at a price of $100.00 per acre and Mr. Clubb 'stated that there would ", ~v be about 4 acres included in the new roadway. The County had agreed to improve 0:1 this roadway from.the Airport to the Pacific Hiway if the tra6~ was deeded as a I hiwai~ I The Council agreed that ~t was for the best interests that the additional 34 'I roadway be secured and that the property be deeded for hiway purposes. The -I following resolution authorizing the securing of the land deeded and the deeding of the roadway to the County for a hiway, was passed by the Council: BE IT RESOLVED BY THE Cm-lIMON COUNCIL OF THE CITY OF EUGEl'JE, That the Mayor and City- Recorder of the City of Eugene be and they are hereby directed and 35 authorized to negotiate and secure on behalf of the City a continuation of the 120 foot roadway and right of way leading from the Pacific Highway to the- South- East corner of the Airport and from the Southeast corner of the Airport to the Administration buildings of the Airport and having acquired title thereto, to i prepare and execute on behalf of the City of Eugene a deed to Lane County, Oregon : for the entire right of way from the Pacific Hiway to the Administration buildings, : to complete the transaction and pay for the right of way acquired, and to return i the whole transaction to the Council for ratification.
