September 1, 1944. It was the recommendation of the Finance Committee that , the.following funds be invested intheseG bonds: General Fund $40,000; \.;,:: I 14' General Bond Interest Fund $20,000; 'Improvement Bond Sinking'Fund, $40,000; ~.. Fire Equipment Expense Fund, $10,000; making a total of $110,000. Council- "'," man Hawn stated that a market value of these at par and probably some premium ""'.... 0: would be available to the City at an early date in case it is necessary for the City to dispose of these bonds. On motion made, seconded and carried, the following resolution concerning the investment of these funds was adopted: , , VlliEREAS, The City of Eugene has the following funds, to wit: The General Fund $40,000~00 General Bond Interest Fund 20,000~00 Improvement Bond Int. Street Committee-no repdrt- 1 I I Councilman Stewart reporting for the Fire and Water Committee stated he i had no report tb make except he would ask the Recorder to read a proposal made I I by Chief Nusbaum of the Fire Department regarding the working of the present , 16: Fire employees on their extra days off and paYcing them at their regular salary for the extra time. The proposal was read and Councilman Hawn stated that he , was in favor of the proposal but wanted to ask'the City Attorney if the City could be held for time and a half for overtime, 'double time for Sundays and I Holidays and for penalty for not having made these payments. Attorney Calkins ! stated that without further study Of the ~egulatiohs he felt sure that the ~..' : City would be liable for not paying more than the regular wage for the over- : time. After some discussion the matter was left in the hands of the Fire & I Water committee to report back at the next Council meeting. I ! '1 Sewer and Health Committee-no report. ! , Councilman Barette reported he had no report regarding the Park but there 17; was a request 'by the Daughters of Union Veterans 'of the Civil War to erect a rest-room for enlisted men at the corner of 6th and Charne~ton Streets between the sidewalk and the curb. He stated there would be no seats in 'thfs room and it-would only be a place for service men to pick up rides. , Councilman Barette ,also stated that Mr. Keating of Keatingps Market on I 13th and Willamette Streets wished to string a wire from his store to his , ; home for a private communication system from ttie store to his home; Mr. 18 Barette also explained that there were already one or two of these in use in I Eugene but that Mr. Keating would have to cross the street with the wires and ,I this brought some discussion from the Gouncil. Attorney Calkins stated that the stringing of wires 'over the street for c'ommunication purposes might require a Franchise. This matter was left in the hands of the Park Committee and the : Judiciary Committee to report back at the next 'Council meeting. i r I The Library report for the month of Au~ust was read and ordered placed i on file. I } A rooming-house permit was granted Betty Eck at 45 East Broadwa~. 19' j : A request from the Medo-Land Oreamery Company for afutther curb-cut at their Charnel ton Street addre'ss was read. A statement was madell1y the City Engineer Clubb that together with the curb-cuts already granted, .this requested cut would make a ftotal of 57 feet. Mr. Ram~g had stated to ~ ! the Recorder the Commission would. like to have a statement from the Council ~, 21! regarding this situation. Councilman Hawn and City Attorney Calkins stated _d that they did not beleive this was any matter of the Council and that it ~~ i was the Liquor Control, Commission that should make the ruling. No action:f,~ I: was taken by the Council. I.: I' I: A written request from the Eugene Woolen Mills asked that the f; following wa tcb.IiJ.en be deputized was' r~ad: R. R. Criss, James' L. Haile, 22 i: George F. Davis. A motion was made, seconded and carried that this request Ii be granted if the names were okay'd by the Chief of' Police. I ~ ' ~ A call for sealed bids for 40 tons of asphalt had been advertised II and the two'bids received'were opened at this time. The'Standard Oil \: Company bid, packed iil wooden barells' ~vas $21.90 per ton, pac~ed in steel : fible barells was $21.15 per ton, f.o.b. Richmond California.' The Shell 1~ Oil Company's bid was $23.40, packed in.wooden barells, f.o.b. Martinez, I, California. The Standard Oil Company's bid was $3.90 per ton higher than 23 l'~ that purchased in March this year. A motion was made by Barette and seconded r by Hawn and carried that the bid of the Standard Oil Company be'accepted II~ and the wooden barells be ordered if it did not a~pear that the delivery ,: in fibre barells would be satisfactory. ~, I ;' A petition regarding the opening of Fillmore Street between 6th I' and 8th Streets was read. t: At this time Davis entered the Council Chamber. \,1 I; It was suggested that i~ the petitioners wished to open this street, !: they should endeavor to see if arrangements could be made with the owners 24 Ii: of the property necessary to be - taken for the opening. The matter was left ;; in the Street Comrni ttee t shands. 1 Iii Mayor Large stated that the provision for the prohibiting of dogs to ; run at larg~ in the'preserit Ordinance would expire on October 1, 1943. and t stated that he beleived the Ordinance should be amend~d requesting the dogs i should be kept up for the full year and not for just the six months as it ~; is specified in the Ordinance. Councilman Davis and Barette stated that II they could not see why this a.mendment should be made to the present Ordinance. ~,j Councilman Hawn stated he felt the Humane Society was doing a very good job !I and that he thought they would favor the amendment of keeping the dogs up the II '. I year around. After some further discussion Councilman Davis and Barette 25 ( stated they would with-draw their objection. An Ordinance amending the I': present dog ordina~ce regulating that dogs should be kept up the year around :: was read the first time and passed to the sedond. and third readinF by unanimous ~ consent of the Co~ncil by title under suspension of the rules and was placed ;i for final passage.
