I The Mayor palled for reports of various committees: I Councilman Farrington reported on the property offers as follows, and recommended that the committee report be accepted: John'A.'Hoonihg submitted an offer of $750.00 cash for lot 7 1 block 9, Sladdens'3rd AdditiOn. (Northeast corner' 3rd and VanBuren Streets). Mr. Koppe Ii stated that the recent franchise granted the Telephone Co., was d*sbbssed Ii I: and that Mr. Bacon had asked that the wording of Section 12 on the recent I;: I' franchise be changed some and that the matter of the free phones funnished I Ii to Cityshould be eliminated and that the Telephone Company would he willing !i to accept a ten year franchise with these changes rather than the present I' 20 year franchise. Mr. Koppe reported that after some discussion a motion t ~ ~ was made by Mr. Hawn and seconded by Mr. Barette and carried by the two Ii I: members of the committee that a recommendation be made to the Council that I,: I the franchise be changed to comply with th~ r~quest of the Telephone Company. 9 :1 I: Mr. Koppe stated that he believed the franchise as padded by the Council was I' fair and just and that he wished to bring in a minority report that the franchise ,I be not changed but stand as it was passed. A motion was made by Councilman [i " Farrington that the monority report of the Judiciary committee be adopted. Council- Ii man Stewart stated that in as much as the 'vote on the present franchise was seven 1,1 fi tp one and that he felt the franchise was passed and faar that he wished to " 1'1 second the motion made by Mr. Farrington. Mr. Bacon, representing the Pacific " Telephone and Telegraph Co., was present, and stated that his Company did not I l see fit to accept the franchise as passed: That in iview of the present earnings I I high taxes and no increase in rates he hoped the Council could see t~eir way .. I i' clear to make the changes as requested by the Telephone Company. Councilman I. Hawn stated that he had thought the 2% fee was too stiff to start with and that j! r he did not like the idea of free phones: He did not think it was a good pOlicy I, and that the City should pay for whatever phones they used. Councilman Baker I"~ asked that if the free phones were .eliminated from the franchise if the ~i~fer- I ence in cost to the City would be about $500.00 per year and it was explained I: that it would make a difference of about $950.00 per year to the City. The I I' question was called for and on voice vote was carried, Councilman Hawn voting No. J,; Mayor Large stated to Mr. Bacon that the Council has seen fit not to change the I: franchise and Mr. Bacon said he appreciated the time that the Council had put in II on the franchise and that he hated to see the matter go into a legal fight and II t he supposed the only thing left for him to do was to see if the Company would It I; accept the. present franchise. Kennedy, 1531 West 7th Avenue and O. R. Gullion, I 1363 West 10th Avenue. i i The following letters were read from the Board of Appeals: i "The Board of Appeals has received a request "from Rev. Ray K. Reed, asking 141 for permission to use a proposed new residence at the northwest corner of , the interestion of 12th Avenue and Polk street as an aircraft repair shop. I He is making this request for the "duration" and would then complete the :1 structure and use it as a residence. :1 The Board recommends that the request be granted." : "A request had been received from the Souther Pacific Rai~read Company for 1- a permit to erect a shed 27 feet by 40 feet between the'station and the 15 'Express office to handle the excessive gaggage and" mail, the shed to be a , temporary nature for the "duration". j The Board recommends,that the request be granted. On motion made, seconded and carried the recommendation of the Board of Appeals wasadopt'ed. A request for a transfer of a Package Store Clas~ A Beer license at 16: the M & K Market at 1597 West 11th from Morgan and Kennedy to the General llroc- ery Company was allowed.
