All ~ Council Members present. ~ - ~' I The Mayor called for reports of various committees: : Judiciary Committee, no report. ,I Councilman Farrington reported on the following property offers and recommended the committee report be accepted. 1 Harry C. Collins submitted an offer of $250.00 for ~ot 3, block 1, Cheshires Second Addition. (east side Lawrence Street 125 feet north of Cheshire). Terms $50.00 cash, balance of $10.00 or more per month plus interest at 6%. Offer accepted. I Pau~ W. Campbell offers for client, Glen H. Cou~cilman Stewart reporting for the fire and Water Committee stated 1': that the fire truck a few days ago in making a call tore up the road at 18th J: and Garfield and there was a complaint from some of the residents of the" 13 ~ neighborhood stating that they thought it should be repaired by the City, , I: Councilman Davis stated that the City had already gone out and bladed the 'street II and that the matter was taken care of. t.i ~! I: Councilman Stewart also reported that cbn the new highwa.y on Franklin Ii Boulevard the lights at the intersections of Orchard and Walnut had been removed I, and that the State Highway Department had destroyed the posts at the City limits 14 I; on Franklin Bouleva.rd. Councilman Stewart stated that the highway department ,: was willing to erect some marker at the City limits and that he would like to il have an expression from the Council as to what it should be. Councilman Hawn I! suggested that perhaps a sign stating that ttEugene, the Home of the University i,l of Oregon", might be appropriate. After some discussion the matter was turned Ii over to the Park Committee to make a recommendation as to what type of a sign I:~ should be installed at this point, On motion made, secondedr,'l and carried the Ii lights at Orchard and Walnut streets on the new highway were ordered installed. I! :1 Councilman Baker reporting for the Health Committee s ta ted that ~ Dr. Helterline together with Dr. Lindgren of'the Health Board, had worked out !! a solution to the Eugene Milk Situation. Dr. Baker stated that it would be 15 f necessary that there should be some extra laboratory tests other than what I: was provided in the regular bUdget but that it was not possible at this time i: to tell just what these should be. i: 'Sewer Committee, no report. .I I: Councilman Hawn reporting for the Police committee stated that there I,: was a full force on at the present time. 1- I, I: R. B. Bacon representing the Pacific Telephone & Telegraph Company I' addressed the Council at this ~ime and ste ted thlrt -he was present asking for a Ii reconsideration of the Judiciary Committee report made at the Council meeting Ii September 13th. Mr. Bacon stated that the company did not see fit to accept ;' the franchise as passed by the Council on September 13th. That there were I,: some minor changes they wished made in the Franchise and also that they wished 16 i: to eliminate the free phones and to change the franchise from a twenty year :,' to a ten year duration. Councilman Davis stated tha t he fel t tha t the present I:: franchise was reasona,ble and that he saw no reason for it being changed. Coucil- !: man Baker stated that the old franchise expiring August 12th was far, far out f: of line, that he felt the 2% was a reasonable charge but that there might be ~: some justification in asking that the free phones be eliminated from the I franchise. Councilman Stewart stated that Eugene had been getting $25p,.€l(hallue ;,: yeam wha:18'e0;t!1~l1neities in Oregon about the same size had been getting a 2% i revenue from the Telephone Company for several years and that he felt that the t~ franchiseaadopted by the Council was fair and reasonable. Councilman Hawn I; stated that he felt the free phones should be eliminated from the franchise and l' tha t he was making a motion that the ma tter be reconsidered by the JudiCiary '.: Commi ttee. The motion was seconded by Crumbaker and on' roll call, the Council- :; men voting Aye, were Farrington, Barette, Stewart, Hawn, Davis, Crumbaker and !i Baker, Councilman voting No, Koppe. ' , Ii !' The following letter from the Board of Appeals was read: " ~, ttThe Board of Appeals has received a reques t from J. F. Grimes for a i' permit to eredt a garage 10 feet by 20 feet at the rear of his house 17 I at 212 East 14th. This is a request to waive the "set-back" rule. ) ~ He states that the garage would project four feet beyond the house Iii! ~ line, but by actual measurements, a twenty foot gara~e would project i; seven feet beyond the house and this would be considerably beyond the o front line of the house to the South. The matter was referred to the Street Committee to report back '~I at the next meeting. . ~ D -.. 'Mayor Large reported that two of the O.C.D. main line'phones in the I Fire Department haEl been removed and that he had talked with Mr. Shoemaker and that Mr. Shoemaker had felt that all three of the phones should be taken 20 out. . It was suggested that the Eugene High School phone extension'for the O.C.D. should be removed and also the one at Mr. Shoemaker's house. Mayor Large advised that the Telephone Company had left the Stufi Line in the Fire Department and they could be installed again in case of an emergency.' A motion was made by Hawn and seconded by Stewart and carried that the O.C.D. I phones and extent ions should be removed. Mayor Large stated that he thought Mr. Shoemaker had been paying for the extention in his home for the last several months and a motion was made by Hawn and seconded by Crumbaker and carried that the Recorder should contact Mr. Shoemaker and that if he had' been paying for the extention at his home, he should be reimbursed. Mayor ',! Large also advised that theTe was a phone in the office of the Playground and that there were no playground activities at this time and that no one was in I the office in the City Hall where the phone is located, and suggested that j this phone also be removed.' Motion was made by Stewart and seconded by Davis , I and carried that this playground phone be discontinued. I '\ Councilman Davis at this time stated that he wished to recommend that I 21 the Judiciary Committee study deeply inthe reconsideration of the Telephone Franchise and that they should remembe'r that they are the servants of the tax- payers and not working for the Telephone Company.
