Mr. Davis III stated this wood yard was being operated on a special permit and that if cond- i itions were not satisfactory to the Council the permit should be cancelled. Mr. Davis made a motion that if Mr. LaJoie did not conform to the wishes of the Council that his permit to operate this wood yard should be cancelled on 90 days notice. This motion was secon~ed by Barette and on vote was carried. Regarding the improvement of the alley between 16th and 17th streets on High and Mill. Mr. Davis aSked for another two weeks to make a final report. Councilman Farrington reported that the monthly bills had been audited by the three members of the conwittee and was recommending that warrants be 12 drawn in payment of the bills. Mr. Dav~s sa~d he ~ 13 'I' wished to make a motion that the Street Committee be authorized to purchase a ! piece of equipment of this kind to be paid out of the street Department Equipment Ii Fund. This motion was, seconded by Barette and on uoj7;e was carried. :1 I, Councilman Stewart reporting for the Fire and Water Committee stated that 14, there was some talk of creating a fire district east of Victoria Heights and that j if the district was formed they would want fire protection from Eugene. 1 Councilman Baker reporting for the Health Committee stated he had nothing t for this evening but there would probably be quite a report at the next meeting 15 ': as the Rat situation would probably be, presented to the Council at that tiwe. I ,I Councilman Cr urnbaker reporting for the Sewer Committee, s ta ted tha t l parts of the Sewer system was inadequate and that the committee was asking for 16 Iii permission to spend bel~ween $200.00 and $300.00 out of the Sewer budget to make ll~ a preliminary survey. On motion made, seconded and carried this permission was II.!. grant ed. 'I : Councilman Hawn, Chairman of the Police Cdllnmittee, being absent, I': Counc ilman Baker read a written rE:lport signed by Mr. Hanw. This s ta ted tha t the 17 I:! Automobile parked on 14th street on wooden blocks had been taken care of: That II': it was the recommendation of the conJIlli ttee tha t the present guard at the municipa] i airport be retained until such time as the Army actually took over the Airport or .: until other sa tisfactory arrangements are made. On motion made, seconded and - I': carried the recommendation of the committee was adopted. Ii Councilman Stewart at il this time reported tha t the fourt large light ~lobes II! on the two ends of the east 9th street bn&dge oyer the mill race hadbeen broken sd 18; often that the Water Board had quit trying to keep the lights installed there and I' !i that at the present time all four of the lights were out. He said the damage was ~I done by beer bottles being thrown at them, mostly on Saturday nights after mid- I" nigh t. Counc ilman Baker s ta ted tha t he would take the ma t ter up vii th the Chief ~ of Police and see what could be done. I DEPARTMENTAL REPORTS: I! I': The following departmental reports for the month of November were read !' and ordered placed on file: Library, Engineer, Police Matron & Police Dept. I: There was an application for a curb cut, by the Eugene Planing Millon [I the west side of Lincoln Street between 3rd street and Southern Pacific Highway. 19 I: Engineer Clubb reported that about 20 feet of the curb had already been knocked r: out and that np permit had ,been secured for this. It was the recommendation of :1' the City Engineer that this permit be granted if the parking is hard surfaced, ! ,.o,therwise the curb to be replaced. On motion made, ,seconded and carried the ii reco~nendation of the City Engineer was adopted with the provision that the work I: would be completed wi thin 30 days. 20 i. The request, of J.C. Jackson for a renewal of a rooming house permit at I: 32* West 8th which had been approved by Chief Bergman was granted. II! The Southern Pacific Company had requested permission to cancel a ! certain leasQ with the City for a triangle piece of property at 13th and Villard 21 ~ streets; on relocation of the new highway on Franklin Boulevard this property had ~: been taken over by the State Highway Commission: On motion made, seconded and ,::. carried the Mayor and Recorder were authorized to sign the cancellation of the " lease. I 23 The Council recommened that a license be granted Alfred J. Magan to conduct a Auto Wrecking business at 1093 west 1st street. At this time a letter from Lawrence D. Sweetman addressed to the Mayor and Council was read by the Recorder. This letter called attention to the traff~c hazard at 13th and Charnelton Streets, and asked that some precautionary measure I 24 be taken. It was pointed out this intersection was no di~ferent thatn other l_.s interesections on west 13th street and that t:vaffic did not move fast on 13th street. This matter was referred to the Po~ice Committee to report back at the next meeting. A proposed agreement between the Pacific Telephone and Tele~raph Co. 25 and the City of Eugene regarding the use of ~elephone equipment for the install- ation of Police and Fire department alarm purpose by the "City was read at this time. A proposed ordinance granting the Pacific Telephone & Telegraph Co. 26 a franchise having had its fwrst reading, November 8th had its second reading in detail at this time and was laid over for its third reading to comply with Charter provisions. An Ordinace adopted the survey, plat and report of the City Engineer as to the proposed openeing of Filmore Street from the Alley south of 6th 27 avenue west ot seventh avenue west and making provisions for sending out notices to interest property owners and also for the appointment of three viewers to i view the property and make unanimois consent of the Council by title under : 1 suspension of the rules and was placed for final passage. I , I At this time Councilman Farrington stated that he wbuld like to have I I the Council Meeting of December 27th designated for the discussion of the pro- posed charter change regardi-ng the City Manager. He stated,he would make as a 28 motion the motion that was attatched to the Committee report which had been , submitted at the Council meeting" November 22, 1943. This motion was read by I I the Recorder and is as follows: I ! I I MOTION FOR APPOllINTMENT OF COMMTSSION TO PREPARE CHARTER AMEl\1DMEl\1TS I , I , I move 1) That the Mayor appoint a charter commission of seven members, four to be members of the city council, three to be citizens and taxpayers of Eugene not now attached to the city government: 2) That the charter commission be instructed to prepare necessary and I suitable amendments to the Charter of the City of Eugene to create the office ofmunicipal superintendant and provide his qualifications powers, and duties: and to provide for the re-allocation of powers i and duties incidental thereto: , 3) That the ammendments to be reported to the Council in ample t~me for their submission to the voters of Eugene in the primary election of May, 1944: 4) That the commssion be instructed to confine its charter amendments I to those matters which relate to the establishment of the office of municipal superintendant,and ~he enumeration of the pwers and duties i appropriate thereto. i On completion of the reading the motion was seconded by Counci~man , I Crumbaker. Councilman Davis made a strnuous objection to this motion and said that he did not feel the council should dictate to the people what they should vo~e on, that he felt the Manager plan, the commission plan, and the present'Council form should be placed on the ballot. Councilman Farrington stated he had not . 29 intended that a discussion of the subject should be had at this time, but that they wanted it to be brought up at the meeting on December 27th. Mayor Large stated 1 that there was a motion before the house and some disposition would have to be made of the motion, Councilman Crumbaker said the matter in its present form . .1 '; ..~ I could be laid over until the meeting of December 27th without disposal of the i motion by vote ~withdrawl. Councilman Davis objected to this and stated the j .1 motion should be withdrawn. Councilman Farrington stated that he was willing tha~ I the motion be withdeawn if it was agreeable to Mr. Crumbaker who had seconded the i I motion, After some discussion Councilman Crumbaker consented' to the withdrawl of I I the mbtaon. A motion was then made by Farrington and seconded by Crumbaker that the , Council meeting of Dec. 27th be designated a special order of business for the diS- I I I : cussion of the proposed charter change.
