The meeting was called to order by Mayor Large. All Councilmen present except.'Wiper and B~rette. Mr. Nicholas, Mr. wood and Mr. Walder were present representing the Firestone Store at 11th and Pearl Streets. Mr. Wood stated that they wished to rebuild the building as soon as permission could be had from the War Prod- uction Board. He stated that they had let a contract for cleaning up, leaving just the four walls standing and that they thought there would not be much delay in receiving permission to rebuild and hoped to have the building-repair- ed in about 5 months' time. He stated that in the mean time they would like to carryon the business at that locality and were asking permission to build a temp9rary wooden building. He stat9d that there was a strip on the south of the building about 35 x 160 feet on which they could operate while the buildin@ was being completed, that they wanted to build a wooden building 28 x 30 on the west end of this 35 x 160 foot strip to house their tools and other equipment and that they would use the remainder of the vacant property as best they could. He stated that there would be' no trucks or anything of the kind kept in the temporary wooden building. Councilman Davis stated that he beleived the Coun- cil should cooperate with them to construct this temporary wooden building. /Councilman Hawn questioned if they felt they could ge the building completed in 5 months and suggested that it might be advisable to allow them a longer length of time.' A motion was made by Davis and seconded by Farrington and carried that they b.e allowed to ,construct the temporary building with the under- standing that it was to be used for only the 5 months period. Mayor Large stated that there would be a meeting of the Planning COmmT ' ission in the Council rooms at 7:30 P.M. Tuesday May 23rd and that a Mr. McAvoy from Portland would be at this meeting. Fay Bennett was present and Mayor Large asked if he wished to address the Council. He' stated that he only wanted to know if the request for a zone change at 13th and Oak would be brought up and Attorney Calkins, stated that there was a letter requesting this- to be acted on later. Harry Ray of the Bethel Fire District was present and stated that he was asking that the Fire District be loaned the re~t of the equipment along with the pumper that they had received from the City. He stated that they had only received the pumpep, the suction hose and axe; that there was other equip- ment that the City had and which belonged to the fumper in order to complete the unit. .. Mayor Large explained tha t . there was 22" hose for this pumper and that it was up to the Council to decide whether they would include this hose with the pumper or keep it for their own use, !Councilman Stewart stated the hose was only single jacketed and that the nozzel had no shut off, the supp- osition was that the hose was not strong enough for a shut off at the end of the nozzel and that the F~re Department did not' think it wise to use this hose in connection with the other hose that the City might have. 'A motion was made seconded and carried that an inventory should be made of the equipment which would complete this pumper and that this e.xtra equipment would be delivered to the Bethel District. I co~rrTTEE REPORTS;- Judiciary Committee - no report Councilman Farrington reporting for the Finance Committee presented the property offers as follows: Ralph B. Lake for CUlp and Lake Realtors offers $400.00 cash for lot 2, block 25, College Hill Park Addition.' (60 feet south of 23rd avenue west and Olive stree.t.) , Appraisal: $450.00 Hold for appraisal Harold A. Norris offers $350.00 for the east 60 feet of lots 6 and 7, block 4, Kelseys 2nd Addition. Terms: $70.00 cash and payments of $10.00 per month plus interest at 6%. (west of alley, 17th avenue east between Mill and Ferry). Appraisal: $350.00 Accept. I Councilman Davis stated that in connection with the Water Board the street Dept. was improving the island at 15th street and Fairmount Blvd. and that the light would be installed. -- - ~-.- - - - - - --r I! There ~ was some discussion about the brass couplings and Mll'. Parker representing the f.... ~~ Howard Cooper Corp. stated there was a rumor but nothing o.efinite to the effect ",' tha tt:he brass couplings could be obtained at this time. He stated that if brass .... , couplings were available they would be furnished with this hose and that if other houses could furnish the brass couplings he was sure that Howard Cooper Corp, could get them too. A ,motion was made by Stewart and seconded by Davis that , 3000 feet of the wax and gum hydroseal treated hose be purchased from the Howard B'ooper ,Corp. at the price of 84i per foot. On vote this motion was carried. , Councilman Stewart stated that had been need for wood for the Fire Depart- ment and, the Recorder was authorized to call for bids for 50 cords of heaVY! slab wood cut in two foot lengths. This wood to be delivered as needed in quan~.., itity of 2 cords at one time. . ' ! Councilman Farrington reporting for the Health Department stated 'that he had visited the dump ground and secured from Mr. Hughes estimates of what would be needed in. the next budget and that Mr. Hughes wa's. in need of 3. x 12 planks for the road.' Engineer Clubb stated that, the City had on hand quite a number of 4'x 12 planks, but that Mr. Hughes preferred the 3 x 12 on account of the excess weight of the 4" plank but that the 4 x 12 on hand were seasoned and would prob- ably be no heavier than the 3 x 12 green lumber, and the Engineer was instructed to deliver to Mr. Hughes at th~ dump ground the necessary planks. I Park, Sewer and Police - no reports Councilman Stewart stated that building permits for the new Firestone building should be withheld until further information was received from ~2e Fire Marshall's office. Departmental reports for the Eugene Public Library and Se~a~e Charges for the month of April were read and ordered placed on file. A letter from George Miltonberger, president of,Bette~ Homes" Inc., regarding th~,puchase of lots purchaseg onM~rch 8th was read. On March 8th Mr. Miltonberger had made an offer on 16 lots at a price of $7550.00 and had made a cash payment of $2250.00. At this time Mr. Miltonberger was asking that the $2250.00 be applied on 6 lots in block 3"Croners.Addition and stated that the balance of the lots would be paid in full within 30 days. There was some discussion by the Council regarding this situation and a motion was made, secon- ded and carried that the' $2250.00 payment received from Mr. Miltonberger should be applJed on the total purchase price of the 16 lots and not on the 6 lots as Mr. Miltonberger had requested. .. . , Mr. Hawn stated'that he had promised to get some information about mos- quito control on the Amazon. He stated that he had been mis-informed about the treatment of water for swimming pools. ,That Blue Vitrol was used in SWimming pool water but that it was not primarily for mosquito control and that the matter would have to be studied furt4er. The Record,er reported that" the Southern Pacific Company had stated that the de~d had been prepared for the City for the tract of land at 25th and Univ- ersitystreets, but that it would be another 2 or 3 weeks before the deed would be ready'for delivery. The Recorder also reported that a letter of acceptance from the Southern Pacific ~ompanyfor the 4th street franchise had been received. Councilman Barette entered the Council Chambers. A letter had been received from the Fire Marshall's office and the State ~orestry office regarding the issuance of permits for fir'es in districts outside of the City of Eugene'+imits. This matter was referred back to the Fire and Wate~ committee to report back at the next meeting. . 1 . ' The Recorder '5ta-ted that. he had addressed a letter to the Postal Tele- graph Co., regarding the payment ofa $25.00 franchise tax due for 1944 and 'that a letter. had,~be~n received fromtp:e Weste.rn Union Telegr8:ph C9~pany statingtnat .. the Postal: ~el~graphCo., had been taken over by the Western Union Telegraph Co., and that the Postal Telegraph Co., had been dissolved by certifiacte issued by the. I 23 i I 24 i , " , .1 1 ~: - ---.--..------...,. .._--~---~---.... - - - - - -- ,." -" - - -' - -_. - ,-- --- --- --- - -~----,-_.-..,.-----,. _ ~ '" ,_ _ " _ _ _ ___ _ _ __ '0-_' _ BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF EUGENE, 'that there is hereby transmitted to the Planning Commission of the City of Eugene, a proposal to change the classification of the following described property, to- wit: Beginning at the intersection of the west line of Oak street with the north line of 13th street, in ,the City of Eugene; and running thence North along the west line of Oak street, 80 feet, thence west parallel with the north line of 13th street 161 feet to the alley, thence south along the east side of the alley 80 feet to the North . line of 13th street, and thence,- east 161 feet to the' place of beginning; in the City of Eugene, Lane County, Oregon, from a multiple family, or apartment zone to a business zone. and directing the Planning Commission to adopt a tentative report,;: and to hold a hearing thereon in the Council Chambers in the City Hall of the City of Eugene, on Monday the 29th day of May, 1944, at 7:30 o'clock P.M. after giving due notice by publication once in the Eugene Register Guard, and they shall thereafter make a final report and transmit the same to the Council with their recommendation. On motion made, seconded and carried this resolution be adopted. A letter from the City Board of Health addressed to the Mayor and Council was read. This was a letter of resignation of all of the members of the City Board of Health, veing signed by Doctors, I. M.Fox, Glenn S. Morgan, Fred L. Miller, J. L. Hesse and by Winsor Calkins. A motion was made by Farr- ington and seconded by Barette that the resignation be accepted and that the Council e tend them a vote of thanks and appreciation for their services rend- ered. Councilman Hawn raised the question that if this board was dissolved who would be in a position to act in case of an emergency. He stated he felt that there should be some Board of Health and Councilman Davis stated he belei- ved the matter should be held over. Councilman Farrington and Barette stated that they would withdraw the motion and the matter was referred to the Council Health Committee to contact the Board of Health in an effort to get them to w~thdraw their resignations. ' A letter from the Nelson Equipment Company, with a questionaire attached regarding postwar: street construction was read and the City EBgmneer was inst- ructed to fill out the questionaire. . A letter from the Blue Bird Packing,Co., and D. and E. Storage commenting on the gODd work being done by the Rodent Control program was read and Mayor Large stated that he had r-eceived a similiar letter from the Farmers Creamery. I Councilman Barette at this time stated he had investigated the garbage on the parking strips ~est ~f Hilyard on 19th. That the people across the street had taken this garbage from their garden and that they had promised to have this cleaned up. That there was a tree at 672 Jefferson that caused a rise in the driveway of about 3 inches above the side-walk and that this would have to be taken out. The matter of garbage at 565 Fourth street was referred to the Health Department for attention. He stated that the rubbish that had been placed on the street at 4th and Polk would have to be taken care of by the Street Department. He stated that he thcught something should be done to stop people from dumping rubbish in the parking and in the streets. Mayor Large asked if the insurance survey promised by Smith-Crakes had been made and stated that the insurance policies had been out of the Recorder<ls office since March 30th. That there had been no survey turned in and the Recorder was instructed to contact Smith-Crakes regarding the survey 'and request the return of the insurance policies.
