I ,; -' He also stated that the Street department was ,in need of a street sweeper. t."....~ _ That the old sweeper had been out of commission for 'some time and that an i'c; "~"">... Austin Western Patrol sweeperhould be,purchased for $4600.00, that there ~'..; ~~ would be something near $3000.00 surplus in the salary account in the 1943- 1944 budget of the street department. That he was requesting this $3000.00 be set aside to apply toward the purchase of the new sweeper and that the balance be taken out of the Street Equipment ,Sinking Fund. After some dis- cussion a motion was made. by Davis and seconded by Barette and carried that this $3000~00 be set aside to apply t6ward the purchase of the sweeper ~nd that the Recorder be authorized to advertise for bids for a Street Sweeper for the Street Department. Fire and ,Water Committee - no ~eport Councilman Stewart reported that complaints had been made about the . Second Hand store at 13th and Hilyard displaying gqods on the side-walk and 15 the parking strips. A motion was made by Stewart and seconded by Barette that the Chief of Police notify the owners of this store that this practfse must be discontinued in complyance with Ordinance #8295. " Councilman Stewart brought up the question of licensing of bicyc~es, He stated he had complaints about the bicycles having no license 'and that he 16 would like to hear from the Council. Mayor Large stated that he rec~ived , , complaints about not licensing of the bicycles this year. After some dis- cussion this matter was referred to the Police Committee to report back at the .' next meeting. I Judd Stauffer addressed the Council at this time and stated that the I Veterans of the Spanish War were holding a convention in Eugene from July 9th to 12th, that they were expecting sbme 400 delegates, that they would 1 17: ' , like the Council to put up and take down street decorations. It was pointed out that there was a shortage of labor and that the Street ~epartment was very busy at this time but Mr. Clubb stated that he thought there were some decorations left that could be put up. Mr. Stauffer also asked permission I to have a street parade ,during the, conve,ntion at 7: 30 in the evening., A motion was made by Davis a~d seconded by Crumbaker that the request for a parade be grapted and that the Street Department put up and take down decor- ations. On vote this motion was carried. , 1 1 ! Councilman Farrington stated that 2 meetings ,back the matter of the resig- I nation 'of the City Baord of Health had be~n read to the Council but not adcepted lsl and was referred to his committee. Mr. Farrington stated he had contacted I one or two members of the Board and they had promised to ,have a report for i the next Council meeting. i Councilman Farrington also reported that $150,000.00 of Government Bonds I held by the City had been sold and that the City had received interest on 191 these bonds in the amount of $526.44 and a premium of $60.00; that one-half I of the above amount had been disposed ,of to each of the two Eugene Banks. I Councilman Stewart stated he had a complaint from the Health Department 1 I regarding the unsanitary condition of the fountain at 7th and Willamette. 20 Mr. Clubb explained that they were objecting to use of this old style head. A motion was made by Stewart and seconded by Farrington that the Street 1 Department should secure and install a new type of head' on this fountain. I On vote this motion was carried. Mr. Barette referred to the pile of saw-dust burning at the Man'erud Huntington eo. grounds at 3rd and Lincoln; it had be~n burning for some time 21: and made a smoke nuisance. and also stated that the pile had been burning m 'I more or less for the last 2 or 3 years and had caused the Fire Department I numerous calls and expense. The matter was referred to the Fire Department and the City Attorney to confer with the Manerud Huntington Company and , report back at the next Council meeting. ' I Councilman Barette reporting for the Parks Committee stated that the Street Department had put the roads in good condition, that most of the 221 poison-oak had been taken out and was being re~oved as soon as it was found I ,! and that the, Street Department had clearedthe grounds Bome. Councilman Bar- I ette stated that the Girl Scouts were very well pleased with the Condition I 1 of the community house, that it was in very good shape just ~t the present I time. An Ordinance regulating the use of the Public Parks of the City of Eugene " prohibiting disorderly conduct therein, the defacing or"injury of property, 40: the possession of fire arms and the killing or induring of wild life, and , prohibitng the use of the parks after ten o'clock p.m. of each day, other than for driving through the same, had its first reading., Councilman Stewart objected to the closing of the Butte Park as early as 10:00 o'clock. He stated if there were no objections he woul~ like to :1 appoint Mr. Strickland as Electrical Inspector, to start _as ,of July 1, 1944 II and that this name should be placed on the apy roll aD that time. If funds could not be secured Ii this way the representatives of the Service Clubs wanted to know what was the I: next proceedure the Council had in mind. The citizen members present stated i that all of the various organizations around town were backing this project and they felt there ~ould be no trouble in voting additional fund to complete the pool and insisted that the Coun6il get the project and have ,eve~ything in readiness when funds were available.
