Commi ttee was adopted.. street, Fire and Water, Health, Parks and Sewer Committee - no 'reports Councilman Hawn reporting for the Police Department 'regarding the matter of trailer houses on the properDY owned by Mrs. Elsie DeCoursey, 451 east 14th, stated that he had talked with this woman and that there was 13 only one trailer house now on this property. This one trailer house had the rent paid to August 1st ,and Mr. Hawn stated that he had told Mrs.deCoursey that he would tame the matter up with the Council and see if; they would allow this one trailer house to remain until August 1st. A motion was made by Farr- ington and seconded by Barette that this permission be granted. On vote this motion was carried. . Councilman Hawn stated that the Police Committee had a meeting regarding the licensing of bicycles and it was the committees recommendation that the 14 licensing of bicycles should be resumed. That the licensing should be enforced as of September 1st which is the beginning of the new school year. Councilman Farrington stated that one of the main reasons for passing the bicycie licen- sing ordinancewas. to control the lighting o~ the bicyoles, but that he was not sure whether the lights could be secured now. After some discussion a motion W&S made, seconded and carried that the Recorder be instructed to secure license plates if possible and if the plates could be secured the licensing to be started as of September 1st. These licenses to serve for the fiscal year ending June 30, 1945. . At this time Councilman Crumbaker enteredthe Council Chambers., Councilman Hawn reported th~t they had a meeting with the Humane Society and that the Humane Society would undertake the work on the dog control for I the fiscal year 1944-45 but that they would need the'$3,000.00 in the budget 15 and the $1,000.00 that had been suggested during the year 1943-44 and the revenue of the dog licensing for the year 1944-45. This would make a total sum of $4890.00. It was explaihed that there was only $3,000.00 available for this work. The $1,000.00 referred to had not been carried over into the 1944-45 budget and that the ,$800.00 revenue from the dog licensing had been set up in the budget as a revenue to off-set taxes. There was some discussion regarding the matter but no action was taken. Councilman Hawn stated that he and Chief Bergman had talked with the Police Matron and she felt that it, was necessary for her to have the use of her car. Councilman Hawn.explained that she was on call 24 hours a day and if she had a call at night it would be'necessary for the Police to make a 16 trip to get her and take her to the place of the call and it was the recomm- endation of the Police Committee that the mtter'be left as is for the rest J of the year 1944 and that the Manager the first of next year should make : wahtever arrangements he.thouglit necessary. A motion was made by Stewart.and : seconded by Koppe that the recommendation of the Police Committee 'be adopted. On vote all Councilmen present voting AYE, except Farrington, voting No. The motion was carried. ' Councilman Hawn inquired of the Recorder at thisttime if a report had . been made regarding the trailer houses which 'was ordered at ,the last Counoil meeting and the Recorder stated that .no re,port had been made. ' Mayor Large stated he had a request for the re-establishing of a 'quiet ; zone at the Sacred Heart, Hospital., Councilman Hawn stated 'that at one time 17! there had? been signs on tee Hilyard street side and", on the 12th street side of the Hospital and that he thought appropriate signs should be replaced for this hospital and also at the Eugene Hospital. A motion WfrS made by Hawn : and seconded by Barette and carried that appropriate s~gns be placed for both ,\ of the hospitals in an effort to provide a more quiet zone. I I Councilman Farrington stated that he had asked to report in ,the absence I . of Mr. Davis regarding the stTeet sweeper for the street department. He I stated it was the recommendation of the Street committee tha't the bid of the 18 i Columbia Equipment Company for an Austin Steeet Sweeper fnrthe sum of $492~OOOO i plus $100.00 for a broom filling machine should be accepted. A motion was made, by Farrington and I ,:.~. I I.; seconded by Barette and carried that the Street Committee recommendation be ,."...\~ ! adopted. . . Councilman Farrington stated the property owners ih the block between , ,I II Potter and University and 21st and 22nd streets were getting impatient re- garding the delya for the improvement of the alley in this block. Engineer 1" Clubb stated that the property owners had decided that the alley should be ,I 191: improved though the eniter block and that they had put up with him checks I to cover the cost of the work, but that on account of the shortage of help i: the street department could not get at it before late fall or this winter. I: The Recorder was instructed to write a letter explaing to the property owners the.cuase of the delay, that the City was not just neglecting the matter, but would make the improvements assoon as possible. I: There was several ~~ople present waiting for the rent control matter to I: be brought up and Mayor Large asked that the ordinance whihc hadbeen presented I' be read at this time. The ordinance was read in detail and Mayor Large stated r!! --he would allow limited argumentsfrom anyone concerned. Sam Rosenberg entered 20 ! a protest regarding the ordinance as drawn and questioned how the authority to set the date of January 1, 1943 as a basis of rentals was arrived at. He stated that the ordinance in this form would cause him to loose considerable i: money; that he had paid $31,000.00 for an apartwent house that under this ord- I! inance would not be worth over 20 to 25 thousand dollars. He felt that rentals I, should be based on thos charged at the presnt time and not to get back to Jan- t uary 1, 1943. I: I Chris Jensen asked if the ordinance would be passed at this time or read It just the 1st time and laid over and started to make nnmerous statements on l. behalf of the Railraid Unions. Mayor Large asked Mr. Jensen if he had crud- I 211: entials to show that he was representing the Railway Unions and Mr. Jensen stated that he did not have them with him but that he could get them, and \' ~ I, Mayor Large stated that a Union man had told him that Mr. Jensen was no~ re- i, i, presenting the Railroad Unions. - h l' 'I It was pointed out by one or two parties.in the Audience that there had " been numeDous complaints made to the OPA regarding rents in Eugene and that " , there had been some investigations made and that if this ordinance was not II passed OPA would probably move in. Mayor Large stated he would like to hear Ii 22!1 from some of the Council members in regard to the Ordinance. Counciln;tan Hawn questioned how the Executive Secretary of the Control Board could be financed. li! Attorney Calkins stated that Salem had been working under a similiar ordinance 1'1 and that they had started by paying an Executive Secretary $150.00 per month I: I; but at the present time was.paying $200.00 per month and that with printing !: and other incidentials their budget would amount to $3,000.00 a year. Council- I" man Hawn explained that he felt that it would be necessary f~ID the City of , b I:; Eugene to have a full time secretary for at least a year. Councilman Koppe l stated he felt in$pection charges should be included in the ordinance so that I the proposition would be self-sustaining. Councilman Farrington stated he did j'i ~:~ not feel it would be necessary to have a full time secretary but thought the I lij work might be handled on a part time basis probably from one to five oclock in I'; the afternoon. I: II It was suggested that an amount of $800.00 would probably provide for the II work .for the first 90 days. After some discussion the ordinance was passed to 'I \, its second and third readings by unanimous consent of the Council by title under ;, 23f suspension of the rules and was placed for final passage. On vote all Council- ! \: men present voting AYE, absent Davis and Wiper. The Ordinance was deolare~' : I passed ~nd numbered 8800. I A motion was made by Farrington and seconded by Hawn that the amount of ,\ t $800.00 in the Emergency Fund by marked for the enforcement of this rent control I: ordinance for the 1st 90 days. On vote this motion was carried.' I, " Departmental reports of the Police Matron and Eugene Water Board for June 'I I 241: were read and ordered placed on file. I' I': I: A letter from Otto Wentz asked permission to install a music box and allow Ii dancing in his restaurant ay 34 west 6th street. Mr. Wentz was present and II explained that he did not haye a liquor permit of any kind and that he would 251 see that dancing would be kept in an orderly manner. Attorney Calkins explained 1:1 that there was no ordinance against allowing dancing at the place of this kind II '\ providing he had no liquor permit, did not ~llo~ customers to bring in liquor I [' and consume it in the place. Mr. Gunn stated that it was necessary for t~e School I /".... r Board to expand thei~ office to take care of the new assistant superintendant '=>.(... I I I and the school physician and that the School Board was requesting permission 27 : to use the room on the southeast corner of the building now occupied by the 'I Playground. and that it was their understanding that the additional rental for the room to be $35.00 per month. A motion was made, seconded and carried that .' this request be granted. I The Recorder reported that the contract with the Rural Fire District ! No. 1 had been signed by the proper officers of the distr~ct and that it was 28 ready for signatures by the City. The Mayor and Recorder were instructed to I execute this contract with tpe Rural Fire District No.1. An.,Ordinance providing for the nomination of indendant candidates for elective municipal offices by certificates of nomin~tion by individual 29 electors having had its first reading JUly 10th was r~~d at this tim~ and passea to its third reading py unanimous consent of the Council by title under sus- pension of the rules .and was placed for final passage. .on roll call all Councilman present voting AYE, absent Davis and Wiper. The Ordinance was declared passed and numbered 8801. A contract w~th George C. Stanley regarding the use of the 7 foot set- back on the 13th street side of the property at the northwest corner of 13th 30 r and Oak was read at this time. This contract was signed by Geprge Stanley I and a motion was made, seconded and carried that the contract be ratified and t the Mayor and Recorder be authorized to exeCute the same. Mayor Large explained at this time that the State Sanitary Authority was aSking that the City make certain tests for information regarding Sewer Disposal , plants. That the'Work was to be done under supervision of Engineer from the ,I I~ State College. Mr. Clubb stated that in addition to taking samples the City 35 .:i probably would be ex~ected to purchase recording gauges. He thought the gauges I would not cost over 75.00 and that the entire work probably would. not cost i more than $150.00 or $200.00. It was p'ointed out that it was in connection I with the Sewage Disposal platn to be built by the City and that the 'funds could j I. be taken out of the Sewage Disposal Fund. A motion was made by Koppe and 1'1 !: seconded by"Hawn and carried that this work should be done by the City and,that I' .. the expense should come out of the sewage disposal fund. i ~ I!t I' Councilman Stewart thought some provision should be made to cover cost of i " the enforcement of the rooming house ordinance. A motion was made by Stewart i' and seconded by Farrington that the amount of $300.00 should be ta~en from the I; ! Emergency fund and paid to the City-Lane County Health Department for the en- 36 !I forcement of thia ordinance,. 'On vote this motion was carried. ' I ,: At this time Councilman Hawn stated that Mr. Wiper had asked him to present his oral res~gnation to the Council and to express his regrets to the Council I I: that it was impossible for him to continue the work. A motion was made, seconded I' and carried that the resignation of Mr. Wiper be accepted. , Mayor Large was !:: instructed ,to send a letter to Mr. Wiper expressing the Council regret on I account of his resignation and thank Mr. Wiper for his services. Mr. Hawn I; stated that it was custom~ry for the senior member to name the succes~or for I:: 37 Ii the council but that Mr. Wiper had suggested that Edward F. Bailey should be I; appointed at th~s time for Councilman from t~~ 1st ~ard and that he was recomm- " ending to the Mayor that this appointment be made. Mayor Large stated that he I, e felt Mr. Bailey should make a good councilman and that he was recommending his f! I. .. . . .. name as Councilman from the lst ward. A motion was made by Farrington and I! seconded by Koppe and carried that tp.is appointment be confirmed. .
