The meeting was called to 0rder by Mayor I Large. All Councilmen present. Edward F. Bailey appeared as a new member 1 of the Council from the Fi~st Ward. He had taken oath of office before the Recorder on August 1st and at this time was welcomed to the Council by' Mayor Large. Mr. Cecile W. Stewart presented a petition to the Council signed by 2 28 individuals asking that the City construct a sanitary sewer from 25th to 28th on University, Potter, Harris and Kincaid. ( 'I Councilman Davis reported that the Street 'Department would need 10 . 15- tons of MCa asphalt for street repairs later in the season that would cost I $310.00 and stated that this should be purchased before September 1st. A motion was made, seconded and carried that this asphalt be purchased by the Street Department. " ' I . Councilman Bailey report.in~ for the ~ealth D,epartment stated that the I matter of the complaint from Mrs. Snow, 1012 west 2nd, regarding a smoke i n~isance from'the Central Heating .smoke sta~k had been referred to his comm- 16 ittee. He stated that the plant was in the industrial district and that the I Central Heating Company said their work would be done in about a week. Mr. I Ba:iley stated that this might be disagreeabl:e but did .not constitue a health nuisance and it was the recolrunendation of the committee that nothing, be done r~garding tnis matter. Councilman Hawn reporting for the Pol:ice Coromi tte,e brought up the queation of licensing of bicyles. He state~ that it wo~ld be impossible 17 to' get the license plates before the latter part of September or October an'd in view of thfs fact the coromi ttee was r.e~oromendin~ .that the license. places be ordered to read for the year 1945 and that. the Police' Depart- 'ment should start issuing these. license pla~es as soon as they we~e avail- able, but that they would serve for the balapce of this year and for the full calendar year 1945 ; that the, public be required to secure the plates as' soon as they are available. A motion was. made, seconded and carried th~t trhe recommendation of the committee be ~dopted. I ,Mayor Large stated there had been complaints on account of the Pacific I Fruit Company parkingtrucks at night on both side of 4th street.' It was I claimed that on this account there. had not b.een room fro traffic to pass. 18 i Th'ere was some discussion by the Council and, the Chief of PolilCe was ihstr- 1 i ucted to contact the manager of the Pacific Fruit Company and see if this condition could b~ remedied~ , , Mayor Large stated that he had a complaint regarding a fire ha~ar~ , both on 4th and 5th streets at the same location. Councilman Stewart stated 19: that similiar complaint had come to the Fire: Department and that he and rire I Chief Nusbaum had made an investigation during the afternoo~ and that. pa~t of' the ,fire hazard had already been claened ~p and that tpe rest would be taken care of immediately. Councilman Bailey reported that a sign post had been broken off at : the Safeway store on Charnelton an~ Broadway. and that ~t had left a stubh 20' sticking out that was danger?us. This matter was referred to the Str~et. - Department for lnvestigation. 1 Mrs. Della S. Masengil made a protest to the Council regarding the : proposed qannexation ~f part of Chambers Addi~ion. She. stated that there , haa been numerous newspaper articles concerning this but that some 50 , residents in this neighborhood had not been notified; that she herself 2li worked nights and was unable to attend the annexation neetings and some of : the residents worked in defense projects and they w~re unaware of the.pr9- posed annexat1on. Mayor Large explained to her that the matter had never yet been presented to the Council; that the Committee from the district I outside of the City limits would be having a meeting in the Council room ; tomorrow evening at 7~30. p.m. and t~at she. should. make a protest to_th~s comm~ttee and that later when the proposition had been presented before the I: Council she could Bel given an opportunity to make a protest then. ,: Mr. Patrie C. Collins was present and. asked for permission for an Auto Wrecking establishment at 7th and Filmore. Engineer Clubb explained, 22 that this was in a light industrial district and that the zoning ordinance provided that such an establishment should be .in zone 4 or the heavy indust- rial district. This matter was referred to the Board of Appeals. . Councilman 'Farrington brought up the question of examinations by the 1 Electrical Board. He stated that on account of the Electrical Board not . 3 holding examinations at regular interv~ls the Engineer ~epartmen~ had ~een 2 in the habit of issuing temporary perm~ts and that he d~d ~ot th~nk th~s was good practice. He explained that at the present time the City had only a part time r Electrical Inspector and that the Budget had provided for a full-time man. " . The Mayor stated that Electricians had told him that Mr. Carlyle, the ex- i'l 24 I': electrical inspector could be secured for the full time work by offer~ng him I the $200.00 per month as provided in the budget and in addition to this the I amount of $200.00 set up in the budget for repairs of the traffic signal " lights. That this amount would make amonthly salary of $216.66. One of the letters were concerning the trailers at 754 :~ Lincoln which had been ordered removed from the City and the collection of I -."1\1..' garba@e and refuse at 686 Filmore street on property of Patrick Collins. #' " Another of the same date-was regarding complaints against -the Snappy Service 'r'-; ('- No.2 whichthe Department had referred to Dr. Helterline for attention and { . a letter dated 'August 3rd ~egarding mosquitos on the Amazon. Councilman Davis explained that the Street Department was working with the Amazon and that as soon as the matter was dried out it would be burned and that the pools of water would be oiled. . A letter dated August 10th from the Lane County Health Department regarding' Roomi~ houses which had been referred to the Department was read. 32,: Plac.es not recommended for permits were Central Rooms, 862 Pearl; Morrison Hotel, 667 Willamette; Anderson Apts, 731 Willamette and 560 Postoffice Drive. Eighteen rooming house applications had been presented to the Rec- order which had been okay'd by the Lane County Health Department. These 18 carried the signatures of approval of W. E. Nusbaum, Fire Chief, and C. F. Bergman, Chief of Police. Councilman Stewart explained that. it was the request of the Fire Committ that these 18 applications should be held over until such time that the committee could determine whether the Fire Chief actually visited the places and made the proper inspections. On Account of this request the applications were held over for further investigation. I I , i Another letter dated August 10th received from the Lane County Health j Department addressed to Councilman E. F. Bailey was read at this time. This 33! was in regard to sanitary conditions in the block bounded by Potter, Univer- sity, 21st and 22nd streets also protesting the open ditch on the east side I of Kincaid at 20th street and on the north side of 20th between Kineaid and I : Alder. A letter from Harry C. Martin, 1294 west 6th was read. Mr. Martin is renting the house at this location from the City with a rental of $15.00 I per' month and in his letter was asking for a years lease at the same price. 341 He explained that he had bought a place outside the City and was moving out and would sublease the house but that he wanted to hold the house by the I , lease so if case he was called into the ,Army his wife could move back funto , town. A motion was made by Farrington and seconded by Barette and car~ied that the Recorder notify Mr. Martin that the City did not care to make the lease for the place under those conditions. I " A complaint from Owen A. Thompson, Route #1 regarding an interest 35, charge of $5.79 on walk repairs fro part of lot 5, block 6, Packards Add- ition was held over for further investigation. , A contract between the City of Eugene and F. H. Stickley for the rent of the cantonement site at the airport at a rental of $25.00 per month for one year was read at this time. Mr. Stickley had tendered a check of 36 $300.00 in payment for the year rental. A motion was made, seconded and carried that the Mayor and Recorder be instructed to enter into this contract with Mr. Stickley. The School District No. 4 had made arrangements to add to their present office in the City Hall room number 8 in the southeast corner of the second floor. A new lease had been drawn and was read at this time. This lease 37. provided for rental of $85.00 a month for the fiscal year beginning July 1, 1944'and ending June 30, 1945. A motion was made, seconded and carried that the Recorder and Mayor be authorized to enter into this lease with the School Board. Mayor Large reported that since the last Council meeting he had appointed the following persons as members of the Rent Control Committee;- Colonel l. H. Tierney, C. S. Dillon, Edith Gardner, D. B. MacFayden, E. A. 38 Barette. The Mayor eocplained that the committee had met and chose Colonel : Tierney as permanent chairman but that no secretary had as yet been appoint- ed. A motion was made by Hawn and seconded by Koppe and carried that the Committee as appointed by &ayor Large be confirmed by the Council at this time. Mayor Large stated that the City had received a pumper from the O.C.D. I and that the Southern Pacific Co. was asking that the Council loan this pumper 392;) to the Railroad Co., for use in thier l~cation just outside of Eugene. There was some discussion by the ~ I [i Council as to the securing an Audit and the matter was referred to the ',' 4 '; Finance Committee to make an investigation and report back at the next .. . ~, " ~:: Council meeting~ Ii Mayor Large explained that Fire Chief, Nusbaum had been designated " as property custodian for various articles received by the O.C.D. but that ( 4111 Mr. Nusbaum had not made a report as to the articles that he had received. A motion was made by Crumbaker and seconded by Hawn and carried that Mr. t Nusbaum be instructed to present the Council with a written inemized list 1\ d of the articles received up to this time and that the additional articles I' ,I: received Bhould be reported in writing at the time they were received.
