The minutes of the regular meeting of the Common Council held Monday ",,p

I: evening' August 28th at 7:30 P.M. All Councilmen present except Bailey. The '~4;;';1
meeting was called to order by Mayor Large.

Ii Dr. Gunn, Superintendant of Schools, addressed the Council in regard
II to paying rental on room 8 for the months of July and August. The lease that
~; the Council passed on at the meeting of August 14th provided rental should be
I paid from July 1st. Dr. Gunn stated that he felt in as much as they had not
occupied the room as yet they should not have to pay the rental for July and
i
1 !i August. Dr. Gunn also stated' that instead of a yearly lliease they would like
to have a 2 years lease for the offices~ It was pointed out that the room had
been occupied by the Playgrounds and that the City was not receiving rental
t for the room, and that the request by the School Boa~d for renting the room
i was not made before the middle of July. A motion was made by Farrington and

I: seconded by Crumbaker that the rental of room 8 at $35.00 should start as of
I; August 15th and the rental of the balance of the offices occupied by the
Ii School Board at $50.00 be from July 1st, that a new lease be drawn for the 2
ti year period ending June 30, 1946.

I, F. H. Stickley addressed the Council regarding the Council's action on
, August 14th and August 17th regarding the lease for the Cantonment site of the
"
, Airport. He referred to the lease tendered him by the letter of August 15th
n
[ and stated that he felt this made a bonding contract with the City and that the
Council should not have recined thier action on August 17th. Councilmen Farr-
'ington, Crumbaker and Barette agreed,that the Council should not have recinded
r thier action of August 14th without consulting Mr. Stickley. Couhcilman Hawn

I.~ stated that he felt that the rental of $300.00 that Mr. Stickley had offered
21: was not sufficient and that some adjustment should be made in the price of the
I: rental. Attorney Calkins ruled that since the Council passed on the lease
I and that it had been mailed to Mr. Stickley by the Recorder and that as Mr.
I', Stickley signed the lease 'and put in the mails that they had made a contract.
I: A motion was made by Farrington and seconded by Barette that the original

I L action of the Council on August 14th leasing the property to Mr. Stickley be

I: reinstated. On vote this motion was carried. At this time Mr. Stickley add-
ressed the Council and stated that he was fully aware of the recapture clause
I in the original lease when he signed it and now that the Council had reinstat-
I ed, the lease her would make the following proposition,;. tha t since he wished to
I: put in a crop, that the Council drew a new lease protecting him for a year and
I for such lease he would pay the City a rental of $600.00, but that he wished

I the Council to take action at this time and that he would tender a check at
once. There was considerable discussion regarding the way in which the new
i lease should be drawn and Mayor Large explained to the Council that what Mr.

I ~ Stickley was asking for was a new lease on the property for a year regardless
1'1 of what the City might want to do with the property in the meantime. Council-

, man Hawn and Crumbaker objected to the Council passing a new' lease before it

" had been drawn and read in Open Council meeting and insisted on the matter of

" lease for,a year and insert a clause the t if the City wished to make any other

I' arrangement regarding the property that Mr. Stickley would be reimbursed for

~~ the labor and costs of planting the crop but that he felt Mr. Stickley should
r' not be reimbursed for the ,price of the crop an~ Mr~tStickley stated that that
i arrangement would be satisfactory to him. A motion was made by Farrington
!' and seconded by Stewart that Mr. Stickley's offer of $600.00 for a year rental

[i be accepted and that the City Attorney should draw a lease as indicated above
I' for the year and bring it in at the next Council meeting. On vote the motion
II was ,carried.

i: At this time Councilman Hawn stated that the matter of entertainment

I! for the MeKican workers in Lane County had been called to his attention. That
I,: they were housed in camps around Eugene and had no place where they could con- ,

Ii gregate for entertainment and no libraries where they could read. He stated
I' that the libraries were of no value to them and that they needed Mexican liter-
I' ature; that it was his understanding that there were some 4,000 mn the camps

in Lane County. Counci~an Hawn stated that there was nothing the Council
I II could do about it at this time as there was no money available for use for
,I this work but that if the matter was referred to some committee with the

Ii Council backing something might be worked out. Councilman Hawn stated that

1'1 Dr. Paul VanDevelt was present and asked him to address the Council. Dr. Paul

I,. VanDevelt stated he had lived 20 years in Nexico and that he felt there should
I,; be some arrangement made whereby Me~icans' could have some entertainment and
II that if such a place was provided he could get the necessary literature. The
matter was referred to the Police Committee to see what could be worked out.

I Kenneth Geiger was present and stated th~t he had been overseas with

~,",I the Army and had been given a Medical Discharge. That he and 2 other ex-army I
'<, ,~,' i men who had Medical Discharges had been planning on getting into business and
~;~~, that they wished to open a "Cocktail Louhge". He stated there would be no

/(' , dancing and no floor shows; that they were asking for a Service License and
4: that they could get the backing ,of Tony Ramig, local representative of the
j Liquor Control Commissimh, if the Council was agreeable. Mr. Geiger stated
, that it had been considered Eugene was not a drinking town but that he had
made an investigation and that 90% of all those over 21 years of age in Eugene
were holding Liquor Permits. Councilman Farrington stated that he did not
think this was the time and the place to enter into a discussion of this
matter. That If Mr. Geiger wqnted a permit of this kind that it should come
in writing in the regular form ~nd be presented to the Council.. Councilman
Hawn stated he had talked to Mr. ",Geiger and for himself he had no objection
but that the Council should realize that if this request was granted there
would be other requests before the Council. Councilman Crllinbaker stated
that he thought the application should come Before the Council in the usual
florm before the action was taken. But that they were to vote on whether
Service Licneses should be allowed he was ready to vote NO and Councilman
Farrington sta~ed they were also ready to vote NO. Mr.. Geiger was told if
he wanted a Service License he would have to present a written application
before the Council.
Colonel Tierney was present and stated that the Rent Control Ordinance
provided for an Executive Secretary but that the salary was to be set by the
Council. He stated that the Committee was ,in needof a secretary and was
asking the Council to set the salary to be paid. He stated that the labor
would be light but that it would be necessary for the girl to be at the office
all day and that the Committee thought the salary should be about the same as
5 the girl in the Recorders office. It was stated that the Council would be
wiiling to, leave the matter of the salary up to the judgement of the Rent,
Control Committee but colonel Tierney insisted that the Council should name
the salary. A motion was made by Hawn and seconded by Crumbaker that the
Committee secure a Secretary-ay a maximum salary of $140.00 per month. On
vote this motion,was carried.

I The Lane County Land Department had notified the Recorders office by
I Registered Letter that they had an offer on lots 17, 18 and 19 in McClarens ~
Plat, and the Recorder was authorized to pay the taxes in order to protect
20, the City Liens. A rental of $15.00 per month was set for the house at 1294
r West 6th, Street. The offer of Astrid Lindsay for lot 8, block 4, Pearl Add-
ittion came in too late to be included in this meeting and referred to the
I next meeting.
Ii Councilman Davis reporting for the Street Department stated that the
I necessary repairs had been made at 'Broadway and Charnelton streets and asked

I. time. City Engineer Clubb had made an estimate of the streets that were in
21' need of repairs which could not be paid out of the present budget allowance.

[: The estimate was for 30,000 lineal feet 20 feet wide and that the costs, of
the rock and asphalt to complete the work was $3784.60 and the Street Dept.
t: was asking that this amount be alloted to the Street Department out, of the
Emergency Fund. A motion was 'made by Davis and seconded by Barette and
Ii carried that the sum of $3784.60 be paid out of the Emergency Fund for repairs

" ittee that the sampling for the Sewage Disposal plant was going to cost

I 221 considerable more than the original estimate; that the amount would probably
I" come to $500.00 and that perliminary work was being doen regarding the sewer

motion was made by Farrington and seconded by Hawn and carried that thisapp-

Package Store Class B license from Luther J. Peterson and an application of

Davis and carried that this request be granted.

granted.
A petition from property owners asking that Jefferson street be sub-
30 stantially improved between 19th and 22nd was read and referred to the Street
