Engineer Clubb stated that the reason this had been referred " to the Council was that later on this might create a nuisance if not properly I, i: taken care of. Councilman Farrington stated that the Recorder had referred"to the Finance Committee the question of re-employment in the Fire Department of C. C. Ball - that Mr. Ball had been given a leave of absence"on February 22, 1943 to join the Civil Air Ratrol. That re was back in Eugene at the I present time on a leave of absence and that he had stated his discharge I papers would be received at an early date. councilman Farrington stated 16 th~t it was the recommendation of the Finance Committee that C. C. Ball be , I re-employed'as a member of the Fire Department at the same standing as other I workers when given leave of assence and his name be placed on the pay~roll i at a salary of $195.00 a month which was in keeping with the salary increases I that had been given other employees in the same bracket at the time of his leave of absence. There was some discussion of the matter and Councilman Davis stated that in the absence of the recommendation from the Fire Chief he thought that the matter should be post-poned. Councilman Hawn explained to Mr. Davis that the employees in the Fire Bepartment were under Civil Service and that the Fire Chief had no authority to recommend a leave of absence or to say when an employee should come back but that it was up to : the Council. That the Council had given the leave of absence with the under- i standing that Mr. C. C. Ball could return to the department. A motion was I I made by Councilman Farrington and seconded by Crumbaker that as soon as ; Mr. C. C. Ball received his discharge papers that he be reinstated in the I i Fire Department at a salary of $195.00 per month. On vote this motion"was I I carried. . " At this time Councilman Barette presented a proposed amendment to the Rent Control Ordinance No. 8800. This amendment had been prepared by I Colonel Tierney. Col. Tierney was present and addressed the Council and ! stated in his remarks-that this proposed amendment had not been passed on , by the Rent Control Committee. Councilman Barette explained that 2 of the : members of the committee had been out of town; for that reason no meeting 17 of the committee had been held. The proposed amendment stated that .this I was a critical area and there was considerable discussion by the Council as i ! to whether this should be included in the Ordinance. It was suggested that I : the matter might be referred to the Juciciary Committee and the City Attorney I and Colonel Tierney stated that if it was referred to the Committee he wanted I ! the committe to see him at the office and get 1st had information of conditions as they existed. Colonel Tierney had addressed a letter to the Federal Rent ! Control Division in the Bedell Building Portland. The carbon copy of the -I reply to the letter under date of September 15th had been sent "the City Attorney and he quoted from the letter and explained the situation to the Council. Councilman Hawn let the discussion in favor of the proposed amend- ment by Colonel Tierney and was supported in the-Amendment by Counc11men I Bailey, Koppe and Barette. Mr. John E. Davis was present and stated that he had been appointed by the Labor Unions to endeavor to get Federal Rent Control in the Eugene-Springfielf area and stated he was in favor of the proposed amendment being added to the .! City ordinance. He stated that there had been requests on file for 25 days 'I I: asking that investigations be made of the conditions of 17th and Olive and I' I' nothing had been ~one as yet. The question was called for and on vote was i: carried. . Ii Councilman Davis reporting for the street committee stated,that it Ii was the request of the Street Committee that Hefferson street from 19th,to I" I: 24th should be improved by grading and gravelling and the City Attorney was i: instructed to prepare the improvement ordinance and the ordinance adopting the / plans and specifications of the City Engineer and have them ready for the next 18 r Council meeting. Councilman Davis reported that it was the ,recommendation of Ii the Street Department that nothing be done at this time regarding the alley I: back of the Irish Swartz store. Councilman-Stewart reporting for the Fire and Water Committee stated I: i'i ,that the 3000"fcet of ' fire hose had-been received from the Howard 'Cooper Co., 19 I' < on September 20th and Councilman Davis stated that the hose had been tested 1': by the Fire Department and the Recorder was instructed to release the warrant I! in payment of the hose. I! . Councilman Stewart stated he had received a request for a light to be installed at 12th and Almaden street. He stated he had investigated the sit- Ii uation and had dis~ussed the matter with Councilman Davis but did not have I! opportunity before the Council meeting to contact Councilman Crumbaker. The 20 : Recorder reported that the Eugene Warer Board ,had inquired about re-installing I, !: the light on the highway at the north end of Sylvan Drive and Councilman II II I; Crumbaker stated that he had a request from Dean Kraft that this light should I' be put hack as it was a dangerous place. A motion was made, seconded and i: carried that the light at 12th and Almaden be ,installed that the light at the I' I north end of Sylvan Drive be re-installed. I ~ I. I: Health Department - no report / (' I! Councilman Barette reporting for the Parks stated the shelter on 6th I: between Olive and Charnelton had been removed and entirely cleaned up. I: I' i! Councilman Crumbaker reporting for the Sewer Committee presented the II Engineers estimate of the cost of constructing the sewers between Alder and t!l i.' Hilyard, 24th to 30th; between Alder and Kincaid 25th to 30th; Kincaid and I' 21 I~ Harris, 25th to 30th, Harris, 25th to 28th; alley Harris and Potter 25th to I: 28th; Potter, 25th to 28th; Potter and University, 26th to 28th. The total /, cost as estimated, $17,647.75. Several of the lots in this district were II II owned by the City and the cost of construction was h~gher than the appriased " valuation, so that the entire amount could not be bancrofted. The matter was /' 1'\ ~j referred to the City Attorney as to how the difference between the amount II possible to bancroft and the total cost could be met by the City and the City I!i Attorney to draw up the necessary improvement ordinances and ordinance adopting I: II t~e plans and specifications of the City Engineer to be presented at the next II Council meeting. d l! Councilman Hawn reported that they were 2 employees short in the Police I; Department and that the 1st of the month there would,be a' 3rd man off. Mayor , Large expla~ned that there were 2 or 3 applicants that had come in during the 22 :i day and there would probably be enough to fill the positions by the 1st of the I: month. r! I" I: The departmental report of the Eugene Water Board for Sewage Charges 23 II for the month of August was read and ordered placed on file. if The following curb cuts were approved by the Council as recommended II. II The following letter from the Board of Appeals was read, and adopted as approved by the Baord of Appeals: . Ii "The Board of Appeals received from J. E. Kilborn a 1:'equest asking permission r i to hand a metal chimney from the ceiling in his service station at 310 Eighth 25: avenue east. This is a frame building with a continuous row of windows around !I the main room and Mr. Kilborn feels that a regular brick chimney would be ve-ry !! much in the way. A request to convert the house into two apartments was granted to P. L. Durkee on May 1, 1944. The board recommends that this request be granted. A request was received from Warren U. Olsen to be allowed to remodel the building at 527-531 Monroe street. The Board,recommends that this request be held up pending the submission of plans and details. Graham B. Smith appeared before the Board on behalf of the Sterling Furniture Co, located at 67 East Eighth avenue. They desire to extend the balconmes to completely cover the entire floor space, and are asking for a waiver of the seven foot clearance in one portion of the store room. The Board recomm- ends thatthe request be granted. " . The following Rooming House applications had been approved by the Lane County Health Department, Chief ofPol:!.ce and Chief of Fire Department, were read. Nat'l Bank -- - -681 Willamette An item of $370.00 for payment of interest on Series -H- Refunding 27 Improvement bonds was presented by the Treasurer and a motion was made, seconded and carried that a warrant b~ drawn fo~ this amount. An application for a transfer of Class B retail and Class B package store beer license from A. L. Marshall, 550 east 13th to Max J. Robinson was approved by the Council. A request from Cecil Caldwell, Ruth Caldwell, 28 Louis P. Artau, P. R. DeLeMare for a transfer for Restau~ant and package I store 'class A license for 845 Willamette from Aneita Behnke and H. C. Burr, was presented to the Council. This had been brought to the Recorders office at 5;00 p.m. and the Police Comm~ttee had not made an investigation. Council- man Hawn stated that in order to a void laying over this matter that he would move that application for the license be granted with the approval of the Police Committee which would report to the Recorder on September 26th. On vote this motion was carried. ' , A resolution passed by the Eugene Chamber of Co~erce on September7th i was read at this time. This resolution was approving the proposed annexation , of Chambers and Westmoreland additions to the City of Eugene, and requested 29 ; that the City officials give whatever assistance they could to this project. Mayor Large stated that he had received a telephone call from N~. Hayden and anf they were read to circulate petitions. Engineer Clubb stated that he had the description of the property prepared and .the City Attorney was directed to prepare petition forms for circulation. The Recorder was instructed to addfress a letter to the president of the Chamber of Commerce thanking them for their interest in the proposed annexation and advise them of the City's assistance in the matter. A ietter from the Christian Business Mens Committee approving the 30 action taken by the Council concerning V-Day resolution was, ordered placed : on file. .1 i Mr. John E. Davis addressed the Council at this time and stated that I an effort had been made to obtain emergency housing for the Eugene-Springffeld 31: area, and stated that Lodge #542 of which he was a member had on the 20th day , of September, 1944 passed the following resolution;- . , "Resolved that Lodge #542 is in favor of Federal Housing for the Eugene-~pringfield Area." i I Chairman of 13 different lodges had signed the letter presented by Mr. Davis I I stating they were circulating petitions amoung their_re$pecti~e emebers.. A : copy of a letter dated September 25th from the Eugene Chamber of Commerce to I Fred Cuthbert, Mational Housing Agency, Corbett Building, Portland, was read I at this time. Tfuis letter was endorsing the request for immediate construct- I ion of a temporary federal public housing project, of sU'f1cient size to I accomodate the additional workers now needed by employees in the Eugene area. I I Also a letter from H. J. Cox, secretary of the Willamette Valley Lumbermens I I Association was read at this time. The Lumbermens association had addressed ! I a letter to Mr. Cuthbert requesting construction of a necessary number of temporary housing units in.t~is_communityyand requested action of the Council in regar~ to this matter. Whereas it has come to the knowlegde of the Common Council that the War Man- " power Commission has completed a ,resurvey of the labor shortage in the Eugene I' t.~ area with a view to determining the need of housing, therefore, ;'1 , II Be it resolved by the Common Council of the City of Eugene that the Council unanimously endorses a request for immediate construction of a temporary Federal Publmc Housing Project of sufficient size to accomodate the additional " workers now needed by employees in the Eugene Area. .' Anlthat the Council further adds a recommendation that consideration be given .t~_ the construction of temporary housing units in areas adjacent to lumbering activities whereby workers employed in mills and in logging can reach their employment without longrange transportation. I, ;' The Council further endorses any aid that may be given the .City of Springfield '" " where the construction of a new alcohol plant will soon start. This was a request from the school board to the City Ii asking for the vacation of High, Mill, and Ferry streets between 19th and 20th 32 I: avenues east and 20th avenue East between Pearl and Mill. A motion was made, I,; seconded and carried that this matter be referred to the Planning Commission I:': for a report back to the Council.
