I 1\00 .",~ (f1'':' The minutes of the regular meeting of the Common Council held Monday TI evening, October 9th at 7:30 P.m. The meeting was called to order by Mayor I -, Large. All Councilmen present except Farrington. .Councilman Crwnbaker stated that he had received a telephone call from Fred Cuthbert stating that a Mr. Moore was traveling thru the county in interest of the Federal Housing and would be in Eugene Saturday October 14th at ~~:30 A.M. for a short time. That Mr. Moore was very well informed on 1 City Manager affairs and that it would be advisable if the members of the Council would meet Mr. Moore at this time. Councilman Crumbaker stated that he would ask the Recorders office to inform the Council later in regard to the time and place of meeting. I i Street, Fire & Water, Health, Parks, and Sewer Committees - no reports i I Councilman Hawn reporting for the Police Committee stated he had been . I informed there. had been anotaer accident at 22nd and Onyx and recommended that I this should be made a stop street going north and south on Onyx. He expl~ined 18 : that on account of the high bank at the northwest corner of th~s intersection I that this was a hazardous place. A motion was made, seconded and carried that I the street department be instructed to place stop 'signs on Onyx on both the I north and south sides of 22nd. i I I Councilman Bailey called attention to the hidden place of the stop I I sign at Hilyard and 19th. He stated that there was a tree in the parking 19 . just behind the sign and was recommending that the tree should be removed. This matter was referred to the Parks Committee to report back at the next Council meeting. Councilman Hawn also reported there had been a cowplaint about the .failure to obey the stop sign on the south side of 17th and Caarnelton. He stated that this was at the corner of the 'high school and failing ~o stop going north on the intersection created a -hazard. Councilman Hawn stated it 20 was his recon~endation that a stop sign should also be placed on the north of 17th at Charnelton making this intersec,tion a stop street for traffic both north and south bound. On motion made, se'conded and carried the recommend- ation was adopted and the street department was authorized to place the sign. . . I . w. S. Hayden addressed the Oouncil 'at this time and presented' a petitio which carried the signatures of about 250 ~eople requesting the annexation of certain territory .west of Eugene. Mr. Hayden explained that this territory 21 was approximately a half mile east and wes't and extended from the south line of tae Oregon Electric Railway to 200 feeu south of the old City Airport. That the west boundary of. the territory to be annexed was ~he section line running north and south. The description in the 'petition was read by the Recorder i and after some discussion by the Council a motion was made by Hawn and seconded by. Bailey that the City Attorney be instructed to prepare the necessary papers : providing for a special election for the annexation of this territory. The ordinance and the necessary papers ~o be presented to the Council at the next meeting on October 23rd.- . . The departmental reports of the City Engineer, Police Department, Police 22 I Matron and Health Department for the month of October was ordered placed on , ,. fiibe. , I i The following letter was read from the Board of Appeals ;- 23 I "The Board of Appeals has recei ved a reques't from Lawrence Jensen to ~e allowed to, remodel a resid'ence at 1251 Emerald street to provide a two room upstairs I apartment. The Board recommends that the -request be granted." . . . , i On motion made, seconded and carried the request was adopted as recommended. j Curb cuts from Earl Gregg, 1460 Villard street for a 12 foot cut and 24 from G. L. Burks, 1410 Orchard streets was approved as recommended by ~h~ City Engineer, W. C. Clubb. . An applmcation for transfer of Package store class A license from Vera I H~ll and Effie Goodale, 395 west 11th to Emil and Eileen Schultz was granted. 251 An application for change of location of Stillman K. Sharp sign,ed by 10 residents requested that the City .."... II clean up the mess, in the parking at the Eugene Foundry, 8th and Ferry. The II recommenda tion also included that the City Require the lengthening of the smoke 27: stac~ which was creating a nuisance. ~he matter of the cleaning up <;>f the lj parklng was re~eI'r,eddto the Parks Comrnlttee and that of the lengthenlng of the t~ smoke stack to the Health Committee. , 11 A letter from John H. Quiner, addressed to Mr. Clubb was read at this I! time which was as follows:- " I, . A motion was made by Councilman Hawn and seconded by !,: I: Crumbaker that Mr. Campbell file with the Recorder a certified copy of the ~i records before the original was returned to Mr. Campbell and that in the Ii future these requests should be accompanied by a certified copy from the ,t person requesting the permit. II ~ "This is to thank you for your recent action in reinstating me to the position I held on the Eugene Fire Department prior to my having been called away for I I: active duty with the Armed Services. I I have already interviewed Chief Nusbaum relative to my reinstatement however, Ii 30 I. and was informed by him at that time that my position on the Department was ~:l ,{ irrevocably filled by one of the other less ~ualified members of the Depart- [,: ;1 mente L Mr. Nusbaum also advised me that should I wish to stand on my rights in the ,'I ,I matter, I would in the final analysis, have him to buck thoughout the entire j' I affair. II It also seems that a couple of Lieutennents or Shift Leaders have been pro- i I! moted during the seemingly, convenient absence of other members of the depart- 'i'( ment, while away with the respective units of the Armed Services, two members h , 'I of which are more eligible for the positions mentioned than one'of the men, Ii II who in their absence, has, outside of the realm of Civil Service, now been I' advanced to this post. ,I II In any event, this spector of the future, if I may call it that, along with i.! , the certain recollections of similas sycophancy in the Department in the ,i Ii past, had prior to my reinstatement by yourselves, caused me to accept a I; position elsewhere and influences me at this time to not disturbe further, II the vacuous incomprehensiblaties of the executive aspect of the Department. This, then Gentlemen, is in effect, my resignation from my reinstated status II &n the staff of the Eugene Fire Department and I respectfully request that I' ,~ it be accepted as such. II With best ~ishes for the untimate welfare of the Fire Department. " I I, I The matter was referred to the Fire and Water Committee to report back at II !I the next meeting. 11 I In regard to the proposed assessment for the costs of the sewer on i: " Kincaid, Harris and Potter streets, between 25th and 30th, Attorney Calkins 'i explained that since the cost of constructing the sewer against the lots owned I' I. 31 !: by the City would be in excess of the amount that could be bonded-there was I: no provision made for taking care. of this amount. Mr. Calkins explained that it wa~apermissable to transfer from the General Fund to the District Improve- I: ment fund to pay this excess cost but that the amount could be borrowed from I I: the General Fund with the provision to be in the next budget for the return i; II to the General Fund. He explained that this post - N .j had been placed there at the time of the opening of the College Hill Distra:ct I and that it had no other significance. A motion was made by Hawn and seconded I by Crumbaker and carried that this post should be removed. , Councilman Bailey stated that he had been contacted several times about the delay 'in improving the alley between 21st and 22nd and Potter and Univer- 34 sity.
