On motion made, seconded and carried- the recommendation of the Committee was I i accepted. j Councilman Farrington stated that it was the recommendation of the I Finance Committee that the salaries of Robert Roe and John Quiner be increased i 12' by $15.00 per month retroactive as of October 1, 1944. This $15.00 per month I to be considered as a bonus and to apply for the balance of the fiscal year. After some discussion by the Council a motion was made by Davis and seconded ( by Bailey and carried that the recommendation of the Fihance Committee be adopted. ~' ... ThJ.s motion was ~"o..J i seconded .by Crumbaker and on vote was carried.:-';-' :; Street, Fire.& Water, and Health Committees - no report , Councilman Barette, reporting for the Parks Committee, stated that he Ii had contacted Manerud Huntington Fuel Co., and that they nad promised to do some- thing about the removal of the pile of saw-dust and .that they hauled away some 14 I; already. me stated that he had investigated the possibility of ~sawdust pile I. being used by the aclohol plant but that they had stated it woul ~ e suitable for I, tqeir use and further, it would be many months before the plant was in progress. Councilman Hawn reporting for the Police Department stated that they had " met with Tony, Ramig, local man for the State Liquor Control Commission, regarding the boot-legging by TaBi Cab drivers. He stated that they felt there was nothing 15 I: serious as yet but that they had positive proof of one incident on October 2nd where a Sailor had purchased a bottle of liquor from a taxi driver at a price of !' $15.00. Councilman Hawn stated this same condition had occured in Salem and that ,the Council called in the owners of the Taxi Cab Company.and told them that this must be stopped or the Taxicab Company's license would be cancelled. Councilman !: .Rawn stated it was the recommendation of the Police Committee that they should I: be given authority to deal with the Taxi Cab Company or that a letter should be addressed to them by the City Attorney advising tham that unless this practise i was stopped their Taxi Cab-license would be cancelled. Councilman Bailey and ~:,i I pavis objected to the threat of cancelling their license stating that it might Ii ,be impossible at time for the company to know just what was going on. Council I man Hawn stated that he did not belive in going half-way and stated that the I Ta~~Ca b Co., should be notified that it would be up to them to see that the I, ,practise was discontinued. After some discussion by the Council a motion was i. f made by Bailey and seconded by Crumbaker that the City Attorney be instructed : . to write a letter to the Taxi Cab Company that further violation of this matter I; I; would be grounds for the revocing of their license. On vote the motion was I I carried. , I:: . II i: Mrs. Mary Wallace, 335 Pearl Street, was present and addressed -the f' Council at this time regarding the proposed condemnation "of_ the barn at the j' rear of the house. She stated that the barn was in no way a fire or Health .j hazard; that she intended as soon as material would be available tp cut down I !: this building and make it into a modern garage, putting a permanent foundation " under it and painting it. Attorney Calkins explained that in case of condemm- " 16 i' ation proceedings the Ordinance provided that the Council should inspect the I' building before-hand. Councilman Farrington stated that he and Councilman Crum- " baker and Engineer Clubb had looked at the building in the afternoon and didnot ~' : consider it a fire or Health haxard. He stated that the doors and windows were i closed and that it would be a rank in~iustice to condemn the bUilding. Council- ,: i,1 man Crumbaker stated that he did not feel it should be condemned. M~yor Large !i explained that Mrs. Wallace's intention to remodel the building would be grounds II for delaying the proposed condemnation proceedings. A motion was made by Bailey I: and seconded by Barette and carried that the proceedings be, indefinately post- ;! paned. . . Ii s. M. Oalkins, Secretary of the Planning Commission, reported that the I" i'l Commission favored the vacation of street and alleys in the property owned by :1 !,: the School ~oard and the University south of 19th and west of Patterson, which 17 I; had been referred to the Commission. Mr. Calkins asked that the Engineer furnish li a description of the 7 foot strip on High Street between 19th'and 20th streets I: that is to de beeded to the school board and that the City Recorder should make I' an investigation as to whether there were any unpaid City assessments or taxes I.: on any of the lots in the proposed vacation and that he would prepare an ordinance ':t II to be presented at the next Council meeting. I' . I, Councilman Hawn stated they would like further time for making a report \, "i 18 I'! on the John$on driveway repairs, that had been broken by the Army, as they were ! ~ unable to contact Mr. Johnson. Ii Councilman Hawn also stated that the Elks lodge wanted to have their tl :1 New Year's dance on New Year's eve which was Sunday evening. In view of the II j:' fact this was Sunday evening they wanted to know if this would in any way be in II 19 11 conflict with the City Dance Ordihance. Attorney Calkins looked up the Dance I; Ordinance and asked Mr. Davis if this was being held for a profit and' it would ,II Ii be public. Mr. Davis stated that it was not being held for a pr.ofit and that only I members of the lodge would be admitted and Attorney Calkins stated it would not in Ii any way be a violation of the Dance Ordinance. A letter from the United Air Lines requesting the Cities permission for them to rent some space in their Administration Building to the United Sta.tes 24 for weather reporting was, read at this time. A motion was made by Davis and seconded by Farrington and carried that the Mayor and the Recorder be authorized to sign the proposed lease. . I The Recorder reported that the County was already advertising for bids I I I for gasoline for the year 1945 and stated that one of the Oil Co., has suggested that it might be wise for the City to call for bids at this time. A IIlotion wa~ 26 made by Farrington and seconded by Eawn .and carried that the Recorder advertise for bids for gasoline for the year 1945 to be opened at the next Council meeting. Councilman Koppe at this time stated that he was not satisfied with the I , agreement made for the opening of Pearl Street later on and that he thought the ; City should have more thana Gentlemens agreement for the future opening of I 27 : Pearl Street south of 19th. He stated the City had no definite agreement further than the closing of High street. Councilman Crumbaker stated he agreed with Mr, Koppe regarding Pearl Street but that the opening of Pearl Street would necessitate the moving ot the Staduim and football field and that it would be necessary for a new location to be secured. He insisted that this matter of Pearl Street should not in any way delay the vacation of the streets and alleys already proposed. It was pointed out that the City woned some lots south of the University tract and east of Patterson street between 19th and 24th which might be traded for the Pearl Street tract. This matter was left in the 1 I hands of the Judiciary Committee to see what could ba worked out with the I School Board. : Councilman Farrington s,tated there was $1000.00 in the budget for trav- eling expense regard~ng a City Manager. That the Committee might want to call 2~ four or five proJlpects to Eugene before the next meeting and wanted to know I how the Council wanted to meet thier expense.
