I!l The minutes of the regular meeting of the Common Council held Monday

~ ~ evening, December 11th at 7:30 P.M. The meeting was called to order by Mayor :D

i:j permission of the Council to rent a vacant lot and build a- small- building on X'
1 I: this lot for a_distribution point of papers. He stated that the Journal in
I' Portland has 32 of these places at a rental of $3.00 per month and that the

n Guard had rented 3 small buildings. He stated the lots that he had looked at

r were lots 14, 15,,16 in blqck 14, Fairmount, which were between 16th and 17th
" on Columbia. He stated that the building would to similiar to a garage but
I would have a window on all four. sides, be painted and put o~ skids to be moved
Ii at the request of the Council. A motion was made by Farrington a~d seconded by
I: Davis that this request be granted and that the placing of the building be under
the direction of the City Engineer.

Ij. Councilman Farrington reported that the Finance Committee had looked
Ii a t the tract af land between 23rd and 25tp, and Alder and Uni versi ty where 24th
!I should be located and stated it was the recommendation of the Finance Committee
i: that the City should dedicate the property owned by' the City for street purposes
13 I: for 24th from~der to University. Attorney Calkins stated that all that would
i~ be necessary would be for the Council to authorize the Mayor and Recorder to
[; sign a deed dedicating this tract for .street purposed. A motion was made by
j Farrington and seconded by Crumbaker that the Mayor and Recorder be authorized
I, to sign this deed. On vote the motion was carried.

I: Councilman Farrington stated that lots 7, 8, 9, block 6, Fairmount
I' Heights were appraised too high and the Coromi ttee was recommending the appraisal
i; should be lowered. Lot 7, has been at $1200.00 and the committee was recommend-
~ ing ~t be lowered to $750.00. Lots 8, $1200.00 lowered to $75a.00; lot 9, at
Ii $1250 lowered to $800.00. Councilman Farrington also reported there were
14 II several other lots on the east side that would have to be reappraised the same
Ii as these lots as they were priced too high. A motion was made by Farrington
t, and seconded by Crumbaker that the 3 lots referred to above should Be appraised
: at the given values. On vote the motion was carried.

~,: At this time Mayor Large asked the Recorder to read the communique
;: from the Oregon Electric Railway Co. This was a request for the Oregon Electric
1- - I Railway Co. to change the motive power on the City streets from the Electric
, 15 II power now used to Electric Deisel loc<?motives. Councilman Stewart stated that
;, he beleived this would be beneficial and favored the granting of this request.
I: Coun-cilmap. Koppe stated that he thought there would be no objection to the.
I ohange if the present power lines and poles would be removed as soon as the
I; new locomotives were put in service. Mr. Biggs and Mr. Clough of the Oregon
f: Electric were present and stated it was the intention to remove the power-lines
I and the poles as soon as the engines could be secured; that the comapny was
: making application for permission to purchase the engines and that it would
~ pro~ably by 8 months or a year before the engines would be in service.. A
: motion was made by Farrington and seconded by Hawn and carriedthat this request
I be granted and that the City Attorney bring in to the Council an amendment to
! the present ~ranchise covered by ordinance number 8514. On vote the motion was
i, carried.

I. Councilman Davis reporting for the Street Department stated he had a
j: request from James Scroggs to rent space in the City's bUilding at 5th and
r Olive for a paint shop but that he wanted to hold this over until the next
16 I Council meeting.

!: Councilman Stewart reporting for the Fire and Water Coromi ttee stated
;: that the Water Board were extending their lines on Pearl Street from 16th to
I 19th and on Hilyard from 19th to 24th and that it would be necessary for the
; City to supply 2 new hydrants. He stated that there were only 4 hydrants on
r hand and that the Committee was requesting permission to order 6 more hydrants
I" at this time as it might take time to get them; that the hydrants would cost
17 ~: in the neighborhood of $100 or $130 each and that there was money in the budget.
II A motion was made, seconded and carried that the committee be instructed to
I' place an order for 6 new water hydrants of the type now being used by the City.
I,' Councilman Stewart stated that the chairs in the Fire Department were in
I' very bad shape ; that they had been dona t~d by Mr. Frank Chambers, a good many
I': years ago and were beyond repair; that they had an offer at this time to buy
18 ,: some second hand chairs at ahout $2.00 each and that he was recommending that
I :' the committee be instructed to purchase up to 20 of these chairs. Councilman
. I Barette stated that the davenport was in very bad condition and that he thought
!~ it should be repaired. A motion was made by Stewart and seconded by Barette
" that if the chairs the committee were referring to were in good condition and
I, suitable to the Fire Department, the committee should be instructed to purchase
i ~p to 20 of these and that they should see what could be done regarding repairing
!i the davenport. On vote the motion was carried.
Ii Councilman Bailey reporting for the Health Department stated that a
I' Mr. Roberts had suggested there should be trash cans 'placed at 15th and Alder
l' on-account of the trash scattered by the students. It was suggested this was
19 : a matter for the School Board and no further action was taken by the Council.

I Councilman Barette reporting for the Parks stated that while he was in
I Portland he contacted the Parks Department but was un8ble to secure a Buck Elk
'I but that they had told him he could get an Elk in Northern California and that I
2g the costs to bring back would be $50.00- or $60.00. Councilman Farrington state.

t:> I flow. That the meter would cost in the neighborhood of $75.00 to 125.00.
".2] A motion was made, seconded and carried that the meter should be secure'd and
: the money taken out of the Sewage Disposal Fund. .

i Councilman Hawn reporting for the Police Department stated that the
i estimated cost of repairs to the driveway at the A.W. Johnson property at

I Broadway and Charnelton would be $31.26 for labor and $12.38 for materials.
I Thatthi~s would provide for an extra inch concrete on the driveway, 2making a

) 5 inch thickness instead of the regular 4 inches, and that this extra cost

running north and 'so~th in, the block and allowing for an addition of 9 feet
to the alley on the north side of the Electric Gleaners making a total 17
feet for this alley. This request was signed by Eugene Hospital, Marvin War-
: ~ick, W. B. N~al, Raymond Torr~y, Alta Hasselrooth, Harold Lyons, Mary Lindley,
; Nancey Cluer and Carl G. Washburne. Councilman Hawn. stated that probably I

i sometime the City would want to seel the City Hall. for comrr.ie~rcial purposes and
23 that they would want an outlet from the City Hall property to the alley running
north and south in the block. That the Eugene Hospital was willing to dedicate
i the 7 feet off of the.west of their property to make this a 14 foot alley from
the City Hall property to the present alley running north and south. Council-
man Davis stated he could get nc;> information as to how much this alley south
of the hospital was used and ~hat he felt action should be delayed until further I
, study was made. Councilman Stewart said he 'though the Council should under-
I stand that they were only closing one alley and opening another. Councilman
Farrington stated that his reaction to the proposition was not favorable. Mr.

this was private property and Mr. Warlick was asked if they proposed dedicating
this driveway as an alley and he said they were not. A motion was made by
Bailey and seconded by Farrington and carried that this matter should'be
, referred to the Street Departmen;t, to report back to the Council.

The following letter was received from the Board of Appeals:
"The Board of Appeals has received a request from Frank W. Scobert for a permit
I to erect a storage garage at 172 Sixth Avenue west, waiving the set-back line.

On motion made, seconded and carried the recommendation of the Board was adopted.
I A request for curb cut from Mrs. W. L.. Scroggs, 63 west 22nd, for a
26 20 foot cut for private driveway was approved as recommended by City Engineer,
I W. C. Clubb.

City Engineer Clubb has received from property owners on the alley
between 21st and 22nd On University & Potter, 8 checks in the sum of $90.00.
27 These eight checks had been turned over to the Eugene Sand and Gravel Co. by
Mr. Clubb and their receipt for the checks had been turned over to the Recor-
der by Mr. Clubb.
, A request from George Peterson ~ Gilfred Peterson for a transfer of
Package class B beer license from Clifotn Morgan and George Peterson at 632 I

II Sparky's Garbage was read. She objected to the charge of 1.00 per month for ;;J
I garbage collection. She explained that the parties renting the upstairs rooms
,': did veJY little cooking, and the renters of the basement rooms were restaurant
ji peo~le and seldom did any cooking. Sparky's garbage had charged at the rate
30 I: of 1.00 per month for August and September, and she wanted something done by
: the Council. Councilman Crumbaker stated he thought in many incidences the
I: garbage company's were making additional charges over the 65 cents approved by
, the Council. It appeared to the Council that since she did not rent roons up
~i and down stairs that he house would come under the apartment class and it was
I: the recommendation of the Council that Mrs. Sutton would have to negotiate with
b the garbage company regarding prices.
I: A request from the Foster-Kleiser Company for a permit to erect 3 bill-
~' boards was referred to the Council from the City Engineer. fhere were some
31 I: discussions from the Council regarding the location and distance from the street
t and the billboards were permissable to be erected. Councilman Crumbaker and
L Farrington stated that they felt that signssshould have a set-back at least
I: 10 feet from the lot line. After some discussion a motion was made, seconded

i\ and carried that the request be held over and the matter referred to the Street
r Department and report back at the next meeting.

,I At this time a letter from C. M. McCoy asking for re-instatement into
I,
i the fire Department was read. McCoy had resigned from the department on June
I' 2, 1942 on account of poor health and was asking that he might be allowed to
!' return at this time. It was pointed out that Civil Service rules would not
ti
32 I,' allow his permanent reinstatement and the Council could only put him on for

\, temporary service. Councilman Stewart said.that under these conditions he
II ' ~ I would like to hear from the Council. After some discussion a motion was made
i'; by Hawn and seconded by Bailey that the Recorder be instructed to notify Mr.

I McCoy that the Council did not feet that it should open up the case at this
" time. On vote the motion was carried.
