A motion was made by " I' Counoilman Davis and seoonded by Bailey that these two requests for bill-boards [' permits be denied. I that he had a request for a street light at 13th and Jackson and for one at 7th and Taylor and said it was his fecommendation after looking at both of I ~11 these places that the lights should be installed. A motion was made by ~- ...\".;O Councilman Stewart and seconded by Councilman Davis and carried that street i .lights at these two intersections be installed. tYi . ~l Councilman Stewart also referred to the matter of the overflow of the crl gutter at Dr. Richmonds property at 258 East Broadway. The matter had been . I before the Council a numper of t~es before and. again at the meeting on , I 12 f November 13th at which the Recorder was instructed ~o write a letter to Dr. Richmond concerning this. Councilman Stewart stated that the sidewalk in front of Dr. Richmonds prIDperty and also the alley just west of the building was also in bad shape. That there was a pool of water nearly 3 feet square that was ankle deept when it was raining. Councilman Stewart stated that he I talked with Engineer Clubb regarding the sidewalk and that he had promised the , matter would be taken care of. After some discussion regarding the overflow i a motion was made by Bailey and seconded by Stewart that previous requests had brought no results and that the Council felt further delay was unnecessary; that the Recorder be instructed to write to Dr. Richmond that if the matter was not corrected at once the Coupcil would declare this a nuisapceand take lega~ steps to correct the matter. On vote the motion was carried. , ! Councilman Bailey reporting for the Health Deoartment stated that the I matter of a survey of the Eugene Milk shed had been recommended to him and , that he had been advised that the Oregon Sta~e Board of Health would make the 13 ! s~rvey with no cost to the City, that the request for this survey had been , made by Dr. Lindgre~ of the County Health Dept. Councilman Bailey also reported that the dangerous intersection at Villard, 13th and Franklin Blvd, had been called to his attention. He stated there had been 3 accidents at this i~ter6ection inoone week of which one. was ra ther serious.- He stated there was a bus-stop at this ~ntersection and it , had been suggested to him that a traffic lane sho~ld be painted across Frank- I 14 : lin Boulevard for the safety of persons living on the north side of the Blvd. After some discussion. the matter was referred to the Street and Police Depts. I to see what could be worked out~ Parks Department - no report , Sewer Department - no report Police Department- no report Councilman Hawn at this time brought up the. matter of signing of complaints regarding the enforcement of ordinance in the Health Department. He stated that Dr. Helterline had refused to sign complain~s and he wanted to have the matter cleared up by the Council. Attorney Calkins explained to the 15 Council that it was zustomary for the heads of the Depts to sign complaints when it was necessary to take this action. A motion was made Qy Farr~ngton and ,seconded by Bailey that Dr. Helterline be instructed to sign c~mplaints necessary for the enforcement of ordinances in his Departments and th~t the Recorder should address a letter to Dr. Helterline to this,affect. On vote the motion was carried. At this time Councilman Farrington ~tated that he wished ,to recommend to the Council the name of DM.~eane Seeger as manager of the City.of Eugene at ~n annual salary of $6500.00 payable monthly, the salary to commence at 16 the time that Mr. Seeger stabted his services. This was made in the form of a motion by Councilman Farrington and seconded by Councilman Hawn and on vote was unanimously carr~ed. A letter from Mr. Seeger addressed to Councilman Farrington, as Chairman of the Finance Committee dated December 26th was read i to the Council by the Recorder at this time. The letter s~ated that Mr. I Seeger had been granted a release from the Boeing Aircraft Company to be effective February 1, 1945. Mr. Seeger stated that he was anxious to have a i meeting with the Mayor and Council in the near future, possibly the second weeK in January. The Recorder was instructed to notify Mr. Seeger that.they would be glad to m~et with him at his convenience early in January and the letter was ordered placed on file. t I Mayor Large stated at this time that as long as they were on the subject of approintments ~hat it was necessary to appoint a temporary treasurer for the I 17i City of Eugene on account of the Council having accepted the resignation of A. E. Hulegaard as of D~cember 31s~. That it would be necessary to have some one with a bond take over the treasurers office temporarily until the new , manager should arrive and make the pe~manent appointment. Mayor Large stated I that he was appointing John Fields for this temporary Treasurers job. The Beer license application for the year 1945 were presented and the c..J I' only difference from the 1944 licenses were that for the Del Rey Cafe, the , license was in the name on onl31 Onei ta Behnke instead of Behnke & Burr, and ~-. I, tha t the wifes names had been added to the application of the Irish & Swartz ~:~: Iii stores at 960 Charnelton and 777 West 6th. That the license for the Pik-N-Pak ::"~;~ ..;LO;: at 1963 West "6th was not a new license but was being handled thru the City on I: account of the new annexation which took in. the territory in which it was t~ located. Also that a letter be addressed ~o each member of ';>"/:' the Rent Control Committee including Colonel Teirney expressing the thanks of !; the Mayor and Council for their faithful work on this project. II 1'; The .Recorder reported, that a check has been received from the Oregon ji Motor Stages Co. for payment of Franchise for the year 1945 in the amount of ~i $275.00. This was for 11 bus~es at ,$25.00 each. The Recorder reported that ,2jp :: the Oregon Motor Stages had paid for the year 1944 on busses which amounted to i: $300.00. A request was made by Councilman Davis ~hat the Recorder contact the !; Secretary of State and find out how many busses were licensed for Eugene by the ii Oregon Motor Stages. I I , , On motion made by Farrington, and seconded by Hawn, the 'following resolu- tion was adopted by the Council: '.,' I WHEREAS, an election was held in the City of Eugene and in the proposed annexeq I territory upon the proposal to annex what is known as the Westmoreland Territo~y : and the old City Airport which election was held on December 20, 1944, and I 30: WHEREAS, the Common Council has canvassed the returns of the election according ~ to law NOW THEREFORE, be it resolved by the Common Council of the City of Eugene that the Mayor and City Recorder pro tem be and they are hereby required to prepare and sign on behalf of the Common Council of the City of Eugene, the report of the canvass of the Common Council of the Election returns of said special City Election aforesaid. , , Councilman Koppe reported at this time that he had been unable to gej:it. .' ': a meeting with the School Board regarding the outlet for Pearl Street south of i 19th and that he understood~t was the intention of the School Board to stand I on previous reports. A motion was made by Councilman Koppe and sedonded by , Davis that on account the ordinance which had its first reading on December ll~h 31; regarding the vacation of streets and alleys in the School Board and UniverstiYi property south of 19th be not considered at this time. On vote the motion was carried. , i On motion made by Hawn and seconded by Farrington the following resolut~on I I was adopted by the Council:' I I I BE IT RESOLVED by the Common Coundil of the City of Eugene that the' City RecoDjder - i be and he is hereby notified to publish notice of a proposed ordin~nceto amen~ ~ Ordinance No. 8514, heretofore aforesaid enacted, granting to the Oregon Electr.ic 32i Railway Co., a corporation, its successors and assigns, a franchise to operate in the City of Eugene, by amending Section 4 of said ordinance to read as follows: "Section 4. The motive power employed for operating cars and loco- ~ motives upon such tracts shall be electrically or electric-deisel." Said Notice shall recite that the ordinance will come up for its first reading at the meeting of the Common Council at the Council Chambers of the City Hall -In Eugene, Oregon, at 7:30 G)'!:tflock P.,M. of January 22, 1945. , On motion made by Farrington and seconded by Hawn, the following resol- ution was adopted by the Council: . ' BE IT RESOLVED BY THE COMMON COUNCIL of the City-of-Eugene that the Mayor and City Recorder be and they are hereby authorized and directed to execute end 33: behalf of the City of Eugene tne annexed contract betwe,en the City of Eugene '10. and Frank W. Scobert and Pearl V. Scobert. It was suggested that the formal ceromony should be arranged for the meeting January 8th for the installation of the new MaY9r and 3 new Council- men.
