The minutes of the regular meeting of the Common Council, held January 8th ;:,:) at 7 :30 P..\'J. The ,meeting was called toorder by Mayor Large. This being the first ",iP meeting of the Coun,cil for the new year, was the time f,or the Mayor Elect and the~::: new Oouncilmen to assume their official duties. Mayor Large stated that it had .,."" b~en arranged that the old Council should continue until Committee reports were ::i:, m~de. Members of the Old Council present were Farri~gton, Koppe, Barette, Stewart, H?wn, Davis, and Bail~y, absent Crumbaker. ' " Mayor Elect Earl McNutt and the new Council members Hurley and Allen were PFesent, absent Johnson. The Mayor and three new councilmen had taken. their oaths of office previously to the meeting. It was suggested by Councilman Farrington that t~s should be referred to the new Finance Committee but it seemed to be the sense of~he old Council that this was not a good practise to follow. Cauncilman Stewart excoted the new Cauncil member, Dr. Hurley to. his east and made quite a presentatian, extending to. him "His Last Willand Testament". Mayar Large then vacated his seat and turned the Gavel over to. The annual repart far the City Health Department as furnished by Helterline was read. Cauncilman Bailey maved that the repart af Dr. Helterline as to. ,the recammendatians shauld be re- ferred to. the Health Cammittee far cansideratian. This matian was secanded by Hawn and an vote was carried. A letter fram the Secretary af State regarding the number af busses .lic- ensed in Eugene by the Oregan Mator Stages was read. This letter stated that there were 170 buses licenses issued to. the Oregan Matar Stages but there were no. segregatians far Eugene. The Recarder also. read a letter fram Rabert S. Farrell, Secretary af State, dated January 2nd stating that the necessary papers shawing the annex- atian af the Westmareland district and the Old City Airpart to. the City af Eugene had been received by his affice. The request af the Acme Auto Wreckers, at 1873 Franklin that the 'Mayar be instructed to. endarse their applicatian far a 1945 Auto. Wreckers License was presented at this time. Cheif af Palice Bergman stated he had made an invest- igatian and that some impravements were to. be made to. this place by Mr. Olsan and it was ~ecammended that this license be granted. A matian was made by Hawn and secanded by Bailey that the Mayar be autharized to. endarse this applicatian with the understanding that the impravements were to. be made. The request af the University af Oregan that Gearge Tharpe be deputized to. serve as Palice Officer in cannectian with the McArthur Caurt and the Athletic field was granted with the understanding that the permit af Mr. Steddam be,cancelltd. A request fram CA,.Marie, CD & Doris MaCkey far a Retail ClassB license far the year 1945 at 730 Willamette was presented at this time. A petitian pra- testing the granting af the license signed by 34 business peaple an Willamette Street was also read. Cauncilman Hawn explained that the license carried by Mr. Mackey far Frank's Place at 47 west 8th wauld be vaid as af January 31st an accaunt of the Red Crass was taking aver this raam. Cauncilman Hawn also. stated that Mr~ MaCkey had tald him that the place at 724 Willamette accupied by the Casma Cigar Store wauld be vacated as of July 31st and that Mr. Mackey prapased to. remadel and take aver both af these raams and that Arthur Hendershat, James Radman and Carroll Grashang had asked that their names be with-drawn fram the petitian pratesting the granting of the license at 730 Willamette. There was can- siderable discussian by the Cauncil regarding the license and a matian was finally I made by Hawn and secanded by Kappe that the Cauncil recammend the granting af the I license at 730 Willamette to. begin as of February 1st. F1nd tner, owners of the property at 129111, ~ ' 0~ Willamette Street and these requests were read at this time. The fir~requested 24 i that the Council grant permission for the removal of the trees in the parking on this property at 1291 Willamette and the other request was that the Council at this time grant a permit for the installation of under-ground gasoline tanks at a future date. These requests were referred to the Street Committee. ~fL , I 26'[ I i i .1 27 I 28 : 29 ~ At this time the Recorder stated that an Ordinance proposing to vacate streets and alleys for the School Board and University of Oregon, south of 19th had its first reading on December 11th and was held over at the meeting of December 29th. A motion was made by Koppe and seconded by ,Hawn and carried that this ordinance again be held over. An ordinance to amend Section 4 of Ordinance 8514 granting the Oregon Electric Railway Company the right to use Electric or Electric deisel power on the streets in Eugene had its 1st reading and was laid over. The following resolution was read to the Council and on motion made, seconded and carried was adopted. BE IT RESOLVED by the Common Council of the City of Eugene that there is hereby transmitted to the Plannigg Commission of the City or Eggene a proposal to establish a blanket-single family resident zone on all of the territory annexed ~bithe City of Eugene which lies south of 7th avenue West; and establishing and zoning all of the area north of 7th Avenue West in the annexed territory as light industrial. . And directing the Planning Commission to adopt a tentative report; and to hold a hearing there on in the Council Chambers in the City Hall of the City of Eugene, on Tuesday, the 16th day of January 1945 at 7:30 o'clock P.M. after giving ,due notice by publication once in the Eugene Register Guard, and they shall thereafter make a final report and transmit the same to the council with their recommendation. I The following resolution was read to the Council and on motion made, seconded and carried was adopted. BE IT RESOLVED by the Common Council of , the City of Eugene that there is hereby transmitted to the Planning Commission of the City of Eugene a proposal to chang1 or modify all of the area north of 13th avenue west in ,the City of Eugene, per- mitting the erection of duplex houses within that area, and that in the erection of duplex houses that they are to be limited to sixty per cent of the area of the lot. And directing the Planning Commission to adopt a tentative report:; and to hold a hearing thereon in the Council Chambers in the City Hall of the City of Eugene, on Tuesday, January 16, 1945 at 7:30 o'clock P.M. after giving due notice by publication once in the Eugene Register Guard, and they shall thereafter make I a final report and transmit the same to the Council with their reco~endation. I It had been reported earlier in the meeting that Councilman Crumbaker was absent on account of the death of his Mother and a motion was made by Hawn.: c.', and seconded by Koppe that the Recorder be instructed to write a letter of condolence to Mr. Crumbaker expressing the sympathy of the Council.
