February 12, 1945 I The minutes of the regular meeting of the City Council, held February 12th at 1":30 PM The meeting was called to order by Mayor McNutt. All Councilmen present except Hurley. The minutes last regular meeting of the Council held January 22, 1945 and of speQial meeting held February 7th, upon motion were considered re~d and approved. Mayor McNutt announced the appointment of the members of the Finance Committee as the membership of the Airport Committee. This committee being V. Edwrin Johnson, Calvin Crumb- 1 baker, and A. L.. Hawn. Mr. Jolmson reporting for the Airport Committee stated that no comm- itments be made until the Government has surrendered their lease of the Airport. The Finance Committee submitted the following report and recommendations on offers to purchase CitY-~Tned property: $3000.00 for lots 17, 18, 19, McClarens Plat (south side 1st Blair). Terms: $600.00 cash and balance in three years. $4872.00 Peters Lumber Company offers avenue west 290 feet west of Appraisal: $1624.00 each Hold for Appraisal F. R. Reid offers $10.00 for strip 4.98 feet by 147 feet lying east of Tyler street, south of 3 ! 8th. Mi11arl asking for a waiver of set-back for a store building at the wouthwest corner of the intersection of Columbia Street and 13th avenue. There is already a small store building on the property being used as an auto repair shop. The board reoommends that Mr. Millar b~ r~quired to observe a twelve foot "set-back". . . A letter was reoeived from Al J. Peakel asking to be allowed to m9VC his garage from the south side of ~sslot at 210 West 14th to the west end of his house, waiving the set-back require- ments. The board, after examining the premises as shown by the Sanford Mapl reoommend that he be required to conform to the regulations. A letter was reoeived from H. W. Pendarvis asking to be allowed to use a lot which pe had rented at Franklin Boulevard and Orchard streetl as a used car lot. This is a business use in a single family residenoe distriot. The Board reoommends that this letter be referred to the Planning Commission. . It was moved by Crumbaker and seconded by Hawn that the balance of the report be adopted. Waller on operations of the Eugene Armory, showing receipts and disbursements for period 1941-44, was submitted and on motion ordered received and placed on file. An additional payment of $50.00 from the Oregon Motor Stages covering payment on 13 buses and bringing a total franchise payment of 1944, $325.00 Remittanoe of $60,047.55 was made by Lane County for City's share of tax collections. On the basi~ of the current roll, 89.5% of total; including back taxes, 95.4% of current roll. '~"j .- "'li;.' All payments to the City from contracting Industrial firms and fire districts are up to date. Letters have been mailed to City fuel dealers relative to scattering of sawdust on streets. r After some regress, Lane County has mailed two checks covering payment of the past costs of Comfort Station maintenence, up to January 1, 1945. The question of future payments between now and end of fiscal year should be given attention in view of the County's. intention that the City should pay! of the monthly salary of $60.00 paid, by the County to the station care-taker. In the matter of ~yment by Lane County of ! of Comfort Station maintenence charges, the City Manager was directed to consult with County Court relative to distribution of charges between City and County after January 1, 1945. Ordinance amending Ordinance 8514, granting franchise to the Oregon Eleotric Railway Co. was submitted for consideration. Motion made by Bailey and secOnded by Hawn that the proposed ordinance effecting vaoation be laid on table. Motion was carried. City Attorney advised that should the Counoil desire to ro-open the matter in the future a new ordinance be drawn and proposal re-advertised. Judiciary Committee recommended that in accordance with the Charter Amendment. effective immediately all'administrative matters. approval of monthly 'bills and land sales. be turned to the City Manager; that the warrants be signed by the Mayor and -Manager. In making reports to the Council there shall be no definite schedule for same. but are to be submitted from time to time as the occasion arises. Motion to this effect made by B&ley and seconded by Crum- baker and carried. Motion made by Crumbaker and seconded by Hawn and oarried that'the City Manager be requested to make a survey of City Hall Building rentals and leases and report back to the Council. Motion made by Bailey and seconded by Orumbaker that the City Manager be requested to: (1). Secure all available information on proposed state hi-way bi-pass and approaches. To contaot school board. eto. relative to Pearl Street cressing. (2). Request Electrical Board to bring in Electrical code revisions for Council Considera- tion~ Motion was carried. Motion made by Hawn and seconded by Bailey that office facilities for the City Manager be provided. costs to be charged against City Manager's budget. On roll call all councilmen present voting AYE. absent Hurley. Moved by Davis and seconded by Crumbaker that salary of City Engineer be raised from $312.50 per month to $350.00 per month.
