I DOG LICENSE 143.10 The Finance Committee submitted the following report: The Committee finds that 1941 taxes on 11 parcels of property include~ in the Municipal Airport site were overlooked at the time of purchase by the City and are now subject to t~x foreclosure by Lane County. Deeds to these properties were filed after the First of January, 1941 making the City subject to pay- ment of the 1941 taxes. We therefore recommend that the proper City officials be instnucted to pay to ~ane Cou~ty the sum of $481.82 to remove the tax liens against these properties su~ficient funds are available in the Municipal Airport fund to pay these taxeS. Motion was made by Johnson and seconded by Hawn that report be adopted. .MotioJ was c:arried. The Street Committee submitted the following report: ,We recommend that request for vacation of alley between Riverview and Augusta streets from 16th avenue to Pacific Highway be granted. This alley is 14 feet in width and is not or will it ever be used for street purposes.' We recommend that the City Attorney be ihstructed to prepare the necess- ary papers for the vacation of the alley as petitioned. We recommend that the applications of Foster and Kleiser Company for construction of sign boards on West 11th street between Charnel ton and Olive be denied. We recommend that the City Council dis-approve the application of Edward W. Pruett for establishing a Automobile Wrecking lot at 1940 West 11th. This address is located in a district zoned for single family residences. I ' i I I The reports of the Police Chief, Police Matron and the Milk & Meat Inspector for the month of February were submitted and upon motion ordered 'received and placed on file. The report of.the City Manager was submitted as follows: In the matter of a p~oposed sewer line for block 6, Chambers Addition as petitioned for at your last meeting, I have been in contact with the officers of,the FPHA and State Board Directors. There is every indication that this installation can be made at the time the sewer lines are laid for the hous- ing project. Our Municipal Court is underway and has conducted four sessions to date. I beleive it is apparent that the operations of the court together with a traffic safety program by the Police Department will bring desired results in the coming months. The work of remodeling and redecorating in the Fire Department is progress- ing favorable and the F~remen are to be commended for the work they are doing in that program. The Council is requested to meet Thursday March 15th with the members of the School Board to discuss vacation of streets and alleys adjacentt to the proposed new high-school site. This office will notify council members of the exact time and place of the meeting. Letters have been written to members of the City Health Board inviting them to a meeting March 20th for the purpose of reactivating the Board and setting up a program of working cooperation between the Board and City Coun- cil. A study is being made of building facilities for the various City Depart- mentsand a report will be made to the Council in the near future. ,",. Lindgren submitted a communication relative to report on Eugene Milk Supply. Motion was" made by Hurley and seconded by Bailey that letter be referred to the Health Board. Motion was carried. REPORTS OF BOARDS AND C01~ISSIONS: The following report of the Board of Appeals was submitted and read: The Board of Appeals has received a request from Robert W. Prescott, I, agent, asking to be allowed to use the un-occupied space in the basement and on the third floor of the Hampton Building at Sixth and Willamette streets for storage purposes. Owing to the construction of the building and the traffic hazard on Sixth Avenue, the Board reCommend that the request be denied. Shelley asking for a permit to erect an addition to an existing garage on the rear of the lot at the north- east corner of the intersection of Lawrence street and second avenue. 'Ii !, I, II !I Ii ;~ :i; .1 The following report was submitted and read from the Board of Appeals: The Board of Appeals has received a request from Mrs. Lela Perry asking for a change of zoning in order to be allowed to convert her house at 961 21st .' avenue East into an apartmentl It is a large two story residence with much more roon that the lady needs for her own use. Two members of the Board recom- mend that the request be denied, a third member recommends that Mrs. Perry be granted a special permit to make the changes without changing the zoning. It was moved by Bailey and seconded by Hurley that the request for permit be approved. Motion was carried. PETITIONS AND COMMUNICATIONS: ",,'. Having had its first reading in detail February 26th was passed to its second and third readings by unanimous consent of the, Council by title under suspension of the rules and was placed for final pass- age. All Councilment present voting AYE, absent None. The ordinance was declared passed and numbered 8815. Council Bill Number 3 relative to Rezoning Pac~ard's Addition was brought up for consideration. Having had its first reading February 26th was passed to its second and third readings by unanimous consent of the Council by title under suspension of the rules and was placed for final pass- age. All Councilmen present votinge AYE, 8absent none. The ordinance was 'declared passed and numbered 8816. Council Bill Number 4, relative to Standard Milk Ordinance was sub- mitted and upoh motion was ordered read the first time and referred to the Health Board. Motion was carried. A letter from the Naval Aid Auxiliary was submitted^and read- request- ing permission to exhibit Jap War Material at lOth and Willamette in June, 1945. Motion was made by Hawn and seconded by Davis that City Manager be instructed to grant the request and make arrangments for the exhibit. Motion was made by Bailey and seconded by Hawn that the Council request the Mayor not to call adjourned Council meetings on the 4th Monday of each month, unless special business requires such meeting. The Council hereafter to meet in regular session the second Monday of each month, or on call 'by the Mayor or Council president. Motion was carried. Mr. Wagoner, resident of West 8th Street, appeared before the Council protesting presence of trailer and outdoor privy at 8th Street and Almaden. Motion was made by Davis and seconded by Hawn that matter be referred to the City Manager and City Attorney for investigation and report. Motion was carried. ' ON MOTION THE COUNCIL ADJOURNED.
