The minutes of the regulat meeting of the Common Council held Monday,
May 14th at 7:30 P.M. The meeting was called to order by Mayor McNutt. All
Councilmen present except Bailey.

Motion by Hawn, seconded by Davis that the City Manager be instructed to
tiate for services of an appraiser on valuation of City-owner properties
report back his findings to the Council. Motion carried.
The Committee on Airports submitted the following report;
"We have investigated the matter of airport use and management ,in connection
with the future development of the Mahlon Sweet kirport and the MuniCipal Air-
.L port. The Committee beleives that every effort should be made to provide an
orderly and sound program of airport development for post-war activity in pri-
vate and commercial flying. We recommend the following: That the Council
create the Eugene Airport Commission to be appointed by the Mayor and to con-
sist of five members. Commission to act in an advisory capacity to the City I
Manager and the Common Council in formUlating definite policies for the manage- !
ment and maintenence of local airport facilities; suggest a program for develop-I
ment of post-war aviation, and rules and regulations to govern airport useage. !
Terms of the Commission memvers to be one year." !
Motion by JOhnson, seconded by Davis that the report of the committee be adopted~
Motion carried. ,
Mayor McNutt announced the appointment of the following persons to serve
on the airport commission: Elisha Large, Chairman; Victor Morris, Mahlon Sweet, '
Jasper Clark and Lynn McCready. .
Motion be Hawn, seconded by Koppe that the apointments be confirmed. Motion
carried.

The Street Committee submitted the fOllowing report; relative to use of
Broadway Building basement for storage purposes:, ' ,
"We find the premisesin question to be unoccupied and suitable for
storage purposes. The entrance to the building would be on the south side of
, Park street, east of Oak. This space is not utilized for private parking, and
to make the building ac'cessible to large trucks and moving vans, it will be
necessary to reserve not less than 40 feet starting at, a point approximately.
30 feet East of Oak Street. This would involve the cutting out of approxima-
tely 5 places now used for private parking. The commit'tee feels that 'the'
approval or rejection of the building use as requested depends soiey on the
matter of eliminating the private parking places, involved, and that with the
reservatfon of the forty foot space, no additional traffic hazard wouid De
caused."

Motion by Hawn, seconded by Hurley that the report of the Committee be received
and filed; that permission be granted for use for storage for two years, termi-
nating ~uly 1, 1947, subject to provision that trucks loading and/or unloading
at thst site, park parallel to the curB in regularly designated zones. The
Council reserves the right to revoke permission upon complaint of thePorice
Department relative of parking regulations. On roll call, Hawn, Davis, Hurley,
Allen voting AYE; Koppe, Crumbaker, Johnson, voting NO; absent Bailey. Motion
carried. ' ,
REPORT OF OFFICERS:
The following report of the City Manager was submftted and read;
"Permission is requested of the Council to authorize transfer of certain
36 funds within the Police Department for the remodeling, redecorating, and re-
furnishing of the City Police Headquarters. Estimates on file disclose that
this work can be done for approximately $1500.00. Inasmuch as an examination
of the current Police budget shows a probable unused balance on Juiy 1st of
$3,563.00, it is recommended that the transfer and expenditure be allowed.
A proposed city budget for the fiscal year 1945-46 has been completed
and will be ready for presentation to the City budget committee this month.
Advance notice of the first meeting date for the Committee will be sent to all
members of the Budget Committee this week. ' .
On April 27th I attended a meeting with the Army Engineers in Portland
relative ,to the proposed Amazon Channel Improvement, and' itsrelationsh'ip 'to
the City's problem of sewage collection and disposal. Assurances were given
that the Army Engineers will cooperate in every possible manner with the City
in helping to meet our requirements for disposal of surface water when the
dredging project is undertaken. The Manager has also conferred with Several
consulting engineers in the matter of a general sewage improvement survey for
the City, and a meeting of the Sewers Committee will be held shortly to take
final action in the e~ployment of consultant services fo~ this program.
The necessary paper work for the final release of the municipal airport
by the United States Army has been completed, and estimates approved for the
removal of revetments and access roads. Representatives of the Civil'Aeronau-
tics Administration have been made several contacts wfth this office d'urfng the
past month, and are now working on sketches and plans for future development of
the municipal airport area.
Appraisal of City Buidling for insuIance purposes has revelaedthat City
properties have been badly underLinsured against loss based on present replace-
ment values. This matter is being adjusted and proper prosisions for,insurance
will be met in th~ 1945-46 budget.
Two members have been added to the City Engineers staff recently, adding
much need assistance in this department. Both men possess a good background
as engineering assistants~
The City's dog control program appears to be progressing favorably, with
the numher of dog complaints decreasing each wee.k since the inception of the
program.
The work of installation of the City Outlook Addition Sewer system is
in progress.

It is recommended that the city. participate in the 7th War Loan Drive
through investment of not to exceed $250,000.00 of funds available after June
1st in 7/8% Treasury Certificates. This sum is represented in surpluses now
carried by the sewage disposal, special sewer~ City Hall, Fire Equipment, and
general bond sinking funds.

The matter of sponsorship of a clean-up week for the City of Eugene has
been brought to the attention of this office. It is recommended that'the
City Council designate the week of May 27th through June 2nd as "Eugene Spring
Clean-UpWeek,,;,that the Mayor' be requested to issue a proclamation to this
effect, and that the various City Departments cooperate with the Eugene Chamber
of Commerce and other interested parties in the promo:tioili.ot such a clean-up
drive.

the recommehda~ions, contained in the report be adopted. Upon roll call, all
Councilmen voting AYE, absent Bailey. Motion carried.
The following report was submitted by the City Manager:
"At your last regulat meeting, the Council went on record to the effect
that the NYA buildings at Skinner's Butte Park be converted to housing facili-
ties for returning G. I. students. During the past month this office cooper-
ated with the University of Oregon in making a survey of these buildings, with
the thought that'they might be made a part of the University Housing project;
however, on May 9th this office was advised by the University that the NYA
Center would not be included in the school's housing plans.
In the meantime, officials o~ the Federal Public Housing Authority have
evidence a great deal of interest in securing a lease on the building for con-
version to low cost publIc hOUSing and two representa ti ves-pf,.-fPHA have cont-
acted the Masagers office seeking a committment on the p~~t ~ff 'the City to such
~ project. It is roughly estimated that' the buildings can/bel converted into 38
apartment units. l~ I

for FPHA housing, instructions should be given at this time to the Manager and I
Mayor to negotiate with FPHA. Should it be the sense of the Council that the I I

from the Federal Public Housing Authorities." ,

REPORTS OF BOARDS AND COMMISSIONS:
The following report of the Board of Appeals was submitted and read:
"A meeting of the Board of Appeals was held in the office of the City
Engineer Wednesday, May 9th, at 5:00 P.M.
A request was receiveQ from Mr. and Mrs. G. N. Allenbaugh aSking for a
waiver of "set-back" on the lot at the Southwest corner of the intersection of
25th Avenue and Chula Vista Street. The Board recommend~ that the request be
denied.
A request was received from Fred A. Williams for an approval ,for a permit
on the east half of his lot at the Southwest corner of the intersection of Oak
street and 20th avenue. This is a very narrow lot and the proposed house would
exceed the "set-back" and lot coverage regulations. The Board recommends that
this reque~t be denied.

A request was received from Lee E. Ellis asking for a permit to convert .1
the large house at 212 Pearl Street into six apartments. The Boord is holding
this request 'for plans.
A request was received from Pietro LaCalsi asking for a permit to convert
an old house at 198 Lawrence Street into a duplex residence. The Board recom-
mends that 'this request be approved.

A request was received from C. F. Wright asking a waiver of "set-back" I
on the lot at the northeast corner of the intersection of 18th and Mill Streets. I
He is desirous of moving the house from 1118 Nigh street to "this location. The I
~oard recommenqs that this request be denied.
The University of Oregon, by Orlando J. Hollis,' Acting President, is
~sking permission to construct a gr.o~p of ~mal+ apa~tments on the east half of
lots 5 and 6 and all of lots 7, 8, ahd 9, block 4, University Addition to
;' ~ugene, These lot~ are located on the east:side of Beech Street between 13th
and Franklin ~lvd, and on 13th, sixty feet east of Beech Street. '

consist of four double and four quadruple houses, or a total of twenty-four
units. The apartments are to be used~for returning married war veterans,
enabling them to attend the University.
The Board recommends that this request be granted.
Motion by Hawn, seconded by Davis that the report, with the exception of C. F.
Wright's request, be adopted, Motion carried.
Motion by Davis, seconded by Crumbaker that the request of C. F. Wright be
tabled. Motion carried.
The following report was submitted by the City Board of He~lth, relative
to Council Bi~l Number 4, being the Standard Milk Ordinance:
We recommend amehdments to Council Bill No.4 as follows:
Section I.
A. Milk - that this section be changed to read 3.25 per cent
butter fat content to conform with state and federal codes.
D. Skilnmed Milk is milk from with all, or nearly all, of the
butterfat has been removed.
G. VitaminD Milk is milk, the vitaminD. content of which has
been increased to 400 units per quart and by a method approved
by the health officer.
:. K. To change amendment so as not to include manufactured dairy
products.
Section 8.
From and after July 1, 1945, no milk or milk products shall be sold
to final consumer, restaurant, soda fountain, grocery..;r stores or
s~milar establishments except Grad e "A" pasteurized. ' Provided, etc---
(a). A lower than Grade "A" pasteurized milk may be permitted during
such times that Grade "A" raw milk is no.t available for pasteurizing,
and such milk shall be ,pasteurized, bottled and labeled with a cap from
which the words Grade "Aft are omitted, and the distributors name shall
be on the cap. This milk shall be supervised by the City Milk Inspector
and discontinued as soon as Grade "A" Milk is available for pasteurizatio .
(b). When Grade "'C" milk or cream 'is used for pasteurizing or stand-'
ardizing by any pasteurizing plant, all milk from such plant shall be
labeled with caps marked "Pasteurized", and bear distributors name,
provided that when 100 or.more gallons of tIC" grade milk are pasteurized,
labeled and processed separately from Grade "Aft raw milk, it will no~ be
required to label the pasteurized Grade "A" ,.milk other than Grade "A,H .
pasteurized milk, and bear the distributors name.
We ,further recommend that Council Bill No.4 as amended be given final
passage by the Common Counci~.
On motion the report was ordered adopte~.

A report of the Parks & Playgrounds,Commission was submitted and read as
follows:
"The City Park and Playground Commission meeting May 8, 1945, adopted
the following recommend~tion to the City Counci~: That the proposal for
combination of the Parks and Playgrounds Department obe endorsed, and that
provisions be made for such combination in the 1945-46 budget."
Motion by Koppe, seconded by Davis that the report be adopted. Motion carried.
Bills against various city departments for the month of April 1945 were
submitted as follows: On roll call all Councilmen voting AYE, absent Bailey.
Upon motion the bills were ordered paid.

Sixty-three letters and petitions from the Coburg area residents, 'asking
the extension of bus service to that area was read, together with a report on
the subject from the City Man~g@r, as follows:
"In conjunction with the attached petitions from the residents of the
Coburg area aSking support of the Mayor and the City Council for establishment
of bus service in that district, this is to advise that the Manager's office

"It has been brought to my attention that a petition for an annexation
election affecting an area in the southwest part adjoining the City of Eugene,
Oregon, has come before the City Council.
The description of this area as set fprth in ~he petition includes a
tract of land owned by the undersigned which lies at the extreme south part of
the tract proposed to be annexed. It is bounded by Jefferson Street on the
East and Friendly Avenue on the west and 24th on the South. This place is
being operated as a farm, has only one dwelling house on it, together with a
barn and chicken house. The taxes are already excessively high.
The writer of this letter feels that an injustice be done if this tract
of land be included within this proposed annexation. He sees no advantage
whatsoever, only higher taxes, more city liens, and eventual confiscation by
the City of Eugene.
Therefore, I plead with the Mayor, Council, and Manager to kindly take

that the City Nanager and the Mayor be and they are hereby authorized and
directed to execute a revocable license for use of the property for playground
purposes, conditioned that no permanent improvements shall be placed thereon."

In the matter of desecration of property at the TEMPLE BETH ISRAEL, as
reported by the Police Department, the following motion was offered by Davis,
and seconded by Hawn, that this Common Council go on record as requesting the
Police Authority of Eugene to extend every possible effort and to call upon
all enforcement agencies of this area'to the end that the party or parties
guilty of-this disgraceful and un-American act be apprehended and punished;
that a re~ard of $100.00 be paid by the Eugene Police for information leading
to arrest.and conviction of the guilty person or persons, provided that such
an expenditure can be legally appropriated from emergency funds held by the
