Pratt, 685 Willamette St., for transfer of Class B Package Store License ?nd Class B Retail Beer License, begs to report as follows: Upon investigation your Committee finds as follows: i' i ~. That it. was apparen1t.ly the understanding of certain members of the Common Council, that at the time the Council granted the transfer of license.to Mr. Mackey to I Willamette street, that such license would take the place of that held by Mr. Pratt ~n the same building; whereas, it only affected Mr. Pratt's tenancy in the building; that to deny Mr. Pratt's present application would be discriminatory in view of the fact that he was given no opportunity for a hearing at the time action was taken on ~r. MaCkey's license. ? That the transfer of Mr. Pratt's license will not in fact increase the number of beer licenses operating on Willamette Street at the present time. tl i, 3. That the Council under pr~ovision of the State law can only recommend approval or *ej ection of the license transfer a,nd tha t such ac tion can be over-ruled by the State ~iquor Control Commission. We further find that a petition bearing 37 signatures of property owners and/or tenants on Willamette St. has been filed with the Mayor and Council in support of ~r. Some weeks ago this office instructed the Chief of Police ,t.o conduct a :'survey 'of troffic on 13th Avenue, and at other locations, and to bring in a recom- i Imendati'ons for or against the further installation of stop signs. As a result of I :.such su'rvey, I recommend the fOllowing:, II , 1. -That 13th Avenue, both East and West of Willamette be designated I a through street, and that stop signs be ,placed at cross sections. I', 2. That stop signs be erected at 8th and Washington for North-South traffic. REPORT OF-OFFICERS The following report was submitted by the Manager: 3. A stop sign on the Northwest corner of 3r,d and High Street to govern South bound traffic at this intersection. I 4. It is further recommended that West 8th Street between Lincoln and Charnel ton on both sides of the street be designated as a two-hour restric ted parking a rea. Investigation of automotive equipment in the Police Department discloses : that it would require an expenditure of approximately $450.00 for necessary . repairs to a 1939 Plymouth assigned to the Police Maotron. Arrangements are being made to furni sh necessary transportation for the matron and I recommend tha t the automobile be sold. -:~. On Friday, June 1, your sewer committee met with Mr. Carl Green of the con- sul tant firm of Cunningha1Jl and Associa,tes of Portland, and final arrangements, are being completed for the master sewer plan survey for the City. It is hoped that this work can be completed within the next sixty to ninety days. Organization of the summer playground recreation program is under way and it is pro posed tha t the City will par tici.pa te to the ex.tent of money s available from its sp ecial playground levy fund. Plans call, for the operation of 12, playgrounds within the City, and the use of the University swimming pools. The ~nitial allot- ment to the Eugene Program from moneys contributed to date by public' subscription is $2,000.00. In connection with the application of Coburg area residents for bus service, our offic e is advised tha t a serie s of puplic hearings on the applica tion of the East Side Bus Company to provide such service is being conducted. School District No.4 has indicated its 'desire to terminate present lease of old aviation field and buildings in favor of a new lease in which the Vocational School would retain the use of the main hangar building at the field. Owing to the fact that the old municipal field is being opened for training flyers, I feel tha t it is to the best interests of the City to regain control of the fie ld proper, in order that such flying activity can be regulated, and return certain revenues to the City. This office requests permission of the Council to negotiate a new lease. On June 1 this office was advised by the Board of Education that the matter of vacation of streets in the proposed high school area was still pending before the Board, and that final action would probably be delayed until the return of one board member now out of the City. I The Park Department has been advised by th e Federal Public Housing Authority I that it desires the removal of one old temporary building on the N.Y.A. site. This building is 18 x 30, of crude frame, and paper construction. It is hereby requested thet the Common Council authorize the Manager's office to sell this building to the highest and best bidder for cash. It Motion by Davis, seconded by Hawn that the report be approved and the recommenda- ti ons contained' therein be adopted by the Corrmon Council. Motion carried. The reports of the City Engineer on the proposed opening of 8th Avenue West ; from Chambers st. to Garfield St., and of the alley between 7th Avenue ,and 8th I Avenue West from the West line of Hallock Addition to Garfield St. were submitted. ': Mr. Lee E. Ellis of 212 Pearl st. who had made a previous request to the !' Board for a permit to convert his residence at the above address into six apart- ments, appeared before the Board with plans for the proposed changes. The Board recommends that the request be granted on condition provision be made for off il street pa rking. A request was received from Fred O. Schleck asking for a permit to build a :: barber shop on a portion of Lot 6, Block 11, Henderson's Addition, located the :.northeast corner of the intersection of Alder Street and Thirteenth Avenues. Motion by Hawn, seconded by Davis that the reports be received and placed on file. .A recommendation from the City Planning Commission for the acquisition of ~ additional property South of the Amazon and West of the present swimming pool : site was submitted and re€!d as follows: i I ,"At a meeting of the City Planning C,omrnission held May 22, 1945, the secre- tary was instructed to forward to the Council a recommendation of ,the City Planning Commis,sion that the Ci ty ,should acquire a three cornered tract of four acres for about $800.00 to be used in conjunction with the swimming pool for parking space ; and for a spa ce for a wading pool fo~ children. A description of the lands sought to be acquired is: All that portion lying South of the Amazon and West pf the present swimming pool site owned by the F?ir Grounds containing approximately four acres."
