All Councilmen present except Hurley and Davis. .(",'1 .. .....-. This being the date set by publication for the taypayers meeting on the --.* proposed budget for the City of Eugene beginning July 1, 1945 and ending June 1 30, 1946, Mayor McNutt called for statements from taxpayers present at the meet- ing, for oragainst the proposed budget. There being nO taxpayers present tp appear for or against the proposed budget CB#25, being the proposed Ordinance adopting the budget for-the fiscal year 1945-46 was read. It was moved by Koppe, seconded by Hawn that the rules be suspended and the Ordinance passed to second and third readings by .unanimous consent, and- placed on final passage. I \~~V jl At a recent meeting of the vity Health Board recommenda tion has been made ,-,--,,' {~ to this office that the city join in with Lane County. on a program of joint restaura~t inspection for the coming fiscal year, to which the city will con~ tribute $100 per month as its share of the cost of the program.' In view of the fact that the former city restaurant inspector has terminated her services with the city, it is believed that the city should join in this program on a trial i basis. A close observation of this operation and the effect of this program I will be made and results reported at a later date. 1'1 should like to call the Council's attention to two departmental reports for the month of June. 'l'he report of the Police Deparment reveals the completion , of a general reorganization program within the department which is already re- I suIting in generally:mcreased efficiency in this deparment as revealed by the { record of investigations, arrests, and'recovery of stolen properties. The re- i port of the fire hazard inspector, Lester Barker, records 81 inspections, 236' I recommendations issued, 39. .fire hazards removed. We feel that this regular I inspection serv10e will continue to have a good effect in reducing fire losses within the city. The operations of the otreet and Sewer Department as of July 1 have been segregated from the office of City Engineer and will be in the direct charge of , a ma intenance superintendent. .Pending a formal appointment of a main tenance I superintendent, Mr. W. J. Mullins is handling these duties on an acting basis. I 'l'he offices of City Recorder and City Treasurer- have been combi.ned wi th i4-Mr. John Fields in charge 'and steeps have been taken insuring prope,r,protection '* to the city thrpugh 0urety Bonds covering the combined office. All'moneys paid I to the city with the exception of tr'affic bail are now being pa id dire ctly to : the finance office as a part of this reorganization plan. , , , With the cooperation of the University and volunteer assistance, including i that offered by a group afoul' own city firemen, plans are being made for the reopening of the Anchorage Pool for the ba lance of the summer under the s uper- I vision of the Playground Department. Clearances are being obtained from the Health Authorities ,for this reopening and it is hoped that this project can : become an important:, item in the s umrner program. ~his office is in receipt of ' a letter from Mr. Herman Kehrli aSking that the city name a representative to a general committee that will be formed for the purpose of inaugurating the Eugene Master Planning Program for which the various jurisdictions have appropriated funds in their current fiscal year bud- get. - ; A meeting was held June 26 which was attended by the Council Streets Comm- I ittee and representatives of the Eugene Chamber of Commerce Highways Gomrnittee, , the City Planning Commission and the State Highway Department, for the purpose of discussing the proposed route within the city from the Coburg River Bridge to an intersection with the Paciric Highway. Preliminary steps looking to the e-stablishment of a route were dis cussed and estimates of cost as previously prepared by the State Highway Department were studied. It was decided that the Street Committee would meet July 10 with the Lugene Planning COIT~ission at which time a definite recommendation a s to selection of the route and procedures for determining a portion of the costs for the improvement will be formulated for submission to the Common Council." Motion carried. , , 17 i \ The City Manager submitted the following report: i "With the City Outlook Sewer improvement completed and a second improve- r ment district being formed for sewer installation between 22nd and 23rd streets, I it will become necessary to issue warrants in payment for the same to the con- . tractors, such sums to be reimbursed by cash payments and/or bands. i ___c. i At the present time the city's District Improvement Sinking Fund carries I a balance of $63,837.23 over and above all obligations against said fund. It I is therefore recomr,endeCl that the swu of $30,000 be set aside by the City Council ..~ from the above funds to be used as a revolving fund for payment of improvement ! district expenses_ This fund will be reimbursed with all proceeds from cash ~ payments and/or Bancroft bond sales and Would eliminate the necessity of paying : interest on the improvement warrants.
