I I", , As a result of la survey recently completed in the department, the manager's 0:' I ~I office has placed orders for approximately $1,000.00 worth of new 2 1/2" Fire Hose " and it is requ~sted at the Council that authorization be given to purchase from the Fire Department reserve funds a list of badly needed equipment and accessories I: in the sum of ~2,000.OO. Thd re-modeling and re-decorating of the Central Fire Station is pro- gressing satis~actorilY and should be completed within the next 30 days. As a matter of interest to the Council, a schedule of City tax levies. for cities of the State of Oregon for fiscal year 1945, 1946 have been submitted to this office by the League of Oregon Cities with an assessed valuation given. as $15,429,399.00. The municipal tax rate for Eugene is 15 2/10 mills. This is ! the lowest millage rate of any City in the State over 5,000 population, .being from I 15.9 to 31 mills. I I . The matter of street lighting in the West Moreland area, referred to . this office by the Council, is being surveyed and orders ~or lights at various locations are being placed with the Eugene Water Baord. , In the matter of the Eugene Nursery School referred to this office by I the Council at its last meeting, I have conferred with Mrs. Stormes, Manager of I the school and attended a meeting of service Club representatives in connection with plans now being made to continue the school with public support provided ad~quate facilities can be found after November 1st. ...:: ... During the past month, the undersigned has attended ,37 meetings in connection with municipal and community affairs." It was moved by Koppe, seconded by Hawn that the report of the manager be re- - ceived and placed on file and that the recommendations contained therein be I adopted by the Common Council. Motion carried. The report of the City Manager for the month of qeptember, requesting 21 addition of four traffic patrolman in the Eugene Police Department was submitted and read as follows: "Du:Fing the past few months this office together with that of the police chief have heen giving serious consideration to the current traffic control problems in the City of Eugene, which we sincerely feel will show a serious in- crease with the return of more cars to our streets and highways in coming months. Basing ,our judgment both on experience factors and recommendations of the National Safety Council survey of 1944, it is requested that four additional police pa~rolman for traffic duty assignment be added to present police department personnel. The cost of salaries for the four additional men would be $5,472.00 ~ for the balance of the current fiscal year and the additional men will result'in a need of at least one additional traffic car if and when such equipment 1s available. Should the request for additional personnel be allowed, it is planned ! to re-assign the Chief's car for traffic purposes until such time as another car i becomes available. In making this request, I should like to point out that the : ac ti vi ties report of,.the Eugene Police Department reveals a heal thy increase in law enforcem~nt activity, particularly in the traffic division and likewise re- , veals the need of additional man power. With the City increasing in population i and with every reason to believe that our traffic volume will show a great in- , crease within the next few years, your serious considerat~on of these factors is I . , requested. " I It was moved by Hawn, seconded by Davis that the recommendation be adopted and emergency funds be used for employment of the additional patrolmen for the balance of the current fiscal year. Motion carried by the following vote: Bills against the various city departments for the month of September, 22 1945 were submitted. Warnock, Chairman ,of the Building l Committee of the Fairmount Presbyterian Church asking for a permit to build a !' "sun-room" on the south side of the church approximately 8 feet by 40 feet. , This would bring the structure up to the property line, the walls to be covered I, with stucco. The principle reason for the request is to be allowed to use wood !: sash and plain glass in lieu of ~ the steel sash and wire gla'ss required by the I' Code in such a circwnstance. As there would be no house wi thin 25 feet of the i. structure, the Board is recommending that the request be granted. I I: A request was received ,from Mrs. S.. 1. Torvik asking for a waiver of "set-back" on the lot at the Northeast corner of the intersection of Fairmount I: and Sunset Boulevards. This is the City owned lot on which Mr. Prescott had : r~de a conditional offer, but which he later withdrew. Mrs. Torvik has sub- ~ mitted a rough sketch of the proposed plot plan, showing a "set-back" of 15 feet .: at one corner of the b~ilding which is to be one story in -height. The Board is I: recommending that this request be granted. t, I ~, A ll"equest 'was received from Mr. and Mrs. Byron Elliott to erect four of I' the small houses similar to those recently erected by the University of Oregon I; on their property on Emerald Street, on a lot at Sixteenth and Pearl Streets. i, As these houses in no way comply with our Code, the Board is recommending that :; the request be denied. Hughes, Manager of the McDonald f: Candy Co., asking for a permit to erect a garage 20 feet by 40 feet out of new [I and used material to house their four trucks on their property at 435 Charnelton 1 Street. The Board is recommending that this request be ~ granted for a period of two years only. , I'! ' :; A request was received from the Blue Bird Packing Company, asking for I I a per~it to erect a frame building to house an oil burning steam generator at )' ~ their plant at 629 Oak Street. They claim they cannot obtain tile to construct i.'. this inclQsure, but as concrete would cost but a 'little more than tile, the I' ;, Board is recommending that their request be denied. "We are aksing your con- I ~ sideration for permission to const~uct a structure of approximately 60 feet by I !: 22 feet, built of storm-seal, on the rear of our property, located on East 13th i. Street, between Oak and Willamette Streets. This building cannot be built of ~ concrete construction due to the fact that it is on property leased for five ~ years and, of course, constructed of storm-seal could be removed, if necessary, . \: at the termination of the lease. The building will be used for the refinishing and ~ rebuilding of bodies."
