Motion carried. . 17 The Police Committee submitted the following report: "Your Committee on Police to whom was referred the matter of limi- tation of beer licenses within the City and the application of Kenneth LiQhty. for beer license on West 11th Avenue. begs to report as follows: I , Your Committee finds that there are 26 retail beer outlets now licensed in the City exclusive of package store and restaurant licenses. We reco~end that the Common Council limit the total number of. Class A, B & C Ret'ail Beer licenses to 30 and that the four additional licenses be confined to the annexed area, West of Chambers Street within the City limits. We recommend that further applications for licenses other than Class A, B & C Beer licenses be considered on the merits of the individual appli- cations. REPORTS OF OFFICERS, . 18 The City Manager submitted the following report relating to proposed change of bu~ routes in the downtown area, together with petitions carrying 507 signatures protesting the removal of busses from Willamette Street. . "Several weeks ago, as a result of a study of downtown traffic con- ditions and several conferences with the management of the Oregon Motor Stag~s, it was suggested that the re-routing of City busses from Willamette Street to Olive and Oak Streets be arranged for a trial period of 60 days to Qbse,rve the effect of such a program in relieving vehicular traffic congestion on Willam~tte Street. . This suggested move resulted in a ~ather wide publiQ reaction with arguments presented pro and con and alternate suggestions offered. As a result, the Chief of Police in his departmental report for the month of October has reviewed the situatiop and sets forth three alternative proposals in this con-, nection. 1. To re-route all bus travel off Willamette to Oak and Olive Streets. I 2. Re-route North bound busses only on Oak and Olive _ .1 I with South bound busses continuing on Willamette St. I i I 3. The establishment of a central loading and unloading I area in the business district for all bus routes. The objections to removing bus routes from Willamette Street haye I come from two sources. Oregon Motor Stages in which the management states that within a sho~t time it I! intends to make quite a few changes in now existing schedules in order to reach I. t out-lying districts and establish more individual runs or loops. Pending these proposed changes, it is requested that no action be taken at the present time on r'e-routing on the basis that it will only lend to conside:reble confusion on the ! part of the bus riding public. Still another alternate suggestion is made in I, t~is letter to relieve Willamette Street congestion by establishment of double I! zones at present bus stops. j, I should like to point out that the subject of re-routing busses is only one of several proposals in a general study of ways and means to facilitate , the flow of traffic in the downtown area. The elimination of left hand turns, \, I. one way traffic in the alleys, a general revision of the meter schedule and off- I. i, street parking facilities are other important factors in this general,program. J- OWing to the numerous proposals and counter proposals that have been made and in t light of the request by the Oregon Motor Stages, it would be my suggestion that " a continuing detailed study be made into the situation in general and that the " proper city officers be directed to carry out such study and report its findings r " and recommendations to the Police Committee of the Council. ''t'),:) ... ...~ The October report of the Police Department notes some improvement in ".-. ;1'...... - traffic law "observance and we feel that it will be possible to carryon a more intensive campaign along this line with the additional officers who have been undergoing a period of intensive training. I During the past month, we have met with representative business leaders in the downtown area to formulate a cooperative, ,plan for keeping down- I town streets and alleys in a cleaner, more sanitary condition than heretofore. At the present time, our street Department is constructing a small flusher for use in alley ways as a means of assisting in this program. The October report ! of the Street Department lists the re-decking and paving of the Lawrence Street bridge, distribution of 5, 120 gallons of RC.4., grading of Arthur, Cleveland and Garfield Streets, replacement of numerous drive-ways, culverts and the painting of all pedestrian and school ~afety lanes. Two new pieces of equip- men t , the power unit 'for sewer rodding and paint machine were used for the first I time with satisfactory results noted. I In'the Park Department, the painting of the care-takers home was " I completed in October. At the Eugene Airpark the listing of 95 visiting aircraft for the month is reported by the manager.
