19 :: Mr. E. A. Miner addressed the Council stating that he represented one of the I
~ churches, and asked that the license not be granted, stating that the church I
;: organizations were back of him. He mentioned the fact that so many of the auto
~ accidents were caused by drunken drivers.

20 i! W. A.Countryman also addressed the Council, stating that he was Superintendent
:1 of the Baptist Sunday School and had been working hard to better the morals of
!~ the children. He also stated that the juvenile conditions were very bad and that
~ these places made it easier for the teen age to secure liquor and asked that the
~ license be denied.
I 21 I; Leo Deffenbacher addressed the Council stating that this was a University town
j: and that the public generally expected the town to maintain a high standard of
;l morals and asked that the license be, denied. .

!I the financial records of the City of Eugene for the;~:months of July" August and
!: September, 1945. In connection with this work we have assisted and instructed the
I:: Finance ~fficer in the keeping of the 'records 'under the new accounting system I
::.1 which was set up as of July 1. We find that ail moneys have been properly accountedl
I,: for, and'that the new system is working satisfactorily.
!i : We notice that the Mayor and City Ma~ager, both of whom sign warrants I

(month of November together with several recommendations for your consideration.

I II . The Police Department in November was brought to full strength with !
~; departme4t personnel consisting of 29 persons.' The traffic situation continues :
i." to be an acute problem with accidents.and injuries on the increase. This despite I)
~.the repo~t of the Secretary of State that the City of Eugene has shown greater
!,J improvement in this respect than any City in the State over 10,000 population.
;' Traffic ~rrests are show~ng corresponding increases and our municipal court has I
~recently scheduled one night session per week ~s a means of expediting the heavy II
::volume of work. With an increased number of officers assigned to traffic detail
,i the addition of a utomobile equipment replacement of several of the present police :
:: department cars w ill become a necessity as soon as new cars are available for i
: delivery.

In the past month our Fire Department had occasion to test the ef-
ficiency of the new voluntee~ u.q.it which performed an outstanding JOb in ass is- I
ting our regular firemen in controlling two fires in the business district. The
~;~ work of the department in combatting both of these fires brought favorable com-
...":..l!...~, mendation from the off~ce ,of the State Fire Marshal. .

I Approximately 300 yards o.f gravel was spread. The 19th 'Street bridge is being
rebuilt and will be completed this week. Owing to the emergency nature of much
of the Street Department activity during the winter months, it is necessary that
addi~io~al money be made available in the over-time fund of the Street Department
bUdget. ~o the end that the total budget appropriation not be exceeded for the
year, it is recommended that the sum of $500.00 be transferred from the Shop
Clerks salary and wage appropriation to the appropriation, for over-time lapor.
In the matter of the future use of property between University and.
Potter and 2and and 2fta Avenues, set aside by the Council for park purposes, it
is recommended that private properti lying within this block be purchased by the
City. I recommend that the sum of 1800.00 be expended from the local improvement
fund surplus for this purpose.
i I am advised that the report and plans on the Eugene sewage system will
! be completed withip a short.time and these will be submitted to the Council Sewer
Committee when received by this office.
Preliminary plans for Eugene's municipal swimming pool are under way .
and should be completed within the next 60 days. Property owners in various
I sections of the City are being contacted in connection with permanent street and
alley improvements and it is anticipated that a large number of these can be
i
, initiated during the coming spring and summer months. Petitions for three such
I
I projects will be placed before the Council this evening.

Council members for your study and consideration."
