The regular meeting of the Common Council of Eugene, held February 11,
1946 at 7:30 P.M. The meeting was called to order by his Honor, Mayor Earl
McNutt. Councilmen present at rollcall were Koppe, Hawn, Hurley, Johnson and
Allen.

Upon motion the minutes of the last regular meeting held January 14,
1946 were considered read and approved.
REPORTS OF COMMITTEES
1
The Finance Committee submitted the following report relative to
offers of purchase and sale of City owned property:
Lillian S. and Edward T. Stelle offer $720.00 for Lot 13, Block 6, Fairmount
Heights Addition.
Appraisal: $1200.00
Committee Recommendation: Acceptance of this offer.
Geo. and Flora Belle Crick offer for a strip of property 21 feet wide at the
Northwest corner of Third and Taylor Streets $40.00.
Committee Recommendation: That the offer be accepted with the purchaser to
assume the cost of title insurance.

The following report of the Council Police Committee was submitted
and read:
9 "Your Committee on Police to whom was referred various matters, begs
to report as follows:
We recommend that the following steps be initiated by the Common
Council as a part of Eugene's traffic control problem:
1. The extensibn~, of the one-hour parking limit to Lincoln Street on
the West, High Street on the East, 5th Street on the North and 13th Street on the
South, all limits to be exclusive of the streets named with one-hour parking on
Willamette Street extended to 14th Street.

/ 2. The purchase, 'placing and maintaining of parking meters on Oak,
i. Olive, 7th Street and the so-called park blocks and the completion of metering
on 8th Street, Broadway, 10th and 11th Streets between Oak and Olive Streets.
3. The placing of 12-minute parking meters on Broadway adjacent to the
First National Bank and/or 8th Street adjacent to the U. S. National Bank ~nd on
Wil1amette Street in front of the U. S. Post Office.
4. Provisions for two-hour metered parking on Oak and Olive Streets
and in the park blocks.
5. The placing of stop signs controlling North-South and East-West
traffic at the intersection of 17th and Olive Streets and stop sign to control
North-South traffic at the intersection of Lawrence and 17th Streets.

6. Placing of necessary signs to prohibit lefthand turns at the
intersections of 8th and Wil1amette and 10th and Willarnette.

i' . Receipt of a check in the amount of $726.00 as partial payment on the
Ci ty',s share of crops at the Mahlon Sweet Airport buildings, total revenues from
~ the a~rport and the Eugene Airpark for the year to date aggregate $2600.00. I
,I would, like to mention that the ordinance passed by this Council last September
setting up a schedule of occupational taxes and license fees for airpark operation
has been widely publicized through municipal channels and we are receiving
numerous requests for copies of this ordinance from all parts of the United States.
. The Police Department report' for the month of January shows a further
increase in our efforts to reduce traffic hazards on the streets of Eugene. As
r a par:t of this program, a new Eugene Safety Council has been organized and it is
'I hoped: that the efforts of this group together with increasingly strict enforce-
!:: .m.ent yvill make it possible to reduce the accident toll wi thin the City during 1946.

Two ballot proposals relative to highway improvement and funds for
recreational program'proposals will be formally submitted at this meeting. I
should like to take this opportunity to endorse both of these measures and trust
'I that :they will be _g~ven serious consideration.
I should like to request permission of the Council to participate in

the p.roposed new administrative council to be comprised of representatives from
the cities of Eugene and Springfield, School Di.strict No.4 and County of Lane.
It wi~l be the purpose of such a'Council to make detailed studies of the budgets
of th,e different taxing jurisdictions wi th the thought 'of correlating our program
in or~er that excessive tax burdens can be averted in any given year in the
finanCing of various improvement proj ects. It

on file and that the recommendations contained therein be adopted by the Common
Council.

A report from the Office of the City Manager, was submitted and read
as follows:
11 ,"At the last regular meeting of the Common Council, your body went on
iJ record as favoring the use of City :owned property bounded by Potter and Uni versi ty
: betwe.en 23rd and 24th Avenues East for use by the Universi ty of Oregon for tem-
porary G. I. housing. A group of students are now negotiating with the Univ.ersity
concerning plans to erect 36 Q.uonset type units, on this property, provided t~at
i certain ground preparation can be made by the City of Eugene.. At the present time,
we have on hand plans and specifications for grading and improving the property
for its eventual use as a park playground site., Such ground preparation would
answer the needs for the housing installations and the buildings would be of ~uch
, type as to not interfere with the use of this property as a playground fo~low1ng
" removal of the buildings.

Certain funds in the 1945-46 park budget can be made available for
such improvement if the Coun~il so de~ires., The cost is estimated at approxi-
mately :jji5,000. If the Counc~l so des~res, bids could be called for this work
and an agreement entered into between the City and the University of Oregon
whereby this pr~perty would be made available for the h.ousi'ng units. I would
reco~end that ~f such be the case, the installation of necessary sewer con-
nect~ons and/or other facilities required for the project be made at the expense
of the housing unit."

on f~l~ and. that the City Manag~r be authorized to negotiate a proposal with
the Un~vers~ty of Oregon, relat~ve to development of the site for a temporary
housing project, and to report back to the Council. Motion carried.

The report of the Board of Appeals was submitted and read as follows:
!fA meeting of the Board of Appeals was held in the office of the City
Engineer Friday, February 8, 1946 at 5:00 P.M.
:,
A request was received from Frank Jungers asking for a permit to re-
build his service station at 11th and Grant Streets. This station is just out-
" side the Business Zone but as it is to be reconstructed in compliance with the
Building Code and would be much less a fire hazard than the present structure,
the Board is recommending that the permit be granted.
" A request was received from Carl H. Elliott asking to be allowed a
14 fourteen (14') foot set-back from Washington Street for a new residence on the
rear of his lot at 482 Washington Street. The Board recommends that the request
be granted.
A request was received from C. F. Stohlman asking to be allowed to
15" erect an additional duplex on a small lot on the South side of First Avenue East
of Monroe Street. This is a small lot and already has a duplex on it. Another
duplex would exceed the lot coverage and could not comply with set-back re-
quirements. The Board, therefore, recommends that the request be denied.
, A request was received from L. M. Shannon, 835 1/2 F Street, S.l?ringfield,
16 , asking for a permit to remodel the house at 1490 Moss Street into three (3) apa~t-
'I ments. The Board recommends that the request be granted on condition that it be
J remodeled with inside stairways.
A request was received from W. O. Harvey for a permit to erect,a Timber
17 Structures type metal building as a temporary shop on the West side of Filmore
Street between Sixth and Seventh Avenues. The Board recommends that this request
be granted.
A request was received from Mrs. Elizabeth Smith asking for a

A communication from Albert J. Manley, local supervisor Oregon Motor
Stages, seeking permission to establish bus zones at the Southwest and Northeast
corners of the int~rsection of East 11th and Alder Streets, was submitted and read.,
It was moved by 'Hawn, seconded by Hurley that the request of the Oregon Motor
Stages be referred to the City Manager with authority to act. Motion carried.
A communication from W. E. Purdy, seeking the re-zoning of property at
670 West 6th Street was submitted and read.
Upon motion the communication was ordered referred to the City Planning Com-
mission for its consideration and hearing be held March 5, 1946 by the Commission I~
on the application. Motion carried.'
A communication from E. L. Kincaid, asking permission to use the
abandoned reservoir at the top of Skinner Butte for installation of radio broad-
cating tower, was submitted and read.
It was moved by Hawn, seconded by Johnson that the communication be received and
placed on file and that the petition be denied., Motion carried.
A petition from L. E. Tucker, 1594 W. 11th Street for the extension
of business zone to include the South one-half of Lots 11 and 12, Block 6,
Chambers Addition.

Communications from the Executive Board of the American Association of

levies for recreational purposes and highway purposes, were submitted and read.

A communication from R. Lewis Brown seeking permission to grade and
gravel a portion of 14th Avenue West from Washingtop Street to the West line
of the alley running North and South of Block 2, ,Hollenbeck Addition, was sub-

denomination and due date, and' place of payrnent as the Common Council may deem
most likely to enhance their value and insure their salability. They shall bear
a rate of interest not greater than 3 per cent per annum and shall be sold for
not less than 98% of their,par value and accrued interest.
Section 4. The Common Cou~cil of the City of Eugene is hereby
authorized and directed to include in its General Municipal Tax Levy each year
such 'sufficient special levy as shall aggregate together with any other available
funds, an amount sufficient to pay the interest on the bonds and to pay the
serial maturities as the bonds fall due.
