1946, were considered read and approved.

basic sewer plan improvement report of Cunningham & Associates, Consulting
Engineers.

That we have examined the report and recomme.nd the following:
1. That the propesed project for Area "A" (Chambers-West Moreland
District) including installation of approximately,43,?00 feet of sewer pipe,
pump house, pumping equipment, etc. ,- be given priority as the. first unit for com-
pletion of the Master Sewerage Plan,}and. tha t the Office of the City Manager be
authorized to proceed as quickly as possible in seeking preparation of plans and
contract documents covering this work in order that bids may be called at the
earliest practical date for consideration by the Common Coun.cil..
2. We recommend tha.t preliminary steps be taken lOOking to the con-
structionof a proposed syphon across the Mill Race as per Engineer's plans and
specifications in order that this work may be accomplished while the Mill Race

itA meeting of the Board of Appeals was held in the Office of the City
Engineer 5:00 o'clock P.M. March 11, 1946.
A request was received from Mrs. Etta Whittaker asking for a waiver of
set-back on 5th Avenue on the East side of Madison Street. She intends to move
two houses from Washington Street just South of the Railroad track to'this lo-
cation. The Board is recommending she be granted a 20 foot set-back on 5th
Avenue provided she observes a 15 foot set-back on Madison'Street.

A request was received from Percy D. Bentley, Architect, for the
establishment of set-backs on the Southeast corner of the intersection of 15th
Avenue and Kincaid Street. The Board recommends that he be required to line up
with the houses to the East on 15th and with the house to the North across 15th
on Alder Street.

A request was received from Mrs. Amand.a M. Acott to, 'be allowed to con-
vert her home at the Southwest corner of 24th and Portland Streets into an ad-

BOard .reconunends that' the request be granted.'
A request was received from Mrs. Selma Thompson to build a two story
house, containing six apartments on a lot at '16th and Ferry Streets. The Board

A request was received from Mrs. Ol'ive M. Swezey for a permit to extend

A request was received from the Better Homes, Inc. for a waiver of set-
back for a house at 21st and Hilyard. This is a case where a, permit was issued
last year with a specified set-back. The project was abandoned temporarily and
then re-'issued this spring, but with difficult .plans and before conSUlting with
this off'ice. They 'now desire to cons truct a 'garage at'.tached on the front of this
house wh'ich would extend much closer to the s'treet than the rest of the houses in

G. Delzer, R. A., Anthony and W. G. Dixon: Rezoning block 2, Westmore-
land Addition to Eugene from residential to busin,ess pro.perty.
W. M. Wohlander: That lot 1,- Block 18, College Hill Park Addition at
21st and Jefferson be reclassified from single family residential to multiple

Be it Enacted by the Electors of the City of Eugene, Oregon.
Section 1. The Common Council of the City of Eugene is hereby author-
ized and empowered each year to levy, assess and collect taxes not to exceed seven
tenths of one mill upon the dollar valuation, upon all property, both real and
personal, within the City of Eugene, not exempt from taxation, for the purpose of
maintaining and supervising publiC playgrounds and recreation, areas for said City.
Section 2. This levy shall be in, addition to existing levies.
Section 3. The money realized by the levy herein provided for shall be
deposited and kept in the Playground and Recreation fund.
Section 4. That said money shall be disbursed by the Common Council
through the public playground commission by warrants drawn by the Council upon
said playground fund, said warrant to be signed by the Mayor and City Recorder.
Section 5. This levy will be in addition to and in excess of the
constitutional 6 per cent limitation upon the City's tax levy.
