REPORTS OF COMMITTEES 2 The Finance Co,mmittee subnlitted the following report relative to offers of purchase of City owned property as follows: Mrs. T. J. Busch offers $500.00 for Lot 6, Block 28, Chula Vista Park, Second Addition. ('East side Columbia Street 55 feet north of 24th) City to put in 25 or 30 feet more 30" pipe. City Appraisal: $500.00 Co&~ittee recommendation: Hold for further investigation re: Sewer development. Paul W. A report of the Council Parks Committee re: Proposed disposition of 6 City owned property between 19th and 21st Avenues West from Lawrence to Washington Streets was submitted and read. "Your Committee on Parks to whom was referred the matter of the sale and/or trade of City owned properties between 19th and 21st Avenues West from Lawrence to Washington Streets begs to report as follows: That your Committee finds upon investigation that 1. The Common Council meeting in regular session February 27, 1945 voted unanimously to dedicate for park and playground purposes within the City of Eugene certain City owned properties including the tract between Washington and Lawrence, from 19th to 21st Avenues West. 2. That the notice of such dedication was publicized at that time and that proposed plans for the development of the property as a P?rk playground area were presented to the public shortly thereafter. . 3. That no other similar sites are available nor will be available in the future to the City of Eugene for such purpose and the property adJacent to the City swimming poo+ site opposite the fairgreunds, available in trade as a part of the proposed transaction with the st. Mary's Parish, is not of suf- ficient size nor type to lend itself to the type and development planned for the 19th to 21st site. ' " 1 ,I I Preliminary engineering work has started in connection with the propos~d i' installa tion of trunk sewer in the Chambers-West Moreland Districts. In con- :1 nection with this work, w~ are submitting this evening a proposed street opening ~ for a portion of Tyler Street which will constitute one of the trunk sewer route~ , in connection with this proj ect. It is hoped tha t the preliminary work may be I: completed and plans and specifications prepared in time to call for opening of I: bids for the Mayor June meeting of the Council. In connection with the Municipal ;~ SwimmIng Fool project, information this week from the consulting engineers indi- ,I cates that final plans and specifications will be completed in sufficient time to II call for bid opening in May. !: Department heads, at the present time, are engaged in preparation of :1 budget estimates for 1946-47 which have been ordered filed not later than April f 15th. Indications point to a substantial increase in certain of our operations ~ for the coming year, particularly in the protective agencies and the Street and I, Sewer Maintenance. In connection VJith the proposed installation of new two-way radio or radio-telephone service for the City departments, meetings have been i! held wi th representatives of the Eugene 'Nater Board and the Lane County Sheriff's f' Office, with the idea that such facilities may be co-ordinanted to make provision ,: 1\ for all emergency services in the area wi th cost to be shared on a pro-rata basis. I: I: II II ;1 'i I 'I I' Ii The recent purchases from our equipment reserve fund include two new automobiles for the Police Department, while a Motor Patrol Grader has been ,pur- chased and is now in operation in the Street Maintenance Department. We were fortunate in being able to secure a used model machine in excellent condition at a saving of approximately $3700.00 under the budget allowance for this item. . The Street Department is also taking delivery this week on a new 4-wheel drive Chevrolet, tone and a half truck, purchased from the War Assets Corporation at a saving of $1100.00 under list price. . I' A new training program for both regular firemen and volunteers has been l! under way for some weeks in our Fire Department. This department has also been i! receiving certain badly needed items in the way of equipment, including a Chief's I car, mobile light unit, fog noz'zles and new hose. Our continuing program of fire Ii hazard inspection we feel has brought excellent results and has brought favorable, !I commend a tion from the Sta t,e Fire Ma,rshal' s Office'. !I It Preliminary plan,S for the Eugene Summer Recreation Program are under way ii and the services of a summer director have been arranged for. " - . -. - - -------- .'- ._------- --- It was moved by Bailey, seconded by Davis that the report of the Manager be received and placed on file. 11 . ......., A report of the City Manager re: Parking meters was submitted and I "(,,\-.. .; "'P'" read. ~ ~ ~ "Acting in accordance with instructions previously given by your body, we have completed our surveys for the extension of parking meter zones within the business district of the City of Eugene and are prepared to offer the follow- ing recommendations in connection with this project. 'I I j ,I I I I :1 A total of 448 meters are needed, including 302 two-hour meters, 128 one-hour meters and 18 twelve-minute meters. In determining the type of meter to be purchased, the maintenance and service records on our present meter in- stallations have been carefully examined and samples of the two leading manual type meters were subjected to study and tests by Mr. Fred Haley, in charge of meter maintenance. While the price quotation of the MI-CO meter and the Miller meter shows a variation of approximately $28.00, our examinations have convinced us that the type of construction and mechanism of the Miller meter, while more expensive, has several advantages that we feel are definitely worth the additional cost. In replacing our present automatic meters with the Miller Manual Meter as we~l as adding the 'new units, we will be standardizing our meter facilities making it unnecessary for us to stock parts for more than one make of meter and th~s reducing our service and maintenance requirements. In our negotiation with the distributors of the Miller meters, they have agreed to convert our present 160 Miller meters, now owned by the Cit~, with new mechanism parts without cos~ to us. These parts represent a cost of $1342.00. In replacing 120 dual meters an allowance of $15.00 per meter is offered by the Miller Meter Company. Sub- mitted herewith 'is a standard form of meter contract okayed as to form by the Off~ce of the City Attorney, proposing the purchase of 570 new meters at a cost of ~?5.00 each and providing the aforementioned allowances on the 120 dual meters, plus replacement of parts on the present meters. The contract calls for a payment by the City to the Meter Company solely from the re'ceipts, funds and revenues ob- ta,ined from the operation thereof, on a basis of 50% of net revenue until the cost of the meters has been met. During this period of operation, the receipts from the 150 meters now owned by the City would be segregated and such revenues would not apply to the purchase of the newly installed meters. A renort of the City Manager re: , ~ Building permits was submitted and read. "The last monthly report of our Building Inspection Department shows I ~ermits issued for 33 new homes with a stated valuation of approximately I ~$99,000.00 per residence, which is ridiculously low considering current costs I of building materials and labor. In some instances, the permit holder apparently : seeks to give us a fair determination of valuation on the building to be erected, ,I. but in most i!:stances itt~S vte~y apparent that the valuation of the work to be done is greatiy under-es lma ea. 01 In view of the fact that building permit records are normally used as a basis for assessment and that every indication points to a heavy increase in in- spection activities during the comming year, I earnestly recommend to the Council that it go on record endorsing a directive to 'our Building Department wherein the value of the proposed building will be deterrtined by the department on an area basis and not by the permit applicant. Our Building Department receives each month an authoratative schedule of building costs for this area figured on a squar foot ba'sis for the different types of construction. My investigation shows that such a schedule is used by a majority of municipal building departments in esti- mating costs for permit purposes. At the present time, we find that many cities a e making an upward revision of their permit fees. I feel, however, that the above recommendation which is in accord with provisions of the building code, will not Qnly,serve to give a truer picture of p~operty valuatio~, but wi~l ~ssi~t us i~ gaining sufficient revenue to ~eet our lncreased cos~s ln ~he bUlld:ng lnspect~on department. Mr. Andrews, 563 Jefferson addressed the Council stating that he had secured a permit to construct a 5 apartment building at that address, one of the apartments being in the basement. He stated that today the Building Inspector had told him that he could not complete the building with 5 apartments in that zone.. After an investigation by the Engineer he stated that Mr. Andrews had a valid building permit and that it was his recommendation that Mr. Andrews be allowed to complete the building.
