The meeting was called to order by his Honor, Mayor Earl L. McNutt. Councilmen present at rollcall were - Koppe, Hawn, Bailey, Crumbaker, Hurley, Davis, Johnson. Allen absent. A report of the Police Committee in connection with the same was s ubmi tted and rea.d as foll,ows: l,! I' I ~ . , , , I' "Your Committee on Police to whom was referred Council Bills No. 99, 100 and 101, relating to the licensing and control of taxi cabs and drive- yourself vehicles, begs to report as follows,: That we have studied the contents of the proposed ordinances and recommend the following: That a section of Council Bill No. 99, to be known as Section 33 be added as foll,ows: "Q.UARTERLY REPORT: Each holder of a taxicab license shall file quarterly with the Police Department of the City a report Showing the number of licensed taxicabs in operation, those out of service and the reason therefor, and also the number of fares ca.rried during the quarter." That section 6 be amended, requiring applicant to furnish the Chief of Police a record showing the applicant to be legal owner of each taxicab to be licensed; I )'~ I" :' I' I' I' I! I: I: II I", /. I That Section 16 be amended by changing the line - "For each additional passenger ten. cents (lOst)" to read "For each additional passenger bound for the same destination 'ten cents (lOct)"; li I That Section 16 be further amended to read - "For each two minutes of !; waiting time or fraction thereof a charge should be made of not more than ten ! cents (lOst)". tj :j We further recommend that Council Bill No. 101, relating to drive- I~ yourself, vehi,cles be amended, by adding the following section: "Section 9: Each drive-yourself service shall file with the police department monthly a certificate of a qualified inspector as to each of the , licensed cars, which reports shall show the condition of the equipment and II~ particularly as to brakes, lights and tires." Motion carried. I r: I' ,I ~ It was moved by Bailey, seconded' by Crumbaker that the proposed ordinance be further amended to delete all reference to the number of passengers carried in the front seat of a taxicab. Motion carried. I ' Council Bill No. 99 -- Re: Taxicab Licenses (Fees, Fares, Regulations), i.~ read the first time May 13th was given second reading. ~'l 'i It was moved by Koppe, seconded by Davis tha t the rules be suspended by unanimous r consent and the ordinance as amended given third reading and placed on final passage. Allen absent. ---- c': oc Council Bill No. 101 -- He: Licensing Drive-Yourself Cars (Application, etc.), read the first time May 15th was given second reading. Upon motion the amendment recommended by the Police Committee on car safety in- spection, was adopted. It was moved by Koppe, seconded by Hawn that the rul.es be sus,pended by unanimous consent and the ordinance as amended given third reading and placed on final passage. All Councilmen present voting AYE the ordinance was declared passed and numbered 8908. Allen absent. Council Bill No. 106 -- Re: Increase of bus fares within the City of Eugene was submitted. It was moved by Hawn, seconded by Davis that the Council inform the local Office of Price Administration of the Council's approval of an 8i bus fare for Eugene as requested by the Oregon Motor Stages and that the present City franchise and fran- chise ordinance governing bus operations'be referred to a special committee of the Council to be appointed by the Mayor for further consideration and amendment. A report of the City Manager was submitted and read as follows: "The City had on hand in various Sinking Funds the sum of $248,000.00 Series "Eft 1946 U.S. Gov'ernment 7/8% War Bonds, due June 1, 1946. In order to take advantage of a special offer by the Government whereby they would pay part cash and part in 1947 Series "En 7/8% War Bonds, it was necessary to deliver the bonds owned by the City to the First National Bank in. Eugene early this forenoon. The~City will not need all this money in cash and the 7/8% War Bonds not being i available on June 1st, the City. Treasurer acting on the advice of two members of the Finance Committee delivered the $248,000.00 in bond,s to the First National Bank early this forenoon. In 'the circular issued by the Government it was not stated how much will be refunded in Bonds and how much cash will be paid. We are ! asking that the Council confirm the action taken. in regard to these bonds." It was moved by Hawn, seconded by Koppe that the report be filed and confirmation given to the transaction as outlined. Motion carried. I An appliea tion for transfer of Cla'ss "B" Retail Beer License, was submitted, by Angelo H. Hensley, having been approved by the Chief of Police. It was moved by Hawn, seconded by Koppe, that the application for transfer be endorsed. A request for waiver of set-back at 44 East 11th Avenue to allow building to the property line, such waiver to be subje~t to the signing of the usual waiver contract for removal, was submitted.
