REPORTS OF" COMMITTEES The Finance Committee submitted the following report on offers to pur- chase City property. , Louise K. ",,,,,,',, ~' ~" c I A meeting of members of the Council Police Committee and the City Manager with representatives of the Pacific Telephone and Telegraph Company was held June 7, 1946 at which time the Telephone Company submitted proposals for two-way, radio telephone service for the Police Department. Estimated instal- lation and rental charges for this service were found to exceed $9,000.00 per year as against an estimate of $3,500.00 to convert the present police radio system to two-way communication. It,is our recommendation that the Council authorize expenditure not to exceed $3,500.00 from the Equipment Reserve Fund for converting the present radio system to a two-way unit. During the past month this office, acting upon authorization of the Council, awarded a contract to the R.E.M. Contracting Company for the paving of the alley from Olive to Charnel ton Street between 7th and 8th Avenues West on a low bid of $2,325.00. '". In the matter of contract award for the improvement of Alder Street between 25th and 27th.,Avenues and Taylor Street between 8th Avenue West and West Broadway, we find that the old assessed valuations on Alder Street are not suf- . ficient to legally bond the assessments against the properties involved, while the proposed improvements of Taylor Street has been remonstrated against by all aff cted property owners. It is, therefore, recommended that no bids be accepted on these two improvements and that the certified checks of the bidders be returned: The foregoing reports and recommendations are submitted for your action at this time." It was moved by Davis, seconded by Allen that the report of the City Manager be approved and placed on file and that the recommendations contained therein be adopted. A communication from the Office of the City Manager requesting the re- vocation of rooming house license at 731 Willamette Street, was submitted and read. It was moved by Bailey, seconded by Davis that the communication from the office of the City Manager re: Rooming House (73l Willamette St.) be received and placed on file and that the license at 731 Willamette Street be revoked. REPORTS OF BOARDS AND COMMISSIONS The fOllow,ing report, of- the Board .of Appeals was submitted and read: 9 . , "A meeting of the Board of Appeals was held in the Office of the City Engineer Friday, J;une 7, 1946 at 5:00 P.M. f o , A request was received from M~ Dion for a permit to construct an ad- dition, twenty-three feet by twenty-three feet on the North end of his store building at 1201 Eleventh Avenue West to be .used as a wareroom for his store. The Board recommends that he be granted a permit to erect an"addition fifteen feet wide across the north end of the building. A request was received from Mark E. Samples for a permit to convert the attic space in his residence at 2474 Agate Street into an apartment. There is an outside stairway, erected by a former owner, serving this attice. The Board recommends that the request be granted. A request was received from Keith Fennell aSking for a waiver of set-back for a building at 774 Eleventh Avenue East, conditioned on the usual waiver contrac . The Board recommends that the request be granted. I A request was received from R. W. Stone asking to be allowed to construct a garage in connection with his new house at the Northeast corner of the inter- section of Harris street and Twenty-second Ave., within ten feet of the street line. This garage would be excavated in a high bank and would be farther from the Street than one in the same block on the same side of the street two lots to the North. This project will fit in very well with the adjacent properties and the Board is recommending that the request be granted. Mf'El!,,,,,Selma Thompson made a request to the Board March 6th f'or a permi t for a six apartment house at 482 Sixteenth Avenue East. The Board held up the request for plans. So the lady decided, to comply ,with the Zoning Ordinance and ; submitted plans and secured a permit for a four apartment house. The plans pro- i vided for a garage in the building. Now she is asking to be allowed to convert · this garage space into an apartment. Owing to the location of the house on the : lot, the Board feels it would be much better to have the apartment than the garage and are therefore recommending that the request be granted." I A permanent report upon reclassification of certain areas in the City of 10 Eugene as filed by the City Planning Commission was submitted and read as follows together with a resolution pertaining to the commission's report on the proposed re- zoning of Lots 4,5,6,7, and 8; Block 35, Lots 17,18,19,20,21,22 and ,25 feet lying East of Lot 22, all in Block 35, Fairmount Addition as amended, was submitted and read. The City Manager presented a letter under the date of June 8, 1946 from 11 Councilman A. L. Hawn pertaining to the proposed reclassification of' pr'operty o'wned by Mr. Byers. , It was moved by Crumbaker and seconded by Allen that the Commission's report and resolution re: ' Reclassification of Byer's property 'be segregated from the report and that the balance of the Planning Commission report be adopted.
