I i I A report of the City Ivlana ger r'e: Ar~zon Park Program was submitted and I I read. 1 "At a recent meeting of the Council, some discussion was given to the , future utilization of monies ",~erived from the sale of Ci ty owned property at 13th ! and Chambers toward the purchase of park site acreage in the Amazon area in con- junction with the program of the Century of Progress Fund and Business and Pro- fessional women of Eugene. I , ,:. In view of the fact that the sale of the Medical Center property is I: beJ.ng conswnmated, I have been asked to ascertain if possible the attitude of I: the Ci ty Council toward the application of these funds for the Amazon Park program. Ii The Century of Progress Fund at the present time has suffic ient monies on hand to i' secure an option on these properties but is holding up such action pending word (frOm the Council. ~ While this money could not be expended until such time as a specific ~ budget appropriation were to be madei the Council could take two steps at this t time as a means of assuring the Century of Progress Fund of City participation. I! One - such step would be to direct the proper City officers to set up a special ~ Ii ore serve for park purchase and development and to recommend to the Budget Committee I II for the 1947-1948 fiscal year that a certain sum of money held in this reserve be I: appropriated for this purpose. I" ;,1 II, "At various intervals during the past few months, this office has con-, 2: ferred with the owners and developers of a so-called Sunny Hollow sub-division [lying to the Southeast of the City beyond Hilyard Street with reference to the ~sewering of 600 homes planned for this district. II ' . ill We have been pleased to learn that the proposed constructJ.on of a sewage II disposal plant on the Amazon Creek has been temporarily abandoned in favor of a ! 15" sanitary sewer that will eventually be serviced by the City t S Amazon trunk '. !linterceptor when this trunk is completed to 29th Avenue South. It is our belief :1 that the conditions resulting from discharge of the sewer plant effluent from a . Ii treatment plant on the Amazon, particularly during the summer months would prove . jl a never ending problem both to the plant owner and to the City of Eugene. 1,1 I !t I, therefore, strongly recommend to the Council tha t the necessary Ijauthorizati?n.be given to provide for the con~truction of,a proposed sewe~ line I making provJ.sJ.on for a temporary pump connectJ.on to the CJ.ty system, pendJ.ng the I: completion of the Amazon trunk. !i Such line to be constructed in accordance wi th City Standard specifi- 'i cations and all costs for the same to be borne by the project developers and I liproper sewer con~ection charg~s to be made.to all u~e~s of the ~ine. Kinney, Oregon Settlement .Association 3 re: Sewage disposal plant and connecting of sewers in Sunny Hollow area was submitted and read. It was moved by Hawn, seconded by Davis that the communication be received and placed on file and that the matter be referred to the Sewers Committee for re- port back to the Council. Motion carried. A communication and statement of cI~rges from S. M. Calkins for pre- 4 paring and presenting the Sladdin Park case to the Supreme Court, was submitted and read. It was moved by Hawn, seconded by Davis that the communication be received and placed on file and that the proper city officers be authorized to pay the sum of $200.00 frQm the Emergency Appropriation , for legal services in connection with the Supreme Court hearing of the Sladdin Park case. Rollcall - Koppe, Hawn, Davis, Crumbaker and Johnson. Bailey, Hurley and Allen absent. The City Manager reported the receipt of $6,890.92 from the Pacific 5 Telephone & Telegraph Company covering Franchise payment for the fiscal year .ending June 30, 1946. It was moved by Crumbaker, seconded by Hawn that the report of the Manager be , received and placed on file. I I A letter from Leon Ross, 2380 Emerald Street re: Operation of sewer 6 I maintenance equipment, was submitted and read. I ! It was moved by Davis, seconded by Koppe that the letter be r~ceived and placed I on file and that the request contained the-rein be referred to the Sewers Committee. A petition signed by Leo Deffenbacker, 1974 Hilyard Street and 16 others I 7 requesting installation of street light at 20th and Hilyard, was submitted and read. . It was moved by Crumbaker, seconded by Hawn that the petition be received and placed on file and be referred to the City Manager with power to act. A communication from J. o. Lindstrom, Business Manager, University pf 8 Oregon petitioning for the vacation of the alley between 13th and 14th Avenues', Emerald and Beech Streets, Block 6, University Addition to Eugene, was submitted and read. It was moved by Hawn, seconded by Koppe that the petition be received and referred to the Planning Cornuission for investigation and report. I A communication from Albert Fleenar re: Installation of trailer park, 9 ~ was submitted and read. It was moved by Hawn, seconded by Davis that the communication be received and : placed on file. ORDII\"ANCES Council Bill No. 132 -- He: Regulating and licensing of pinball 10 machines, etc., was submitted and read the first time and laid over. Counciilnan Hawn reported orally that operators of music devices desired to be heard in connection with the proposed ordinance. Upon mot ion Counc il Bill No. 132 was laid over and the Finance. Committe,e reque~ted to investigate the matter further before the next regular meetlng of the Councll. RESOLUTIONS I .
