,:'. 1946 at 7:30 P.M. The Meeting was called to order by his Honor, Mayor Earl McNutt.

Upon motion the minutes of the last regular meeting, held October 14,
I 1946 were considered read and ap,proved.
I REPORTS OF COr~TTEES
A report of the Street Committee re: Improvement of Elk Drive, was
submitted and read as follows:
I "Your. Committee on Streets to whom was referred petitions for improve-

ment of Elk Avenue and condemnation of private drive a distance of 153 feet from
I Elk Avenue begs to report as follows:
I
! That your committee has investigated the petitions and finds
I tha t the
proposed condemnation of right-of-way is s.ought as a means of ingress and egress
for private property and does not involve the connection. of regularly designated
city streets. This property is now being served by the private drive on the
, property owned by A.F. Whiting who declares his intention to keep the driveway
t
I open for access purposes. The committee feels that this matter rests between the
l affected property owners and that it is not the responsibility of the city to
I purchase the right-of-way by condemnation or otherwise.
I
! In connection with the improvement of Elk Drive, the petition bears the
signature of only one owner whose property abuts upon Elk Avenue to be assessed
for such improvement. This improvement would be costly owing to the terrain and
I would not serve other abutting properties which would be charged with the cost of
improvement. We recommend that the interested property owners seek to raise suf-
ficient money for the improvement of the present road to an extent that it would
adequa tely serve the affected property owners." I
It was moved by.Johnson, seconded by Bailey that the report of the Committee be
adopted. Motion carried.
The Sewers Committee submitted the following report:
; "Your Committee on Sewers to whom was referred various matters begs to

! With reference to Council Bill No. 146 which would permit the operation
of sewer cleaning devices within the City of Eugene, your committee has further
studied this matter and recommends the passage of the proposed ordinance. The
, Committee acknowledges a communication from the Journeymen Plwnbers and Steam
I Fitters, Local #481, protesting the granting of such permission but feels that
this communication of protest presents no evidence indicating that the use of
such equipment is detrimental ,to the interest of the City or its householders.
In the matter of various applications for individual sewer connections
outside the City limits, the co~nittee recommends that such applications be granted
or rejected by the City Manager upon the determination of the merits of each
individual case. It is further recommended that such connection agreements provide
I that the city shall retain control of such lines serving the outside connection.

I We further recommend that an annual charge of $9.00 per year be assesse4
I
I against all outside sewer connections, this rate to apply immediately to all new
,
" I connections and to be effective in the case of present users July 1, 1947. This
I
I increase in rate is based upon findings of the committee with reference to special
tax levies now paid by ,city sewer users for replacements and extensions of trunk
i line and interceptorsewers."

II; A report of the City Manager re: Pet it ions of various city employees
5 ,I for wage bonus payments, was submitted and read.

j: "This office has recently received a petition, addressed jointly to
I: the Manager and the Members of the Common Council and signed by forty members of
Il the street and fire departments asking for the payment of "Cost of Living"
~ bonuses for the balance of the fiscal year.
Ii In conversations wi th representatives of these groups, I have di scussed
I: current budget restrictions that would prohibi t any blanket increases during this
!, fiscal year. It has been point out to the pe ti tioners tha t limited cont igency
ii, funds in the 1946-47 budget would have to be used to finance the projected east
I:; side fire substation, an item that could not be foreseen at the time of the pre-
~ paration of the budget.
"I: I have no specific recommendation to make in submitting these petitions
i except to state that we are prepared to furnish the finance committee wi th all j
r necessary 'data and analyses on our salary and wage structure should the council :
I \' see fit to give further study to the request at this time." I

;; A report from the City Manager re: Mill Race Junction Highway Project,
~ etc., was submitted and read as follows:

~ "As a result of action taken by the Council at its special meeting held
6 !; October 30th, the offices of the State Highway Commission were notified of the I
I! City's acquisition of the Mill Race properties and its instructions to the Mayor
,'i and the Manager to continue negotiations for a State-County-City Agreement on the
I; Mill Race Junction Highway Project. As of this date I have been notified by the
r: State Highway Department that it will be necessary for the city's representatives I
'I: to appear before the State Highway Commission to present a plan for an agreement I
i; wherein the City will commit itself only to -the extent, of its $500,000.00 Bond
I Issue. as its share of the completed job. Accordingly, we will seek an audience
I! with the Highway Commission and will make such presentation at the next commission
I: meeti~g to be held November 26, 1946. : !
r In connection with the remodeling ,of the third floor of the City Hall, I
I final"work is being completed this week and .will shortly house the offices of the I
~ Civil "Aeronautics Assn. and the Rent ControL office of the OPA. The inspection

'I' from the War Surplus Administration which was purchased at a cost of ~280.00. This I
I unit together with'a large steel tank, fabricated by our Street Department crew I

7 "Following adoption by the Council on October 14th, establishing a I
'....I 10-minute blockade on 13th Avenue East at the entrance to the University of
"...<Ibi Oregon Campus, we have continued our study of traffic conditions in this area
~";f '. and the following recommendation is submitted f or your cons idera tion.

~ That parking of automobiles be prohibited on the South side of 13th
Avenue East in the Block between Alder and Kincaid Streets and that 30-minute
parking zones be established on the North side of 13th Avenue East between Alder
and Kincaid Streets.
It is further recommended that a bus loading zone, approximately 30
feet in length be established on the East side of 13th and Alder Streets. A
small safety zone at this location does not provide sufficient room for a bus
to pull to the curb despite the fact. that this is one of the busiest bus loading
spots in the entire area.
Councilman Crumbaker has recently raised the point relative to the
prohibiting of parking on the East side of Kincaid Street between 13th and 11th
Avenues East. While it is true that this removes parking facilities for a
number of automobiles, investigations by my office and the Police Department
leads us to believe that it is necessary to keep this space clear so long as we
continue the blockading of 13th Avenue.
The above recommendations for the block between Alder and Kincaid Stree s
are being made after a survey and consultation of all of the business property
owner,s on the street. These parties have given approval to various proposals in-
cluding the banning of all parking and/or the installation of 30-minute parking
meters. However, it is our belief that the adoptiong of the above recommendations
will serve the purpose of keeping this street free of conjestion and provide
additional'safety and convenience particularly during those periods when the 13th
Avenue blockade is in effect."
It was moved by Hawn, seconded by Bailey tlllit the recommendation for the estab-
lishment of a bus zone at the N.E. corner of Alder and 13th-Streets be adopted I
and that the recommendation with reference to parking on 13th Avenue between
Alder and Kinciad be amended to ban parking on both sides of 13th Avenue East
between Alder and Kincaid and that the matter of installing parking on the East
side of Kincaid between 11th and 13th Avenues East be given further study. _

It was further moved and seconded that the McKeown application be tabled until
the next regular session of the Common Council and that Mr. McKeown submit fur-
l ther evidence in support of his application to the office of the City Manager
prior to the Council meeting.

A permanent report from the City Planning Commission re: reclassi-
fication of properties at 13th and Columbia Streets, the North half of Block 8,
181 Chambers Addition and the area bounded by 14th and 16th Avenues West, the alley

( 1) That the Common Council again consider and adopt the recommen-
dation of the City Planning Commission heretofore made for the reclassification
of the areas at 13th Avenue East and Columbia Streets from B-2 business property

(2) That the Common Council again consider and adopt the recommen-

Your Commission respectfully submits in connection with their first
recoIDfllendation that since the institution of this request permanent improvements
upon a part of the property involved have been made, and that your Commission is I
informed and believes that additional permanent improvements are now being con-
templated and will be made unless the status quo is maintained. The spirit behind
this recommendation is to maintain the present situation untii the Common Council
has had opportunity to determine the ultimate Frankling Boulevard freeway project.
I Your Commission is informed and believes that unless this rezoning is had
additional cost to the City will ultimately result.
In connection with the second recommendation the Commission is informed
and believes that ultimate use of the property involved by the State Highway Com-
mission for Highway intersection purposes is so remote that it is impractical to
consider the same.
