"Since the last regula,r meeting of the Common Council, two peti tions 4 : ha ving to do with, traffic ,control measures in the University area, have been : filed with this office. The first petition" bearing 116 signatures petitions I the Council for the opening of ~3th ,Avenue, East for public use at all times I'~ j. and protesting the 10-minute clqsure of 13th Avenue - between, Kincaid and : Uni versi ty, now i,n- ef,f~ct,. 'rhi,s pe,ti,tion sets forth that the traffic hazard ; created by dive~ting traffic North at 13th and University is far worse than :, the" hazard to adult studentscr,ossing 13th, Avenue,. i " The second petition signed by representatives of all the affected businesses on 13th Avenue East between, Alder and, Kincaid requests the Council :: to re-consider the, parking regula tion which,- bans parking on both sides of the ;' street. They reque,st that parking be allowed on the North side of 13th Avenue ~ ;: between Alder and, Kincai~,. with a limit of 45 minutes and that all parking be ii banned, on the South sid,e between the hours of 7:00 A.M. and 5:00 P.M. In view :j of the fact that this request is in line with the original recommendation made :' for this area, it is recommended that the Council take the necessary step$ to :; place the same into effect. j.! !; A study or'the traffic conditions on Kincaid between 11th and 13th !. Taking into. consi,d.era.tion, the possib.ili ty of reduced. cost. within the I five-year.. perio.din wh.ich .the overh.ead is ,to be ,completed and proba.ble salvage from the acquired properties, the_.State agrees that the Ci-ty may. limit its total over-all contribution to a maximum of $550,000.00. It has been tentatively agreed, subject to. ap.p.roval of the Common Council, that the City's cost in excess of $500,000.00, which addit.ional cost shall, not exceed $50,000.00, would be advanced by the, Stat.e.Highway Commission. ,from ,the,. highway revenues accruing to the City of Eug.ene. Such re~payments can,extend,up to a period of eight. years; with no interest charge,s to be paid on such advance funds. The tentative agreement with Lane County calls for a similar advance and re-payment of $300,000.00 in highway revenues that will accrue. to ,the County., The, final draf.t of the" agrJeeme,nt will make. the following provisions: I 1. The State to agree to make provision for the maintenance of the Mill [Race by providing an underground conduit beneath that portion of the highway right- : of-way from Blwadway North. Mayor, McNut.t, and my.self ha;ve been> advised. by the. Highway Department that upon the completion of. a tri-party agreement as outlined. above, that it will include provisions for the construc,t,ion. of the highway portion of the project in its bid call in January or February for the completion. of U.S. Highway 99 section from I Walnut Street to High Street. The Co~~issioners of Lane County have tentatively agreed to sign such agreement provided that the Common Council for Eugene authorizes the city's participation. A recap of the costs to the State Highway Department for the construction of U.S. Highway 99 within the City of Eugene from Judkins Point to the proposed new vonnection with 6th and 7th Avenues East, shows a total State participation of the over-all project of $1,545,000.00.
