Johnson, The regular meeting of the Common Council of Eugene held February 10, 7:30 P.M. The meeting was called to order by his Honor, Mayor Earl Councilmen present at rollcall were: Hawn, Davis, Crumbaker, Bailey, Allen, Pennington and Wells. I ~)1 -J :::-";,, Upon motion the minutes of the last regular meeting held January 13, 1947 were considered read and approved. REPORTS OF CO~lMITTEES 1 A report of the Health Committee re: Ordinances governing collection and disposal of garbage, was submitted and read. "Your Committee on Health to whom was referred various matters begs to report as follows: That following a series of meetings and hearings with interested parties with reference to proposed ordinances governing the collection and disposal of garbage, (Council Bills No. 160 and 161), we recommend the following: 1. That Council Bill No. 160, being the general garbage collection ordinance, be amended in various particulars and that Council Bill No. 160 as amended be given approval for final passage by the Council. 2. We recommend that Council Bill No. 161 be amended to provide a base rate of $.75 per month for once a week residence service and that a $.15 per month sur-charge be granted licensed haulers for the period February 1, 1947 to February 1, 1948. We further recommend that the Council Bill provide that all licensed haulers be required to file financial statements with the City at the beginning of each calendar year at which time the base rate and/or sur charge will be subject to review. It is further recommended that commercial rates for garbage collection shall be negotiated between the customer and the garbage hauler on a fair and equitable basis with such rates subject to review and arbitration, all as provided in Council Bill No. 160. In the matter of enforcement of the City's Rat Control Ordinance, your committee requests further time in which to make personal inspection of several premises where such rat proofing has been ordered and/or installed. Your com- mittee .begs to report that it has met with representatives of the Lane County Health Department with reference to this matter and upon the basis of its pre- liminary investigation finds no justification for recommending the change or amendment to the present ordinance." \ I It was moved by Hawn, seconded by Johnson that the report be received and placed on file and that the report be adopted. Motion carried. 2 Monthly estimate and approval for progress payments was submitted by the City Engineer. Rollcall- REPORTS OF OFFICERS 3 A report from the City Manager was submitted and read as follows: "Plans, specifications and bid sheets have been prepared for various sewer, street and sidewalk improvements which have been previously approved by the Council. It is requested that the Council authorize bid costs on the following: I Elk Avenue and Riverwood district sewers,. Sidewalk improvements on Kincaid, 25th to 26th; North side of 13th Avenue, Monroe to Almaden and West side of Polk from 12th to 13th. Concrete or asphaltic concrete paving on Harris Street from 18th to 28th; Monroe, 19th to 22nd; Nixon, 24th to 25th; Tyler, 12th to 13th; alley between High and the Mill Race, from 9th to lOth; and alley between Olive and Charnelton, lOth to 11th (concrete paving)." A request was received from Mrs. ~dna Garrett, 1432~ - 13th Avenue East, asking for a waiver of set-back to ten feet. from Emerald Street at the northeast corner of the intersection at 13th Avenue. . Mrs. Garrett has sold heT property to the University of Oregon and wishes to move this house across 13th Avenue onto a small lot. The Board is holding this request for a plot plan." *****.**** "A meeting of the Board of Appeals was held in the office of the City 6 Engineer, Friday, February 7th at 5:00 P.M.. The request of Mrs. Edna Garrett of 1432~ - 13th and Emerald Streets was considered. The placing of this house on this lot wo uld leave only 'a ten foot setback from Emerald Street. The Board, believing that the property will be used for residential purposes for only a. short time, recommends that the re- quest be granted. A request was received from Paul W. Campbell asking to be allowed to r~odel the front of the house at 1060 High-Street, using a concrete foundation, Wolmanized pine logs and wooden bloCk-flooring. The structure is in Fire Zone ,_ #1 and is to be used as offices. The Board.recommends that the request be grante~ A request was received from the Korn Baking Co. for a permit to construe a loading dock on the east side of their present building and to enclose that part of.the building now used for loading purposes. This plant is located at 14th and Mirl Streets. As this change would eliminate the parking of their trucks on both streets, the Board recommends that the request be granted. I " A request was received from E. J..Lange asking for a permit to erect a duplex residence on the lot on the southeast corner of the intersection of Ferry Street with 12th Avenue, with a 9 foot setback on Ferry Street and a 12 foot set- back on 12th Avenue. The Board recommends that the request be granted on cond- ition that he observe a fourteen foot setback on 12th Avenue. A request was received from E. D.. Rathbone aSking to be allowed to erect a residence 28 by 45 on the lot on the southeast corner of the intersection of '11th Avenue and Jackson Street with a ten foot set-back from 11th Avenue. As thfs is in line wi th the .houses to the east., the Board recommends tha t the request be Ogranted. A request was received from Ash & Son asking for a permit to erect an all wood marquee four feet wide on the front of their old building at 769-775 Monroe Street. The Board recommends thatthe request be granted on condition that they us~ one-half inch suspension rods instead of those specified on the plan." It was moved by Hawn, seconded by Davis that the reports of the Board of Appeals be-received and placed on file and that the recommendations contained therein be adepted. Motion carried.
