The regular meeting of the Common Council of Eugene held ~Erch 10, 194?
at ?:30 P.M. The meeting was called to order by his Honor, Mayor Earl McNutt.
Councilmen present at rollcall were - Hawn, Davis, Crumbaker, Bailey, Johnson,
Allen and Wells. Pennington came in late.

Upon motion the minutes of the last regular meeting held February 10,
194?, were considered read and approved.
This being the date set by the Common Council for the consideration of
bids on various improvement projects, the City Manager reported the receipt of
bids as follows, all of which had been previously publicly opened and scheduled
as per the official published bid calls:

1. The construction of a sanitary sewer on Elk Avenue from Fairmount
to Hendricks Park - the following bids were presented:

It was moved by Crumbaker, seconded by Davis, that the bid of Werner & Jeske in the

2. On the proposed improvement of the alley between High and the
Millrace from Broadway to Tenth, the following bids were presented:

"Your Committee on Health to who~ was referred for study the City's
rodent control ordinance No. 8802 begs to report as follows:
Your committee has spent considerable time during the past few months
i studying the provisions of Ordinance No. 8802, the enforcement of the rules and
regulations contained in the ordinance and the progress of the rodent proofing
program to, date. The committee has met and conferred with the enforcing officers,
i has made inspections of various locations where the enforcement of ordinance pro-
visions has been disputed and conducted a public hearing to obtain the viewpoint
and comment of affected property owners and restaurant operators.

~ As the result of such conferences and hearing, the committee
i'two minor amendments to Ordinance No. 8802 for clarification purposes.

I, 1. That Section One of the ordinance be amended to clarify the word
I "building" to the end tha t rodent proofing requirements apply only to those parts !
l or sections of buildings occupied by firms keeping, storing or handling food. '
I' 2. That Section 5 of Ordinance No. 8802 referring to residence pro-
f perties be deleted entirely from the Ordinance. The committee finds .'that the
: original intent of this section with reference to rodent control is fully covered
1 by provisions of the recently enacted Garbage Ordinance No. 8970.
With reference to the enforcement of Ordinance No. 8802, we submit the
following recommendations which are based upon our investigation~
1. That enforcement officers be directed to exercise reason and judg-
i ment in seeking conformity to the minimum requirements of Ordinance #8802.
, 2. That in all instances where orders are issued for rodent proofing
: such orders shall be in writing setting forth in detail the minimum rat-proofing
i requirements for the premises in question and that a copy of such notices shall
: be filed with the office of the City Manager.
3. That restaurant licenses for 1947 be granted by the Health Authori-
I ties where all other sanitation provisions are being met, such licenses to be
"subject to revocation for the' failure or refusal of responsible parties to comply
: with the minimum rat-proofing requirements wi thin a reasonable period of time.'
4. In connection with restaurant operations, that non-compliance to
;'minimwn requirements be reflected in grading as provided in restaurant inspection
,Ordinance No. 8861.

"Your committee On Judiciary to whom was referred the matter of proposed
amendments to Ordinance No. 8931 begs to report as follows:
That we find the intent of Ordinance No. 8931 to be the control and regu-
lation of coin-operated amusement devices, particularly pinball and music machines
as set forth in the title of the ordinance.

We, therefore, recommend that ordinance No. 8931 be amended to exclude
merchandise vending machines and that the question of licensing vending machines
in general be further studied by the Committee and be reported on to the Council
at a later date."
It was moved by Bailey, seconded by Crumbaker that the report be received and
placed on fiie and that the recommendations contained therein be adopted. Motion
carried.
A report from the- City Manager was submitted and read as follows:
5 "On March 6th, this office submitted to the C.P.A. a formal application
for permission to construct. the Eugene Memorial Swimming Pool.. This application
was supported by letters from local and state health authorities, the Eugene
Chamber of Commerce, Central P.T.A. and other groups. As you are aware, we have
the completed plans, specifications and contract documents prepared and will re-
quest permission of the Council to call for bids on the pool if and, when approval
of the C.P.A. is returned.
We also have on hand plans and specifications for the proposed Franklin
Blvd. interceptor sewer which are being held in abeyance at the-present time
pending a stUdy on the possibilities of re-routing this projected line to better
serve the future needs of the community. It is anticipated that a formal report
with reference to such relocation will be ready to submit to the Council next
months.

We have likewise been informed by the consulting engineers that final
plans and specifications are nearing completion on the second and final unit of
the Amazon Trunk Sewer. It is hoped that we can call for bids on this unit early
in May.
At the last regular meeting of the Council this office was instructed to
, contact two veterans organizations that are planning carnival showings this summer.
I have been advised by the Veterans of 1!'oreign Vvars and Disabled American War
Veterans that commitrnents have been made with the companies wherein the local
organizations ask that any fee assessed for licenses on these showings be held to
a minimum. The V.F.W. informed me that in the past years, when no city licenses
were assessed that the earnings to the V.F.W. varied from $400.00 minimum to a
maximum of $1,000.00.
With reference to our plans for the development of the park-playground
area at 19th and Washington, commitments have been made by local organizations
for the sponsorship of all but one of the playground projects. These organizations
are prepared to furnish materials and/or labor as soon as weather conditions per-
mit the completion of th~ ground work and a start on the several projects, in-
cluding wading pool, tennis court, bleachers, plantings and other items.
Preliminary studies are now being made on the tentative City budget for
the fiscal year 1947-1948. Following adjournment of the State Legislature, several
bills pertaining to cities financial needs are still pending. Meetings of the
Council's Finance Committee will be called to discuss certain budget items,
particularly those involving salaries and wages.
Among items of purchase made recently by the City, attention is called
to the addition of a new type life saving net for the Fire Department. This net
is of modern design and replaces old and inadequate life saVing equipment formerly
used by the department."
It was moved by Crumbaker, seconded by Davis that that the report be received and
placed on file and that the matter of carnival license fees be referred back to
the City Manager for further study and report to the Council.
