The regular meeting of the Common Council of Eugene held April 14, 1947
at 7:30P.M. The meeting was called to order by his Honor, Mayor Earl McNutt.
Councilmen present at rollcall were - Hawn, Davis, Crumbaker, Bailey, Johnson and
Wells. Allen and Pennington absent. .

Upon motion the minutes of the last regular meeting held March 10, 1947
were considered read and approved.
This being the date set by<the Common Council for the consideration of
bids on various improvement projects, the City Manager-reported the receipt of
bids as follows, all of which had been previously publicly opened and scheduled
as per the official published bid calls:

i Organized Reserve Corp, U. S. 6th Army, was submi tted and read.
i "My office is in receipt of a request from the Oregon Organized Reserve
Corp, U. S. 6th Army for permission to use certain city owned property adjacent
to the Airport Homes project at 13th and Chambers Street for the erection and
maintenance of buildings to be used by the Organized Reserve Corp. units for
meetings and instruction.

This plot of ground, 200' x 334', lying between Almaden and Taylor Sts. -
and 12th and 13th Avenues is included in the land originally leased to the Federal
Government for the housing development. However, I am informed by the F.P.R.A.
that they will not be utilizing this space and have no objection to the proposed

installation which will include three quonset type buildings and parking area,
all to be installed and maintained in accordance with the City Building Code
and sanitary rules and regulations.
Inasmuch as the City plans to utilize the area for public park and
playground pm'poses when the housing units are removed, I can see no objection to
allowing an Army installation and would recommend that the Council authorize the
proper City officers to enter into an agreement with the 6th Army Organized Re-
serve Corp for the use of this land until such time as the housing project is
abandoned."

January to the position of superinteJIDdent of parks and recreation for the City of
Eugene and the appoint~ent of Ed L. Surfus as Fire Chief.

Both appointees were selected from a group of applicants on the basis
of their respective records and other locations. I feel that both men are very
well qualified and are capable of performing their duties in an efficient manner.
Both appointments become effective as of May 1, 1947".

Communications from the Eugene Pageant Association, containing a request
for waiver of fees for carnival attractions and exclusive rights to street vending

"The Eugene Pageant Association hereby requests of the City Council of
Eugene the.exclusive right to operate Carnival Attractions within the city of
Eugene during the months of June and July, 1947. The two months period requested
represents the period .of preparation and production of the Oregon Trail Pageant--
Eugene Centennial--l~47. The Eugene Pageant_Association further requests that
, the license fee specified under City Ordinance 8519, Section q be waived in
t deference to the Associations organization which is of a non-profit nature "the
!iI purpose of which is to sponsor and produce community celebrations and pageant$"-.
The Eugene Pageant Association feels th~t the artistic anf financial success of
the 1947 Oregon Trail Pageapt is dependent to a great extent upon its exclusive
control of the carnival type of attraction during the period -above specified. '

I, Two organizations have indicated their interest in securing carnival con-
I:, cessions during this period. The D.A. V. represented by Mr. Harold Barnes, 151
Main Street, Springfield (Phone 485) reports that that organization has as, yet made
r no specific request for licensing dates to the City Council of Eugene. . He further
r states t'hat their contract is with the West Coast Shows and should that concern
I: play in -this region under the auspices of the ~ugene Pageant Association that the
II D.A.V. w"ill not sponsor a carnival this year. - The V.F.W., represented by Mr.
I',.., George Reddinger, Eugene (Phone 14) reports tnat that organization has requested
of the City Council of Eugene the dates of June 16 through 21. He further states
I that his' organization has not as yet been succ'essful in finding a site for their
I' carnival: In the event that the City Council -of Eugene wishes to grant the request
I',: of the V:F.W. for the dates of June 16-21 the Pageant Association will accept
; exclusive rights for the periOd of June and JUly with- that reservation."

in the basement of the proposed addition to their building at the southeast corner
of the intersection of Tenth and Oak Streets.

"Due to the necessity of arranging telephone equipment in a standard

in our opinion it would be quite hazardous to telephone service to have a aprinkler
service installed near this equipment." '

A request was received from J. W. Olin "for a permit to erec~ a residence
with an attached garage within ten feet of University Street at the northwest
corner of the intersection with Twenty-eightb Avenue. The purpose or the request
was to get a greater separation from the house and garage on the west. Owing to
the ample room on the lot for a different location of the garage, the Board
recommends that the request be denied.
A request was received from George R. Greer aSking to be allowed a
four_teen foot- set-back from Monroe Street- at the north:-east corner of the inter-
section with Nineteenth Avenue. The Board recommends that the request be granted
on c0pdition that the puilding to the north of the proposed residence, which is
out to the street line, be removed.
A request from-David B. Evans, for the Northwest Oil Co. for a permit
to erect a service shop on the lot at the southeast corner of the intersection
of Lawrence Street and Thirteenth Avenue. This request is for a service station
in an apartment zone and has been before the Board on previous occasions and
denied.
