The meeting was called to order by his Honor, Mayor Earl McNutt. Councilmen present at rollcall were - Hawn, Davis, Crumbaker, Bailey, Johnson, Allen, Pennington and Wells. I Upon motion the minutes of the last regular meeting held April 14, 1947 were considered read and approved. Monthly estimates and approval for progress payments were submitted by the City Engineer as follows: First and Final Payment - Alleys between 10th and 11th, Olive and Charnel ton. $4033.49 First and Final Payment - 25th Avenue from Alder to Kincaid (sidewalks) 338.10 First payment - Franklin Blvd. Interceptor Sewer First payment First payment Riverwood Addition Sewers 3689.42 4200.00_ 6282.55 Playground --19th to 21st, Lawrence to Washington It was moved by Crumbaker, seconded by Davis that the estimates as approved be received and placed on file and that the proper city officers be authorized to make p~ment in accordance with the approved estimates. REPORTS OF COr~TTEES A report of the Health Committee was submitted and read as follows: 2 "Your Comrni ttee on Health to whom was referred t11e ma tter of the pro- posed plumbing code ordinance (Council Bill #187) begs to report as follows: 1 That your Committee has studied provisions of the proposed ordinance and recommends the following amendments: Article I, Section 18, Line 5 - insert after the words "Permit applied for." the following: "Upon request he shall supply in writing full information concerning the minimum requirements of this ordinance and amendments thereto." I Lines 9 and 10 of Section 18 should read - "He shall issue a Certificate: of Approval when any work has been done in conformity with the provisions of this ordinance and amendments thereto. Such certificate shall be authorization for the covering, concealing or use thereof, as the case may be." Article III, Section-24, Line 8 - delete the words "soil stack" Article XI, Section 11, the words "No soil, waste or vent pipe extension of any new or existing building shall be run or placed on the outside of a w~ll, but shall be carried up in the inside of the roof." should be deleted. Article XII, Section 5, Line 6; delete the words "for distances not greater than 6 feet". Copies of the proposed budget will be delivered to all members of the budget committee and the tentative date of Monday, May 26th has been set for the first meeting of the Budget Committee. (. .' L I, I I Ii II Acting upon instructions of the Public Works Committee of the Council, a poll has been taken of the owners on Harris Street between 18th and 28th with I reference to the letting of a contract for improvement of the street at an approxi- I, hlate cost of $7.20 per front foot. Results of this poll show 51 property nwners ! representing 3996 front footage opposing the improvement a t this time. Twenty- . !, five have declared themselves in favor while several property owners were desirous (, of waitIng bids for concrete pavement. After giving further study to the matter, ! I should like to recommend to the Counc il tha t all bids for the improvement of i: Harris Street be rejected at this time and that the job be re.;..advertised at a Llater date." \ I The Riverwood Addition lateral sewer system has been completed under contract and work is progressing favorably on the Franklin Blvd. Interceptor Sewer. The Amazon Trunk project is scheduled to get under way within the next two weeks and the sidewalk construction contracts are nearing completion. Motion carried. {The City Manager presented the proposed Lease Agreement covering the 4 I'rental of property on 13th Avenue West to the 6th Army Organized Reserve Corp. i i, It was moved by Hawn, seconded by Crumbaker tha t the City Manager be authorized to !. enter into a contract as presented with the Organized Reserve Corp. Motion carried. , , I I fields, I A report of the City Manager re: lighting for baseball and softball playground 19th and Washington, was submitted and read. I "In conjunction with plans now under way for the development of the 19th and Wa'shington playground area, we have programmed the eventual installation of lighting facilities for the baseball and softball fields at a total cost of ~approx~mately $10,000.00. In conversations with the Eugene Water Board they have expressed willing- ~ness to proceed with such installation this summer under an agreement wherein we lwill pay back the installation charges over a period of five (5) years. We feel 'that this will be a valuable addition to our park-playground facilities .and program land we'would be able to handle these contract 'payments out of our yearly park and trecreation budget. I should, therefore, like -to ask authoriz~tion of the Council Ito enter into a contract with the Eugene Water Board for the installation of the [lighti?g system this summer on the" foregoing basis." :It was'm0ved by Crumbaker, seconded by Davis that the report be received and placed <on fife and that the' Manager be authorized to enter into an agreement with the -Eugene" Water Board for light installation. Motion carried. 7 follows: A report from John Fields, City Treasurer, was submitted and read as "The City has $164,000.00 Series "E" 7/8% War Bonds which are due June 1st. It is likely that the Bank will receive an offer for exchange of this issue around the 15th of ~~y. We will need authority from the Council to deliver these bonds at that time, or if no offer is made for exchange, to deliver the bonds for redemption by June 1st. These bonds are invested in Sinking Funds as follows: $60,000.00 General Bond Sinking Fund: We will need this amount in December, 1947. 74,000.00 Sewage Disposal Fund. 2,000.00 In Old Improvement Bond Interest Fund: We will have no use at all for this money. 15,000.00 Fire Equipment Fund 13,000.00 City Hall Sinking Fund It was moved by Hawn, seconded by Davis that the report be received and placed on file and that authority be given to deliver or exchange securities as receommended. REPORTS OF BOARDS AND COMMISSIONS A report of the Board of..Appeals was submitted and read as follows: "A request was received by the Board of Appeals from Rob't. W. Prescott asking to be allowed a thirty (30) foot setback from University Street and a fifteen (15) foot setback from 20th Avenue at the southwest corner of the inter- section. This is the set-back as specified in the deed restrictio~s, but does not conform with the line-up of the houses constructed in the block. The Board recommends that the request be granted. A request was received from Spear & Jackson Saw Works on Garfield Street north of Sixth Avenue to build an addition on their heat treating building. The present building is constructed of 2 x 6 frame covered with metal. They are asking to be allowed the same construction with a fire retardant wall on the pro- perty line. (The type of fire resistance to be specified by the Building Depart- ment.) The Board recommends that the request be granted. A request was received from Chas. Humphreys asking for a permit to . erect a Quonset type structure on the rear of the lot at Thirteenth and Willamette .~-"Streets to be used as body and paint shop. It will be located at the northeast I: corner of the lot, will have a concrete floor and the 22 feet nearest the alley I, will be concrete block construction. They are asking for a temporary permit as I the building will be on two different leased properties. As pointed out in Comrade Heddinger's letter, a contract was executed in January between Willamette Post No. 293, Veterans of Foreign Wars, and the Browning Amusement Co. of Salem whereby the said Amusement Co. agreed to provide a carnival for six days beginning on or about June 10, and to be known as the V.F.W. Carnival. Terms of this contract require Post 293,~F.W. to provide the site, license, and policing for the carnival. A recent change in city boundaries .brought the site of the carnival inside the city limits and thereby m?de the carnival subject to city license fees. Payment of any of these fees would have to come from the proceeds to the V.F.W. The anticipated proceeds as indicated in Mr. Heddinger's letter are considerably less than said license fees.
