A report of the Public Safety Committee re: Council Bill No. 233 was sub-

providing for the regulating and licensing of detectives and detective agencies
within the City of Eugene begs to report as follows:
That your Committee has studied the proposed ordinanc.e, the provisions of
which are based on an ordinance now in effect in the City of Portland and that we
recommend the final, passage and adoption of Council Bill,No. 233 as submitted."
It was moved by Bailey, seconded by Johnson that the report of the Committee be
received and placed on file and that the recommendations contained therein be
approved. Motion carried.
REPORTS OF OFFICERS
4 A report of the City Manager was submitted and read as follows:
"In conjunction with the location of certain lines for the projected West side
sewer installations, it has been found necessary to relocate the pumping station
and gravity discharge line to a point on West Broadway between Chambers and Almaden
Street. This area is in private ownership and my attention was recently directed
to plans for the construction of several new residences on what would be within the
boundaries of West Broadway extended westerly from Almaden.
I have conferred with the owners of one tract lying within this area where the
I engineers have made a suggested location for the pumping plant and I am in receipt
of an offer from the owners, Mr. E. T. Haugsjaa, offering this tract for sale to
the City at a price of $3500.00. I feel that it is highly desirable that the City
acquire the property at this time for two reasons. First, to provide a satisfactory
location for the pumping plant and secondly to prevent construction and improvements
on the property which, in the future, would have to be condemned were West Broadway
to be opened through to a connection with Chambers Street. It would be my sugges-
tion that the matter be referred to the Public Works Committee of the Council with
power to act to the end that this purchase be negotiated at the earliest possible
time in order that we can complete the engineers layout for the West side sewer
system."

5 A report of the City Manager was submitted and read as follows:
"Submitted herewith for your information are highlights of recent departmental
activities.
The work on the construction of the first unit of the Memorial Swimming Pool is
progressing satisfactorily. The excavation for the main tank, the main drainage
lines and forms for the floor footings have been completed as of this date and the
pouring of concrete for footings, floor and walls is slated to begin shortly,
weather permitting.
I Our Police Department report for the month. of July shows an effective enforce-
ment program in the field of traffic control as well as other general policing
catagories. I feel that commendation is due members of the department who were
called upon to perform extra duties and serve over-time shifts in connection with
the Pageant activities.
We are advised by the State Highway Depavtment that equipment has been received
for the installation, of traffic signals on 6th and 7th Avenues at Blair Blvd. and
I we are hopeful that long delayed equipment to complete the light installation at
11th and Oak Street will be received within the next week.
In the Fire Department the members of the department have done an excellent
job in the building of new department office headquarters on 11th Avenue providing
a suitable place for the transaction of business with the public, and making space
available for the keeping of department records, etc. The members of.the depart-
ment cordially invite your. inspection of these new quarters. The men are also
completing a complete overhau~ of one of our ~eserve pumpers, doing considerable
body re-building and Over-hauling of motor and,' pumps~ which work has been accom-
plished at a comparatively small cost to the City. ~he chassis and body for the

"A meeting of the Board of Appeals was held in the office of the Building Dept.
I Monday evening August 11th at 5:00 P.M.
Request of Mr. R. E. Harrell for setback variance to allow for the construction
of a service station at the southwest corner of the intersection of Seventh Avenue
West and Washington St., was submitted.
The Board approves the request providing Mr. Harrell complies with setback
lines established on Washington Street and Seventh Avenue West
Request of Mr. Clyde Hansen for permission to park trailers on his property at
Sixteenth Ave. East and Mill St. for rental purposes. Our trailer ordinance permits
two trailers to a lot. Since Mr. Hansen desires to install four trailers, the
Board denied the request as it would establish the business of a trailer court in a
single family residence zone." -

ffThe Navy Department has under consideration a project for the construction of
a Naval Reserve Armory in Eugene, Oregon and adequate funds have been set aside for
this purpose provided that a suitable site is available on terms satisfactory to
the Navy, and subj ect to final a.uthoriza tion.
This Armory is to be used in the training of Naval Reservists in certain
specialized Naval skills and will consist principally of classrooms, shops and
various training aids.
The space required for this structure and its appurtenances will be a site
approximately four hundred feet square having adequate transportation service
available.
I have personally inspected a site at 13th and Chambers Streets which would
be satisfactory if the proposed Naval Reserve installations would not conflict with
C.A.A. requirements in connection with the adjacent airfield. The heights of pro-
posed structures are as follows: Armory Building - 30 feet; Armory Stack - 50 feet;
I Radio Antennae - lQO feet, or less if necessary.
In order that future negotiations may be predicated upon some tangible figure,
it is submitted that several municipalities have granted thirty year leaseholds to
the Navy for Naval Reserve Armories at an annual rental of one dollar.
Your attention is invited to the fact our Naval Reserve Armories are a definite
addition to a city beside providing the necessary facilities for training our
Reservists in the use of equipment peculiar to the Navy.

with some of the details of this project."

that I have not acted on this sooner, which is a matter of evidence, as you will
note, the reason being that I have been terribly busy in the recent past.
To bring you up to date in this matter in regard to our moving our con-
struction h~adquarters to another site more acceptable to the citizens of Eugene,
Oregon, we wish to advise that ~t the present time the one handicap that has not
been definitely overcome is the installation of telephones in the new office
building we will be forced to build outside of the city limits. Every effort is
being made to overcome this obstacle, and it is our intent to be able to vacate
these premises in the very near future. I hesitate at the moment to name a date,

"Recently as part of the Mill Race acquisition transaction we understand the
City of Eugene acquired title to approximately 40 acres of land on the east bank of
the Willamette River. The land acquired is, as it has been exhibited to us, within
our territorial limits. One of the primary purposes underlying the formation of
this park and recreation district was the preservation and development for the
benefit of the people of our area of the lands bordering upon the Willamette River.
Both sides of the Willamette running approximately from the jqnction of the middle
I and coast forks to the southeast City limits of Eugene are within the limits of
our District.
While it must of necessity be a long range program, we are deeply concerned
with the gradual acquisition and development of the land along both river banks
for public purposes. The Willamette is surely our greatest potential asset. Until
such time as the upper dams on the Willamette and its tributaries have been com-
pleted, we realize only a limited amount of work can profitably be done upon the
lands in question.
I The purpose of this letter is two-fold. First, to urge that your forty acre
tract be retained for public use and public purposes with a view to its eventual
development as a park and recreation area for all of the people both in the City
of Eugene and in our District; and second, to express to you our entire willingness
either to assist the City in the development of this area so far as we are able, or,
if you so request, to assume the responsibility for this deve~opment upon such terms
and conditions as you may deem advisable, assuring you, of course, that should you
see fit to intrust this responsibility and property to us, its facilities will
always be available equally to the people of Eugene and of our district."

~WHEREAS, it is contemplated that from time to time the ,Municipal Judge of the
City of Eugene, Lane County, Oregon, may b~ reason of temporary absence, illness or I.
other disability, be temporarily unable to perform the duties of such judicial '
officer; and I
WHEREAS, it is to 'the best interests of the City of Eugene that Municipal .__
Judge pro-tem be appointed and provided for in the case of such temporary inability , ,
on the part of the Municipal Judge to perform his duties, , " '

NOW, THEREFORE, 'BE IT ]i.ESOLVED BY THE COMMON COUNCIL OF TEE CITY OF EUGE1TE, ::
Oregon, that in event of the temporary inability of the Municipal Judge to perform "
the duties of the judicial officer of the City of Eugene for any cause, that the
City lV18nager be and he is hereby authoriz,eq. and directed to appoint a Municipal
Judge pro-tem, to act as judicial officer of the City of Eugene Q.uring the tem-
porary disability of thep Munic.ipal Judge., Provided, however, that such appoint-
ment by the City-Manager shall be one of the following designated persons, viz.,
the duly appointed, qualified and acting City Recorder, or his substitute, or any
duly licensed Attorney at Law practicing in the City of Eugene.- '. i:
BE IT FURTHER RESOLVED, that any Attorney aforesaid appointed to act as :'
