The meeting was called to order by his Honor, Mayor Earl McNutt. :;.~l Councilmen present at rollcall were - Hawn, Crumbaker, Bailey, Johnson and Wells. ,....-.. ....... Davis, Allen and Pennington absent. Upon motion the minutes of the last regular meeting held August 11, 1947 were considered read and approved. I REPORTS OF COMMITTEES 1 A report of the Public Works Committee was submitted and read as follows: "Your Committee on Public Works to whom was referred the matter of purchase of properties lying within the street area of West Broadway if extended westerly from Almaden Street for a sewer pumping plant installation and future street opening, begs to report as follows: That we have considered the offer of the property owners in the amount of $3500.00 and recommend a counter offer of $3000.00 with the sellers to furnish deed and title insurance to the property, sketch of which is attached hereto." It was moved by Crumbaker, seconded by Johnson that the report be received and placed on file and that the recommendation contained therein be approved and the City Manager authorized to complete negotiations for purchase of property. Motion carried. All Councilmen present voting AYE. REPORTS OF OFFICERS 2 A report of the City Manager re: smoke control, was submitted and read as follows: "With reference to the petition recently filed with the Common Council complaining of smoke nuisance in the area adjacent to the Northwest Cities Gas I Company, I wish to report that officials of that company have been contacted as has Mr. Ray Boals of the Eugene Water Board, which operates its steam plant in this vicinity. In cooperation with both of these parties, we are making plans to locate and maintain cinder and soot collecting devices at various points in the area to determine if possible the main source .or sources of this nuisance. Both plants have agreed to work with us on this project and will attempt to correct the cause of the soot and cinder nuisance as far as it is possible to do so. A report to the Council on our findings will be made at a later date." It was moved by Bailey, seconded by Crumbaker that the report of the Manager be received and placed on file. A report of the City Manager re: Purchase of School properties, was sub- 3 mitted and read as follows: "In connection with the recent sale to School District No~ 4 of certain City-owned properties along Hilyard Street, the Board offered to sell to the City of Eugene Lots 1 through 6 inclusive and Lots 23 through 28 inclusive in Block 5, West Moreland Plat for future use by the City as a playground site. The 12 lots constituting a tract 150 x 210 feet had been previously appraised by the Board at $900.00. I I have at hand a letter from the School District proposing that the City accept this tract as the first of six annual installments to be paid on the Hilyard Street property. The location of the Grant Street property is such that it would fit well into our future plans for expansion of small playground areas and I would like to recommend that the offer of the School District be accepted and that the property be purchased by the City in accordance with the suggested terms as outlined above." I It was moved by Johnson, seconded by Crlli~baker that the report of the Manager be received and placed on file and that the recommendation be approved and the City Manager instructed to complete the purchase of the Grant Street properties. I, PETITIONS AND COMMtJl\TJ:CATIONS ;: A petition signed by Harry McAdams and Gl~nn Smeed requesting concrete curb 5 and gutter, asphalt paving and cement sidewalk on 15th Avenue West from Lawrence to Washington Streets, was submitted. ' i It was moved by Crwnb4ker, seconded by Johnson that the -petition be received and ': placed on file and tha~ the City Attorney be instructed to prepare the necessary ~ improvement ordinances provided that the petition is supported by signatures re- i: presenting 51% of the pro,perty 'owners to be assessed for the improvement and pro- : vided further that the metter of title to an 8\foot ~trip abutting the proposed ~ improvement and now owned by the City of Eugene\be deeded to the 'abutting property : owners or dedicated for stre'et purposes to relieve the City of any assessment for the improvement. Motion cari~~d. . .~ 11 A communication from the -Directors of the Eugene Chamber of Commerce re: :' 6 peddlers ordinance and banning of carnival attractiops, was submitted and read as ~ follows: i: "Recently the Retail Merchants DiVision of the Eugene Chamber of cormn'erce met : I and took action upon two proposals, one concerning their recommendatIon for adoptiont of a city ordinance regulating and controlling solicitations in the City of Eugene; , the second recommending against granting permission for carnivals to set up and , operate wi thi.n the City Limits of Eugene. : I o · Both of these measures are amplified as to discussion in the attached copy of ;: the minutes of the last regular meeting of the Eugene Retail Merchants Division. " The recommendations of the Retail group were submitted to an official meeting . of the Board of Directors of the Eugene Chamber of Commerce: held Thursday noon, " August 13, 1947, at which time approval of the Boara was expressed for the Retail Division's report, and I was instructed to forward their request in these two in- stances for c'onsideration of the Eugene City Council at it t S next meeting. I, A communication from Chief Pittenger re: suspension of taxi-cab drivers I 7 license of Perry A. Miller was submitted by the City Manager who recommended that the Council concur in the proposed suspension.' ( j' . :) "In reply to your memo of August 19 concerning the suspension of license I to operate taxi-cab for Perry A.' Miller. ~: i I would call your attention to the fact that this conviction was not in ' the Municipal Court, but under the provisions of Ordinance #8906, Section 7, the , Council has the right to suspend or revoke licenses held by taxi-cab companies and I drivers for violations of the city ordinances, state or feueral laws. Council Bill No. 237 - Re: Levying assessments for the construction of a 10 cement sidewalk on the North side of 13th Avenue West between Monroe and Almad~n, read the first time August 11, 1947, was brought on for second reading. It was moved by Crumbaker, seconded by Bailey that the ordinance be read the second time. It was moved by Bailey, seconded by Crumbaker that the ordinance be read the second time and referred to the Public Works Committee for a committee hearing on the assessment roll to be held at 7:30 P.M. Thursday, September 4th at the City Hall and that Council Bill No. 239 be held over for final consideration to September 8, 1947. Council Bill No. 246 - Re: Construction of cement sidewalk on the West side 13 of Harris Street from 23rd to 25th Avenues ~ast, was submitted and read the first time. It was moved by Crumbaker, seconded by Bailey that the rules be suspended by unanimous consent and the ordinance be read the second time. Motion carried.
